SUBJECT: Request for Proposal – FY2101(SB2) – Banderia requests Private Pilot Course, Instrument Training Course, Tucano EMB312 Initial

Training Course, Tucano EMB312 Instrument, basic Aerobatics-Formation-Low Level Course and Tucano EMB312 Advanced Mission Exercise Course for Four (4) students.

1. The United States Government (USG) is requesting C-172 or Category A Aircraft - Private Pilot Course, Instrument Training Course, Tucano EMB312 (preferred aircraft) or Category B equivalent aircraft - Initial Training Course, Tucano EMB312 Instrument, basic Aerobatics-Formation-Low Level Course and Tucano EMB312 Advanced Mission Exercise Course for Four (4) Banderia students as outlined in the Statement of Work, dated Feb 2021.

The anticipated period of performance is 01 May 2021 through 31 Dec 2021 for the Task Order. Training dates are expected to be between 01 May 2021 through 31 Dec 2021for all students. USG is requesting that the training be broken out as follows:

CLIN 0001 – Category A- C-172 Private Pilot Course- Quantity 4 EACH

CLIN 0002 – Category A- C-172 Instrument Training Course – Quantity 4 EACH

CLIN 0005 – Category B- Tucano EMB312 Initial Training Course – Quantity 4 EACH

CLIN 0007 – Category B- Tucano EMB312 Instrument – HOURS

CLIN 0007 – Category B- Tucano EMB312 Basic Aerobatics-Formation-Low Level – HOURS

CLIN 0007 – Category B- Tucano EMB312 Advanced – Mission Exercise – HOURS

CLIN 0014 – Lodging Student – DAYS

CLIN 0015 – Transportation Student – EACH

CLIN 0016 – Medical Testing (if required) – EACH

2. The vendor shall provide: 1) cover letter, 2) completed Attachment 2, Pricing Model Spreadsheet that contains a list of contract line item numbers (CLINs), items, quantities, units of measure, and a tentative class schedule and 3) technical approach.

a. Proposal Cover Letter: The cover letter shall include 1) Company point of contact with email and phone, 2) CAGE Code & DUNS Number, and 3) Proposal expiration date.

b. Price Proposal: Offeror shall propose single, aggregated total numbers of days required for lodging (CLIN 0014) and each for transportation

(CLIN 0015) based on its proposed schedule for the classes to be delivered. Pricing must be proposed IAW Department of Labor Local Wage Determinaiton (WD). The WD number must be included on the pricing sheet. In addition to a completed Attachment 2, the proposal shall include supporting documentation for proposed travel rates IAW the A&MT Ordering Guide section III.C.3.

c. Technical Approach:

1) Descriptive narrative of the contractor understands of the requested Scope of Work to include Final Service and Criteria for Completion

2) Training Timeline/Schedule, to include breakout of flight, simulator, and academics for aircrew training along with aircraft availability timeline

3) Key personnel assigned

4) Period of Performance

5) Place of Performance

6) Student Support Service for IMS to include lodging, meals, transportation, medical, etc.

7) Teaming Arrangement (including subcontracting)

8) Deliverables IAW with PWS and SOW to include Training Mitigation plan and COVID protocols

9) All assumptions and exceptions shall be identified in a separate section with numbered list

10) Pricing Sheet completed to include supporting documentation

3. USG is requesting your complete proposal be received in our office not later than 10:00 a.m. Central Standard Time on Tuesday, 07 Mar 2021. Your proposal shall be submitted and any resulting task order will be made—in accordance with Ordering Guide, Section IV. Selection Process of the basic contract.

4. In accordance with FAR 52.232-18, Availability of Funds, Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

INTRODUCTION

The Banderia Air Force (BAF) has a requirement to train four (4) Tucano EMB312 pilots.

- All pilots will receive the same training, which shall consists of the Private Pilot Course with FAA Certification, Instrument Rating Course, with FAA Certification in C-172 or Category A Aircraft, Tucano EMB312 Aircrew Initial Qualification, immediately followed by Seasoning-Acrobatics-Formation- Low Level Flight Training, immediately followed by a Seasoning/Advanced Mission Exercise comprised of a scenario-based culmination of Tucano EMB312 mission planning and flight skills/maneuvers learned in previous phases of training.

