DATE: September 25, 2020
SUBJECT: Task Assignment DC040H(HW557)
The Garland Supply facility was razed after a fire destroyed the property. FDEP has requested additional soil assessment in the location of the former source area before the property owner begins to rebuild. For further information, see the September 25, 2020, Work Plan submitted by Patrick OConnell of Arcadis.
The original proposal equaled $20,498.89. Changes as described below resulted in a net decrease of $5,048.70. The final task assignment total is $15,450.19. Arcadis may invoice according to the attached schedule.
Specific negotiated subtasks are as follows:
Subtask 1: Project Management Project Management is automatically calculated as a percentage of total labor.
Subtask 2: Supplemental Site Assessment Per FDEP’s request, Arcadis will take up to 57 soil samples from 19 borings in the former source area. Borings will be installed via hand auger to the water table. Samples will be sent to a fixed lab and if required, will be held for SPLP analysis.
GPRS was chosen as the subcontractor for underground utility investigation. All three bids solicited were the same amount ($800). GPRS has worked on the site previously and is immediately available.
Costs for direct push drilling subcontractor were removed because the water table is shallow enough to conduct the investigation via hand auger. Minor changes to the proposal included eliminating some unnecessary and/or redundant equipment. No other changes were required.
Subtask 3: Supplemental Site Assessment Report (SSAR) All activities and analytical results obtained during site assessment work will be submitted to FDEP as a written report. This report will include appropriate figures, graphs, data tables, etc.
Additionally, Arcadis will provide electronic deliverables in the approved FDEP format. IDW manifests, if necessary, will also be provided to FDEP as part of the final deliverable.

Subject:
Proposal for Soil Assessment and Reporting Garland Supply Company, 7800 W. 25th Avenue, Miami, Florida FDEP Facility ID No. 13-9600934 / ERIC_4464
Dear Ms. Pepe:
Arcadis U.S., Inc. (Arcadis) is pleased to submit this Proposal for a cost estimate for direct push soil assessment activities.
This proposal includes a description of the proposed scope of services, and an estimated cost and schedule for their completion. The purpose of this proposed scope of work is to continue the investigation of soil vadose zone impacts reported from assessment and MAGS well sampling completed on April 20 – 23, 2020, summarized in the Supplemental Site Assessment Report dated June 5, 2020.
PROPOSED SCOPE OF WORK
Task 1: Project Management
Task 1 is reserved for project management.
Task 2: Soil Assessment
Arcadis recommends advancing 19 soil borings using a hand auger in the central portion of the site to further assess vadose zone impacts in support of potential future source removal activities. Proposed locations will be marked out and ground penetrating radar will be used to identify the absence of underground utilities prior to initiating subsurface activities. A site map displaying the proposed soil boring locations is provided as Attachment 1. Soil borings will be advanced to a total depth of 4 feet below ground surface (ft bgs). Soil samples will be collected from the 0-0.5 ft

2/3 bgs, 2 ft bgs, and 4 ft bgs intervals, and screened with a photoionization detector (PID) for organic vapor analysis (OVA) data. Prior to collecting soil samples, depth to water will be confirmed in the borings to ensure vadose zone soils are being collected for laboratory analysis. A total of up to 57 soil samples for vertical and horizontal delineation, will be collected and submitted for laboratory analysis of volatile organic halocarbons (VOHs) by United States Environmental Protection Agency (USEPA) Method 8260. Each sample will be held for potential synthetic precipitate leaching procedure (SPLP) analysis.
The quote for the GPR survey is included as Attachment 2.
The results of the additional assessment proposed in this cost estimate will be summarized in a Supplemental Site Assessment Report (SSAR), to be submitted electronically. Following the submittal of the SSAR, recommendations will be made for additional assessment and a path to closure.
PROPOSED SCHEDULE
Arcadis will begin implementing the proposed scope of work following the receipt of a Task Assignment from FDEP Closing Remarks Cost Estimate Level of Effort (LOE) Forms and a Cost Estimate Form (CEF) that present estimated project costs are presented as Attachment 3.
Arcadis appreciates the opportunity to assist the FDEP in addressing the chlorinated solvent impacts at this Site. If you have any questions or wish to discuss this proposal, please contact us.

