About this file
This document comprises OCCC Capital Planning Operating Protocols for the Orange County Convention Center in Florida, providing standardized procedures for fire protection system work during capital projects. The protocols establish four distinct procedures for fire alarm company technicians: system installation, program downloading, pretesting, and final testing with the Authority Having Jurisdiction (AHJ). Each procedure requires OCCC Project Management Team approval and mandates coordination between the designated fire alarm company, prime contract holders, OCCC Capital Planning, and OCCC Security/Life Safety personnel. All procedures necessitate technician check-in with the prime contract holder, notification of OCCC Capital Planning prior to work commencement, confirmation of system status at the Technical Services Workshop (TSW) command center, placement of the system in test mode, documentation of disabled points, verification that system status remains equal to or better than pre-work conditions, and submission of signed debrief reports to OCCC Capital Planning. The protocols also address sprinkler system drain and refill procedures, requiring contractors to submit email requests with at least 48-hour notice specifying date, time, duration, affected locations, and associated riser points for disabling, with scheduling preference for Tuesday through Thursday to accommodate Life Safety staffing.
The sprinkler system protocols mandate contractor verification of point accuracy to prevent false alarms, Project Manager coordination to confirm no event conflicts, and potential meetings between contractors and OCCC Life Safety Representatives for large-area zones. Prior to work commencement, the Project Manager or Project Coordinator must contact OCCC Security to confirm point disabling and OCCC Life Safety to verify line drainage. A Fire Watch must be maintained throughout the system impairment period in accordance with Supplemental Condition No. 9. Upon work completion, contractors must pressure test the system for a minimum of one hour using air to check for leaks, notify the Project Manager or Coordinator, and remain onsite until Life Safety clearance is received confirming work completion and system restoration.

CAPITAL PLANNING OPERATING PROTOCOLS
Version V 1.02
Approval Date 06.16.25
Review Date
6/16/25
Title Protocol for Sprinkler System Drains & Refills
• The protocols below provide details for requesting Sprinkler System Drains & Refills at the Orange County Convention Center Campus. The protocol applies for fire suppression work.
• Contractor/vendor provides an email request (at least 48-hour notice) to the Capital Planning Project Manager/Assistant Project Manager for a fire system sprinkler shut-down/refill. The email should include the following details:
a. Subject line should read, “REQUEST FOR SPRINKLER SYSTEM DRAIN & REFILL”.
b. Date, time and duration of the drain-down and time of system refill.
c. Location and areas affected by the drain-down.
d. Specify the associated points at the riser for disabling. (Contractor must thoroughly vet the points provided to ensure they accurately reflect the zone covered to prevent triggering the alarms. The same information provided will be used by Life Safety/ Security for each shut-down and therefore, accuracy is key).
• The Capital Planning Project Manager/Assistant Project Manager (PM/APM) should verify there are no conflicts with event activity on the date(s) requested. Please consider scheduling Tuesday thru Thursday as there is only one OCCC Life Safety Representative available on the Mondays and Fridays.
• Once the date(s)/times are cleared, the PM/APM should email a formal request for system shutdown/refill.
• If the zone requested covers a large area, it may be helpful for the Project Manager to schedule a meeting with the Contractor and OCCC Life Safety Representative to review the points requested for disabling.
• On the day of the shutdown, prior to any work commencing, the PM/APM/Project Coordinator must contact OCCC Security to ensure all applicable points have been disabled.
Contact the OCCC Life Safety Representative to verify the lines are fully drained. Once clearance is provided, the Contractor will be notified by the PM/APM/Project Coordinator that you have been cleared to start work.
• A Fire Watch must be provided in accordance with Supplemental Condition No. 9 while the system is impaired.
• When the work is completed, the Contractor must pressure test the system for a minimum of one hour, using either air to check for possible leaks.
• After the Contractor testing is completed, the contractor will notify the PM/APM/Coordinator. The CIP Representative follows up with the Life Safety Representative to confirm the work is completed (including pressure testing) and a system refill will be initiated, completed and building systems fully restored. The Contractor and Fire Watch Rep. must remain on-site until clearance is received from Life Safety Representative via the PM/APM/Coordinator.
