About this file
This construction plans document pertains to the West Building Access Control System Replacement project (Y26-727) at the Orange County Convention Center in Orange County, Florida, estimated at $14,775,652.00. The project scope encompasses the replacement and upgrade of the existing Pegasys access control system to a Lenel system throughout the West Building, including installation of card readers, door hardware, electronic locks, surveillance integration, fire detection and alarm equipment, and structured cabling with Category 6 UTP and fiber optic backbone across electrical rooms, IDF rooms, mechanical rooms, catwalks, gates, and select perimeter doors. Sealed bids are being accepted electronically through the OpenGov e-Procurement Platform with multiple submission deadline extensions occurring on April 2, April 9, April 16, and April 23, 2026, all closing at 4:00 p.m. EST. A non-mandatory pre-bid conference and site visit are scheduled for March 10, 2026, from 9:00 a.m. to 1:00 p.m. at the Orange County Convention Center, West Concourse, Conference Room W323, with questions due by March 18 or March 25, 2026, at 5:00 p.m. EST depending on the applicable deadline extension. Substantial Completion is required within 1,065 consecutive calendar days and Final Completion within 1,095 consecutive calendar days from the Official Notice to Proceed.
Bids must be submitted on a lump sum basis, with mobilization costs capped at 5 percent of the estimated base bid total. Bidders must demonstrate a minimum of three similar projects completed within the last twenty years involving access control systems in commercial facilities of at least 30,000 square feet, including at least one project in an active operational building, one with ADA-compliant door integration, and one with Fire Alarm System integration. Service Disabled Veteran businesses may receive a preference of 3 percent to 8 percent depending on bid amount, though the contract will be awarded to the lowest responsive and responsible bidder. Bids exceeding $100,000 require a bid bond of at least 10 percent of the estimated contract amount. Contractors must maintain E-Verify employment verification, appropriate Florida contractor licenses (electrical, low-voltage, and fire alarm certification), and manufacturer certifications for Siemon communications cabling, Lenel access control systems, and Simplex fire alarms. Work is available seven days per week from 6:00 p.m. to 6:00 a.m., with strict compliance required for fire protection protocols, 24/7 fire watch during system shutdowns, and 72-hour advance notice for service interruptions. Progress payments will be made at 95 percent of earned amounts with 5 percent retainage until completion exceeds 50 percent of the contract value, at which point retainage may be reduced at the Project Manager's discretion. The County will utilize the e-Builder program for project communications at an approximate cost of $2,050 per year per license.
