SUBJECT: Request for Contractor Statement of Work – FY2102(SF3) – C-208 Initial and Practical
Maintenance Training for Eighteen (18) students.
1. The United States Government (USG) is requesting Category D – C-208 Initial and Practical Maintenance Training as outlined in the Statement of Objectives, dated 21 Jul 2021.
The anticipated period of performance is 01 Jan 2022 through 31 Dec 2022 for the Task Order. Training dates are expected to be between 01 Jan 2022 through 31 Dec 2022 for all students. USG is requesting that the training be broken out as follows:
CLIN 0008 – Category D-C-208 Basic Familiarization Course – Quantity 18 EACH
CLIN 0009 – Category D- C-208 Practical Maintenance (Operational) – Quantity 18 EACH
2. The vendor shall provide a Contractor Statement of Work (CSOW).
a. CSOW shall cover, at a minimum, the following:

2. Task Objectives
3. Training Requirements
4. Training Timeline/Schedule
5. Training Capacity
6. Place of Performance
7. Task Order Period of Performance
8. Pricing Sheet completed (example attached to sample task order SOO)
b. Pricing Sheet completed with a price per each student.
3. USG is requesting your completed CSOW be received in our office not later than 10:00 a.m. Central Standard Time on Tuesday, 31 Aug 2021. Your CSOW shall be submitted and any resulting task order will be made—in accordance with Ordering Guide, Section IV. Selection Process of the basic contract.
4. In accordance with FAR 52.232-18, Availability of Funds, Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

STATEMENT OF OBJECTIVES
Cessna-208 Aircraft Maintenance Training
I. INTRODUCTION
As the U.S. Air Force’s (USAF) executive agent for international training, the Air Force Security Assistance Training Squadron (AFSAT) coordinates and manages USAF and Contractor provided flying and non-flying training for international partners under the auspice of Foreign Military Sales
(FMS).
II. SCOPE
This Statement of Objectives (SOO) describes the scope of work, objectives, and requirements needed to fulfill C-208 maintenance training for AFSAT’s International Partners in accordance with Performance Work Statement (PWS) guidance. AFSAT requires the contractor provide a Contractors- Statement of Work (C-SOW) in response to this SOO. AFSAT requires a C-208 aircraft maintenance training capability in order for partner nations to effectively and efficiently operate in accordance with Federal Aviation Administration (FAA) guidelines. AFSAT requires the contractor identify required infrastructure, facilities, classrooms, flight-line, hangar space, etc., which will be required to deliver a successful training program, and describe how gaining access to these items will occur.
III. TASK OBJECTIVES STATEMENT
This SOO is for C-208 Initial and Practical Maintenance Training in accordance with PWS Section 2.2. This training is intended for aircraft maintenance technicians with limited experience in maintaining the C-208 aircraft. AFSAT requires, at a minimum, this course provide a thorough understanding of basic system operation and equip each individual with the skills to perform hands-on minor maintenance tasks. AFSAT requires, upon completion of this course, graduates will be familiar with C-208 maintenance manuals and checklists, know the location of aircraft components, understand the normal operation of aircraft systems, know the basic requirements of C-208 aircraft inspections, know basic servicing requirements, be made aware of the requirements for repair of aircraft systems, know the basics of system troubleshooting, and know the procedures for aircraft maintenance documentation.
IV. REQUIREMENTS
AFSAT requires a training solution and detailed operation plan to support the execution of these training requirements. AFSAT requires, at a minimum, these topics be included in the training:
a) C-208 Basic Familiarization
b) C-208 Aircraft Safety
c) C-208 Maintenance Manuals
d) C-208 Aircraft Inspection and Servicing
e) C-208 Airframe Components
f) C-208 Power Plant Components
g) C-208 Avionics & Electric Components
h) C-208 Air-conditioning Components
i) C-208 Hydraulic Components
j) C-208 Component Troubleshooting and Replacement
k) Maintenance Documentation
AFSAT requires this training, per class, to not exceed 120 days. AFSAT recommends this training be a combination of formal classroom instruction and necessary performance exercises (hands-on) to provide proficiency. AFSAT requires the primary emphasis to be “hands-on” practical experience, which will allow all students to complete all trained tasks with minimal supervision. This training program must adhere to the PWS guidance provided as well as OEM technical guidance, FAA regulations, and manufacturer specifications.
AFSAT requires the training capacity for this SOO to train at a minimum (6) six students per class, with a total of (3) three classes required. A schedule shall be provided illustrating all requested training. AFSAT requires all Maintenance Instructors be fully qualified IAW PWS paragraph 3.2.1.2. Additional maintenance training requirements may be identified later.
V. PLACE AND PERIOD OF PERFORMACE
AFSAT requires the Contractor to propose primary place(s) of performance to support this C-208 maintenance training course. The Period of Performance (PoP) requirements for this SOO is 01 January 2022 – 31 December 2022. AFSAT requires all training on this SOO to begin within the PoP.
