About this file
This document is a protocol guide issued by Orange County, Florida for the Orange County Convention Center (OCCC) Capital Planning Department that establishes standardized procedures for fire protection system work during capital planning projects. The protocols detail four specific procedures: installation work, program downloads, pretesting, and final testing with the Authority Having Jurisdiction (AHJ). All procedures require approval from the OCCC Project Management Team and designation of an OCCC fire alarm company to execute the work. Each procedure mandates that the prime contract holder notify OCCC Capital Planning prior to work commencement, coordinate with OCCC Security and Life Safety, document system status before and after work via debrief reports, and confirm that the system exits the work phase with the same or fewer alarms, troubles, supervisory items, or bypasses than existed at the start. Program downloads and testing procedures require a minimum of two fire alarm technicians on site, with one remaining at the main control panel while others perform work at designated nodes or device locations.
The document additionally includes a supplemental protocol for sprinkler system drains and refills used during fire suppression work, which requires contractors to submit email requests at least 48 hours in advance to the Capital Planning Project Manager specifying the date, time, duration, affected areas, and riser points for disabling. The PM/APM must verify no event conflicts exist and should preferentially schedule work Tuesday through Thursday when full Life Safety staffing is available. Prior to work commencement, the PM/APM must contact OCCC Security to confirm all applicable points are disabled and coordinate with the Life Safety Representative to verify lines are fully drained. A fire watch must be maintained during any system impairment, and the contractor must perform a minimum one-hour pressure test using air to check for leaks before notifying the PM/APM that work is complete. The contractor and fire watch representative must remain on-site until the Life Safety Representative provides final clearance for system refill and full building system restoration.

CAPITAL PLANNING OPERATING PROTOCOLS
Version V 1.02
Approval Date 06.16.25
Review Date

Title Protocol for Sprinkler System Drains & Refills
• The protocols below provide details for requesting Sprinkler System Drains & Refills at the Orange County Convention Center Campus. The protocol applies for fire suppression work.
• Contractor/vendor provides an email request (at least 48-hour notice) to the Capital Planning Project Manager/Assistant Project Manager for a fire system sprinkler shut-down/refill. The email should include the following details:
a. Subject line should read, “REQUEST FOR SPRINKLER SYSTEM DRAIN & REFILL”.
b. Date, time and duration of the drain-down and time of system refill.
c. Location and areas affected by the drain-down.
d. Specify the associated points at the riser for disabling. (Contractor must thoroughly vet the points provided to ensure they accurately reflect the zone covered to prevent triggering the alarms. The same information provided will be used by Life Safety/ Security for each shut-down and therefore, accuracy is key).
• The Capital Planning Project Manager/Assistant Project Manager (PM/APM) should verify there are no conflicts with event activity on the date(s) requested. Please consider scheduling Tuesday thru Thursday as there is only one OCCC Life Safety Representative available on the Mondays and Fridays.
• Once the date(s)/times are cleared, the PM/APM should email a formal request for system shutdown/refill.
• If the zone requested covers a large area, it may be helpful for the Project Manager to schedule a meeting with the Contractor and OCCC Life Safety Representative to review the points requested for disabling.
• On the day of the shutdown, prior to any work commencing, the PM/APM/Project Coordinator must contact OCCC Security to ensure all applicable points have been disabled.
Contact the OCCC Life Safety Representative to verify the lines are fully drained. Once clearance is provided, the Contractor will be notified by the PM/APM/Project Coordinator that you have been cleared to start work.
• A Fire Watch must be provided in accordance with Supplemental Condition No. 9 while the system is impaired.
• When the work is completed, the Contractor must pressure test the system for a minimum of one hour, using either air to check for possible leaks.
• After the Contractor testing is completed, the contractor will notify the PM/APM/Coordinator. The CIP Representative follows up with the Life Safety Representative to confirm the work is completed (including pressure testing) and a system refill will be initiated, completed and building systems fully restored. The Contractor and Fire Watch Rep. must remain on-site until clearance is received from Life Safety Representative via the PM/APM/Coordinator.