- All pilots shall be trained to the military equivalent standard, Tucano EMB312 training will be conducted without FAA certification. NOTE: Tucano EMB312 is preferred aircraft or Category B equivalent aircraft.

BACKGROUND

- All four (4) Banderia Air Force students have no previous flight experience.

- All students will possess an English Comprehension Level (ECL) and Oral Proficiency Interview (OPI) score of

80 and 2/2 respectively.

SCOPE OF WORK

Provide Private Pilot Course, with FAA Certification for four (4) BAF pilots. Private Pilot classes are anticipated to be 100 calendar days in duration; immediately followed by the Instrument Rating Course, with FAA Certification for four (4) BAF pilots. Instrument Rating classes are anticipated to be 100 calendar days in duration. Private Pilot and Instrument Rating training shall consist of hands-on flying in an aircraft listed in PWS, Appendix A. Instrument Rating training shall consist of hands-on flying in an aircraft/simulator listed in PWS, Appendix A.

Provide Tucano EMB312 Aircrew Initial Qualification Training for four (4) BAF pilots. Initial Qual classes are anticipated to be thirty (30) training days in duration; immediately followed by Tucano EMB312 Seasoning-Basic Aerobatics-Formation-Low Level Flight Training for four (4) BAF pilots. Seasoning-Basic Aerobatics-Formation-Low Level Flight Training classes are anticipated to be fifteen (15) days in duration; immediately followed by a Seasoning/Advanced-Mission Exercise. The Seasoning/Advanced Mission Exercise class is anticipated to be five

(5) training days in duration. Tucano EMB312 training will be conducted without FAA certification. The period of performance for all training will be 1 May 2021 through 31 Dec 2021. Exact class dates shall be coordinated with the COR. EMB312 training shall consist of academics and hands on flying in the actual Tucano EMB312 aircraft.

All classes will be scheduled sequentially and avoid unnecessary training gaps.

Two days of hotel accommodations and transportation will be added before training starts at the first training location to allow student to acclimate to the local time zone, COVID Testing, if required. An additional two days of hotel and transportation will be added to assist in transition between training sites.

Private Pilot Course

1. Academics. Approximately 24 hours lecture (academics) and approximately 1 hour for an End of Course Exam using CFR 14, Part 141, 142 or 91 standards. Typical subject areas are:

Training time approximation for this phase does not include time required to conduct mission planning or pre-/post-mission briefing and debriefing. Each flight period must include a cross section of normal procedures, supplemental procedures, as well as critical/non-critical emergency procedures. The flight period pre-brief shall include an instructor-led review of applicable aircraft systems and the planned flight maneuvers / route. During the flight periods the instructors should emphasize proper performance of normal procedures, instrument procedures, proper identification, and analysis and response to emergency procedures. Areas of focus include:

1.2. Flight Rules Procedures, Navigation, and Communication

1.3. Takeoffs, Climbout, Enroute, and Arrival Procedures

1. Training Period. Approximate training time for the Private Pilot Course shall be one hundred (100) calendar days in duration. The proposed technical approach shall not exceed a maximum of eight (8) hours classroom/flight time daily. A certificate of training shall be administered to each graduating student with a copy being forwarded to AFSAT per the PWS instructions. The certificate will contain a brief synopsis of the training received.

FAA certification required.

Instrument Rating Course

1. Academics. Approximately 26.0 hours lecture (academics) and approximately 1 hour for an End of Course

Exam using CFR 14, Part 141, 142 or 91 standards. Areas of focus include:

Approximately 32.0 hours of hands-on flight time per pilot and 20.0 hours of simulator time in a PWS, Appendix A Category aircraft/simulator using CFR 14, Part 141, 142 or 91 standards. Training time approximation for this phase does not include time required to conduct mission planning or pre-/post-mission briefing and debriefing. Each flight period must include a cross section of normal procedures, supplemental procedures, as well as Tucano EMB312 critical/non-critical emergency procedures.

