West Building Access Control System Replacement – Orange County, Florida

This is a comprehensive specification and bidding document for the West Building Access Control System Replacement project (Y26-727) issued by Orange County, Florida for the Orange County Convention Center. The project requires replacement and upgrade of the existing Pegasys access control system to a Lenel-based system while maintaining existing infrastructure across multiple building levels, electrical rooms, IDF rooms, mechanical spaces, and perimeter gates and doors. The scope encompasses installation of addressable fire-alarm systems (Simplex), structured cabling with Category 6 UTP and fiber optic backbone infrastructure, electronic access control devices (card readers, door hardware, electronic locks), fire detection equipment, smoke control systems, and associated electrical and communications infrastructure. Sealed bids are due by 4:00 p.m. EST on Thursday, April 23, 2026, via the OpenGov e-Procurement Platform, with a non-mandatory pre-bid conference and site visit scheduled for March 10, 2026, from 9:00 a.m. to 1:00 p.m. at the Orange County Convention Center, West Concourse, Conference Room W323. Questions must be submitted by Wednesday, March 25, 2026, at 5:00 p.m. EST through OpenGov's question and answer module. The contractor must achieve Substantial Completion within 1,065 consecutive calendar days and Final Completion within 1,095 consecutive calendar days from the Official Notice to Proceed. Work hours are 6:00 p.m. to 6:00 a.m., seven days per week, with the facility remaining operational throughout construction.

The estimated project cost is $14,775,652.00, with bids exceeding $100,000 requiring a bid bond of at least 10 percent of the estimated contract amount. Mobilization costs are capped at 5 percent of the estimated base bid total. Progress payments will be made at 95 percent of earned amounts with 5 percent retainage until project completion exceeds 50 percent of the contract value, at which point retainage may be reduced at the Project Manager's discretion. The contract will be awarded to the lowest responsive and responsible bidder, with Service Disabled Veteran businesses eligible for a preference of 3 to 8 percent depending on bid amount. Respondents must submit bids on a lump sum basis and demonstrate a minimum of three similar projects completed within the last twenty years involving access control systems in commercial facilities of at least 30,000 square feet, with at least one project in an active operational building, one including ADA-compliant door integration, and one with Fire Alarm System integration. All contractors and subcontractors must maintain appropriate Florida state contractor licenses (electrical, low-voltage, and fire alarm certification) and hold manufacturer certifications for Siemon communications cabling, Lenel access control systems, and Simplex fire alarms. The contractor must utilize the County's e-Builder program for all project communications and submittals at an approximate cost of $2,050 per year per license. Compliance requirements include E-Verify employment verification, drug-free workplace certification, anti-human trafficking certification, conflict of interest disclosure, and felony conviction disclosure. The contractor must maintain 24/7 fire watch during any fire system shutdowns and provide 72-hour advance notice for all service interruptions. All materials must be new, with used or refurbished equipment prohibited.
