FA3002-22-R-0012 Aircrew and Maintenance Training Consolidation

This solicitation is consolidating the efforts of three

(3) contracts

FA300218D0001- Multi-Country C-208 Maintenance Training

FA300217D0001 - International Prequalification Flight Training

FA300216D0001 and FA300216D0002 Multi-Aircraft Flight Training (Multi-Award IDIQ)

The following slides fulfill the determination requirements of FAR 7.107-2 and the posting requirements of FAR 7.107-5

Request for Consolidation Approval IAW FAR 7.107-2 From AFICC/KT

Consolidation of MAFT-Multiple-award IDIQ LB, IPQ-IDIQ LB and C-208 Maintenance-IDIQ LB contracts into a Multiple-award IDIQ. The three contracts targeted for consolidation are of like and similar services in support of AFSAT. The total estimated value for the proposed contract is $194.5M (10 years).

Scope of Existing Requirements – reference slides 6, 7 and 8

Results of Market Research:

Industry including SB recommended these services be grouped together

RFI responses show SBs have the capabilities to perform the services and manage necessary subcontracts

Alternative contracting approaches involving a lesser degree of consolidation: Rather than consolidating the existing requirements into a single contract, the only alternative would be to reproduce each of these services through three separate contracts. This approach is inefficient and a time-consuming duplication of effort; especially when a multiple-award contract can award to a group of SBs capable of providing these services.

AF SB Coordination: This consolidation has been coordinated with the agency’s Office of Small Business Programs

Negative Impact on SB Concerns: No negative impact is anticipated. This acquisition does not involve bundling as defined in FAR 2.101, because it involved three separate larger contracts that were previously performed by LB and the consolidation effort is suitable for award to SB concerns. Thus, a bundling analysis was not conducted pursuant to FAR 7.107.

Steps Taken to Include SB Concerns: This consolidated acquisition will be a competitive SB set-aside vs full and open competition

Benefits of Consolidating: A consolidated multiple-award contract will improve communications between the Government and contractor, reduce redundancy in service contracts and streamline contract administration.

Currently, the three contracts require the support of six Mission Focused Business Leaders and three CORS from AFSAT/MSR. A consolidation will reduce support by 75% and allow PKB availability to take on other mission essential requirements. The specific benefits to a multiple-award consolidated contract are as follows:

Acquisition Cycle. The overall cost of soliciting and awarding these requirements under multiple contracts is excessive and unnecessary considering the duplicated use of manpower and acquisition time to procure similar items

Terms and Conditions. By consolidating these requirements, and competing TOs, the Government will have more favorable terms and conditions

Benefits of Consolidating Con’t

Administrative Redundancy. Three separate contracts require triple the number of contractor surveillances, inspection and acceptance in Wide Area Work Flow (WAWF), Contract Performance Assessment Reporting System (CPARS) evaluations, and contract performance oversight

Cost Savings. Consolidating these requirements into one requirement on a multiple-award contract will significantly reduce the amount of manpower, resources and time expended toward contract execution and subsequent administration

An analysis of the cost savings was conducted by the CO. This analysis shows that over the life of the contract, the administrative future cost saving per contract is $246K; for a total savings of $1.2M