The flight period pre-brief shall include an instructor-led review of applicable aircraft systems and the planned flight maneuvers / route. During the flight periods the instructors should emphasize proper performance of normal procedures, instrument procedures, proper identification, and analysis and response to emergency procedures. The certificate will contain a brief synopsis of the training received. FAA certification required.

Tucano EMB312 Aircrew Initial Qualification Training

1. Academics. Approximately 29 hours lecture (academics) and 1 hour for an End of Course Exam. Typical subject areas are:

During the flight periods, the instructors should emphasize proper performance of normal procedures, and proper identification, analysis and response to emergency procedures. Areas of focus include:

Flying shall be fifteen (15) total training days. The proposed technical approach shall not exceed a maximum of eight (8) hours classroom/flight time daily. A certificate of training shall be administered to each graduating student with a copy being forwarded to AFSAT per the PWS instructions. The certificate will contain a brief synopsis of the training received. No FAA certification required.

Seasoning/Advanced-Mission Exercise

1. Academics. Approximately 0.0 hours lecture (academics). Mission Planning, briefing, and execution of team missions will be the focus of this training phase. This phase will be the culmination of all training conducted previously. There will be no new tasks will be introduced or flight evaluation at the end of this phase.

2. Seasoning/Advanced-Mission Exercise Hands-On Flying. 10.0 hours of hands on flight time per pilot in the

Tucano EMB312 aircraft. Training time approximation for this phase does not include time required to conduct mission planning or pre-/post-mission briefing and debriefing. The flight period pre-brief shall include an instructor-led review of applicable aircraft systems and the planned flight maneuvers / route. During the flight periods, the instructors should emphasize proper performance of normal procedures, and proper identification, analysis and response to emergency procedures. The last flight of this phase will be performed at night. Areas of focus include:

1.0 Perform Multi-Aircraft Flight Planning

1.1 Perform Low Level Navigation Planning

1.2 Perform Multi-Aircraft Flight

1.3 Perform Low Level Navigation

1.4 Conduct Angle of Attack Approaches

1.5 Safe Separation Procedures

1.6 Safety / Risk Management

3. Training Period. Approximate training time for Seasoning/Advanced-Mission Exercise Hands-On Flying shall be five (5) total training days. The proposed technical approach shall not exceed a maximum of eight (8) hours classroom/flight time daily. A certificate of training shall be administered to each graduating student with a copy being forwarded to AFSAT per the PWS instructions. The certificate will contain a brief synopsis of the training received. No FAA certification required.

4. Billeting and Transportation. Billeting and student transportation is a contractor requirement, see Student Support.

Reports.

1. All reports IAW PWS paragraph 5. Deliverables, to include the following reports with reply to RFP:

2. Instructor Certification Report. The Contractor shall establish and maintain instructor records IAW 3.2.1 and

4.4. The Contractor shall provide a memorandum to the COR documenting the Instructor's qualifications prior to the Instructor providing IMS training.

3. Training Syllabus Report 2. The contractor shall provide a training syllabus as an attachment along with their reply to the RFP at TO IAW para 4.1.5 through 4.1.7, and 4.2 through 4.2.1.

4. Training Mitigation Plan. Vendor will provide mitigation plan in response to student pre/post arrival training delays or student failure to advance in training. Mitigation Plan should address USG notification method/timeline, training requirements recommendations, projected cost adjustments, and impact on training duration.

5. COVID Protocol. Vendor will provide student COVID Protocols and/or standard operating procedures.

COVID Protocols/standard operating procedures should address measures the vendor will take to ensure students are not exposed to COVID while in training and steps that will be taken if a student becomes exposed or contracts the COVID virus. Vendor response should also include USG notification, medical arrangements, and testing.

PLACE OF PERFORMANCE

CONUS – Contractor provided facility.

TIMELINE

Projected Period of Performance (PoP) is 1 May 2021 through 31 Dec 2021.

All classes should be scheduled sequentially, as to reduce gaps in time between training classes.

SERVICES COORDINATION

U.S. GOVERNMENT RESPONSIBILITIES

This is a non-personal, commercial services contract. USG shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to USG. The USG does reserve the right to visit the flight training facility and observe classroom and flight planning training.

