Description This is a combined synopsis/solicitation for commercial products/services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, 17 January 2025.

The associated North American Industrial Classification System (NAICS) code for this procurement is 561621, with a small business size standard of $25.0M.

All responsible sources may submit a response which, if timely received, must be considered by the agency.

The 49th Civil Engineer Squadron at Holloman AFB, NM, is seeking to purchase/install an Axis CCTV system in 3 dormitories and parking lots on Holloman AFB, NM in accordance with attached PWS and attachments.

All interested companies shall provide their company information (see below), and quotation(s) for the following:

Documentation of proposed services:

Detailed information must be provided to allow the Government to assess whether the quoted services meet the technical requirements outlined in the Performance Work Statement (PWS), including its appendices, as well as certification as a Network Partner of AXIS communications.

Company information:

Vendors must include their company details as specified in the "Company Information" section below.

Quotation(s): Provide quotes in Table 1 that comply with the requirements stated in the PWS and its appendices.

Acknowledgment of terms and conditions:

Quotes must include one of the following statements regarding the solicitation terms and conditions:

“The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”

“The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:”

Vendors must list any exceptions and provide a rationale for each exception.

Site Visit There will be a site visit held at 9:00AM Mountain Time on 28 April 2025. If you will be attending, please advise POC no later than 22 April 2025. All interested parties will meet at the North section of the parking lot at Bldg. 29. A Background Consent Form will be required for installation access for all offerors that do not already possess the necessary access.

Upon written request to the Contracting Officer, the Background Consent Form will be provided.

Questions Questions generated for this solicitation shall be submitted to the Point(s)-of-Contact (POC) identified below not-later-than 1:00 P.M. Mountain Time on 21 April 2025.

Additional Information

The Government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:

Offeror shall list exception(s) and rationale for the exception(s).

Submissions shall be received not later than 1:00 P.M. Mountain Time on 05 May 2025 to the Point(s)-of-Contact (POC) identified below, via email only. Faxed or mailed submissions will not be accepted.

Late submission shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
