About this file
This is a Common Carrier Attestation form required by Pinellas County, Florida, for contractors engaged in transportation services in connection with state and local contract opportunities. The attestation requires authorized contractor representatives to confirm compliance with Florida Statutes 92.525 and 908.111, certifying that they will not knowingly transport unauthorized aliens into Florida during the contract term, except for purposes of detention, removal, or departure. The form defines "common carrier" as any person, firm, or corporation that undertakes transportation of persons or commodities for hire as a regular business, offering services to the public at established rates. The attestation must be signed under penalties of perjury by an authorized representative and must include the contractor's name, signature, date, Federal Work Authorization User Identification Number, and the associated Pinellas County contract name and number.
Pinellas County reserves the right to terminate any associated agreement for cause if the contractor is found to be in violation of the attestation. This requirement applies to the Solid Waste Administration Building HVAC Renovation project in Florida, which involves replacement of existing building HVAC systems with two 15-ton VAV DX split systems, a decoupled 100 percent outside air DX split system, new VAV terminal units, a new DDC control system, ductwork modifications, and exhaust fans. The attestation is a mandatory compliance document with no pricing, set-asides, or contract term information contained within the form itself.
