About this file
Summary
This is a Special Terms document (Part C) issued by Orange County Convention Center (OCCC) in Florida establishing operational and administrative requirements for the West Building Access Control System Replacement project (Y26-727). The document outlines mandatory protocols and procedures that contractors and subcontractors must follow throughout the project duration, which spans from the Official Notice to Proceed through final project closeout. Key operational requirements include badge issuance procedures compliant with Florida Statute 435.03(2), submission of FDLE background checks at no cost to OCCC with checks dated no earlier than 90 days prior to contract start, annual background check updates, electronic key FOB return protocols, and parking hang tag requirements. The Convention Center operates continuously with limited on-site availability; contractor work hours are restricted to 6:00 p.m. to 6:00 a.m., seven days per week, with advance approval required for any exceptions. All work must be sequenced around scheduled OCCC events and shows, and contractors must maintain daily communication with the OCCC Project Manager and submit daily construction reports within 48 hours detailing activities, manpower, equipment, safety incidents, and photographic documentation.
Additional critical requirements mandate contractor compliance with fire protection and fire sprinkler system protocols, including 24/7 fire watch by trained security personnel during any fire system shutdowns, with hourly rounds and detailed logging submitted daily through the e-Builder system. Contractors must utilize the County's e-Builder program for all communications, submittals, RFIs, change orders, and project documentation at an approximate annual cost of $2,050 per license, with the contractor bearing all renewal costs. All requests for electrical system shutdowns require two weeks' advance written notice and pre-shutdown meetings. The contractor is responsible for construction waste disposal management, temporary power coordination (with 48-hour notice), utility coordination, equipment staging area management, fire watch coordination, and restoration of affected areas to original condition upon project completion. Restrictions apply to personal and motorized transport devices on the OCCC campus, with specific prohibitions on gasoline or propane vehicles in concourses, lobbies, tunnels, and registration areas, and non-marking tires or protective coverings required for wheeled vehicles in carpeted areas.