GPRS appreciates the opportunity to provide this proposal. I encourage you to visit our website (www.gprsinc.com) and contact any of the numerous references listed. Our insurance certificate and W-9 can also be downloaded here. Please feel free to contact me if you have any questions, or if you need additional information.
SCOPE OF WORK
GPRS understands the scope of work to be locating underground utilities at the above reference address. This locate includes scanning an area approximately 20’x20’ around each of the red X’s shown in the image on page 2 as provided by the client.
GPRS will attempt to trace any utilities for which there are structures visible from the work area. The client will be responsible to provide drawings or notify GPRS of any utilities known to be entering the work area for which there are no apparent surface features or structures that are visible from the work area. The areas should be laid out, marked, and cleared of obstructions prior to our arrival in order to avoid additional charges. Please notify GPRS in advance should additional reporting or records be required beyond field markings and our standard job summary Please visit www.simspec.org for an overview of our industry-leading best practices that will be applied to this project.
EQUIPMENT
• 400/350 MHz GPR Antenna. The antenna is mounted in a stroller frame which rolls over the surface. The surface needs to be reasonably smooth and unobstructed in order to obtain readable scans. Obstructions such as curbs, landscaping, and vegetation will limit the feasibility of GPR. The data is displayed on a screen and marked in the field in real time. GPR works by sending pulses of energy into a material and recording the strength and the time required for the return of the reflected signal. Reflections are produced when the energy pulses enter into a material with different electrical properties from the material it left. The strength of the reflection is determined by the contrast in signal speed between the two materials. The total depth achieved can be as much as 8’ or more with this antenna but can vary widely depending on the conductivity of the materials. Depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit:
o 400 MHz GPR Antenna: Link o 350 MHz GPR Antenna: Link
• Electromagnetic Pipe Locator. The EM locator can passively detect the electromagnetic fields from live AC power or radio signals travelling along some conductive utilities. It can also be used in conjunction with a transmitter to connect directly to accessible, metallic pipes, risers, or tracer wires. A current is sent through the pipe or tracer wire at a specific frequency and the resulting EM field can then be detected by the receiver. A utility’s ability to be located depends on a variety of factors including access to the utility, conductivity, grounding, interference from other fields, and many others. Depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link
• Traceable Rodder. The rodder has a copper wire encased in 5/16” of fiberglass. The line is pushed through accessible pipes before placing a current on the wire which is then traced from the surface. The maximum traceable depth is 10’ depending on the soil conditions and the maximum distance is 300’. The line can be pushed through a pipe with direct access such as a sewer line at a cleanout or a storm drain catch basin. It may not be able to be pushed through deeper pipes within manholes and conduits will not be accessed by GPRS. The signal cannot be located through metallic pipes. For more information, please visit: Link
OPTIONAL EQUIPMENT
• GPS. This handheld GPS unit offers accuracy down to 4 inches, however, the accuracy will depend on the satellite environment and obstructions and should not be considered to be survey-grade. Features can be collected as points, lines, or areas and then exported into Google Earth or overlaid on a CAD drawing. For more information, please visit: Link
• Sewer Camera. The sewer camera has a 2” diameter, self-leveling camera head that provides high quality images in pipes up to 9” in diameter. There is also a 512 Hz sonde behind the camera that can be located from above ground and provide the approximate depth to the pipe for pipes up to 10’-15’ deep. The locatable signal from the sonde will not pass through metal pipes or solid metal barriers except for cast iron. The camera and sonde are pushed through the pipe and access will need to be obtained through a cleanout or an open pipe within arm’s reach and can be pushed through for a maximum of 200’. Access to confined spaces such as manholes would need to be provided and facilitated by the client. Video and photos of the interior of the pipe can be provided but GPRS does not provide inspection services or make judgements regarding the integrity of the pipes.