CONTRACTOR RESPONSIBILITIES

The Contractor shall provide all instruction, equipment and classroom space/materials necessary to enable students to successfully complete Tucano EMB312 training. The Contractor's instructional hours shall not exceed eight (8) hours of classroom/simulator time per training day.

English is the internationally recognized language for all aviation communications. The Contractor will insist that communications during all flight training will be in English.

The Contractor shall provide a copy of the course Program of Instruction (POI) to the AFSAT POCs listed below no later than (NLT) five (5) days prior to the course start date.

Course completion reports and student grade folders shall be provided via email to the AFSAT Points of Contact (POC) listed below NLT seven (7) working days after class completion. The report shall include student completion dates, problem areas noted (if applicable) and remedies to issues noted.

The Contractor will provide AFSAT with a certificate of completion for each student NLT five (5) days after the end of the course. The certificate will contain a summary statement of the training received.

The Contractor shall notify the AFSAT POCs listed below of any incidence(s) of student absence(s). The Contractor will complete notification to the POCs NLT 11:00 a.m. Central Time on the day of the student’s absence(s).

One (1) electronic copy of each required document shall be provided in a compatible Microsoft Office™ format (e.g. Word, Excel, PowerPoint).

Student Support

Billeting: The Contractor shall provide suitable lodging for all students during training. Students shall be billeted separately in single rooms. Lodging shall not be provided for accompanying dependents. The Contractor shall identify the condition of lodging before student occupancy and inspect each accommodation the day prior to student departure. The Contractor shall brief the students during in-processing on criteria and standards for lodging inspection. If damage to lodging is identified, the Contractor shall notify the appropriate training program manager of the extent of the damage and identify the most recent occupants within three (3) days after student departure. Contractors may delegate this function to commercial lodging facility personnel as long as positive communication can be maintained between the lodging facility and Contractor.

Student Ground Transportation: The Contractor shall provide student transportation between the training facilities, Contractor-provided lodging facility(s), dining facilities and commercial airport(s) for student arrival as well as departure. The Contractor shall also provide transportation to and from one shopping location per calendar week. This service shall be provided at convenient intervals and on a schedule known in advance to the students. Contractor-provided transportation is to support this contract and is not for student recreational use.

AFSAT Points of Contact (POC):

FINAL SERVICE

For all Classes: The Contractor shall provide all services necessary to enable the students to successfully complete/perform all classroom/simulator training duties and deliverables listed above. Delivery of final services will be validated with a Certificate of Training to be issued to each student by the Contractor upon successful completion of training. FAA certification required for Private Pilot and Instrument Rating course ONLY. No FAA certification required for EMB312 training.

CRITERIA FOR COMPLETION

For the Private Pilot Course: Each student receives training in accordance with CFR 14, Part 141, 142 or 91 standards; approximately 24.0 hours of academics to include an end-of-course exam, and 58.0 hours of hands-on flight time in a PWS, Appendix A Category aircraft.

For the Instrument Rating Course: Each student receives training in accordance with CFR 14, Part 141, 142 or 91 standards; approximately 26.0 hours of academics to include an end-of-course exam, 20.0 hours of simulator time and 32.0 hours of hands-on flight time in a PWS, Appendix A Category aircraft.

For the Tucano EMB312 Aircrew Initial Qualification Training: Each student receives approximately 29.0 hours of academics to include an end-of-course exam, and 41.0 hours of flight training in the Tucano EMB312 aircraft. No FAA certification required.

For the Seasoning-Basic Aerobatics-Formation-Low Level Flight Training: Each student receives approximately

14.0 hours of academics to include an end-of-course exam, and 20.0 flight hours in the Tucano EMB312 aircraft.

No FAA certification required.

For the Seasoning/Advanced Mission Exercise: Each student receives approximately 0.0 hours of academics with no end-of-course exam, and 10.0 flight hours in the Tucano EMB312 aircraft. No FAA certification required.

Note: FAA Private Pilot and Instrument License will be taught in C-172 or Category A aircraft. Where listed in this SOW, EMB312 is preferred aircraft or Category B equivalent aircraft.
