About this file
This is a Task Assignment Notification Form (DC014K) issued by the Florida Department of Environmental Protection (FDEP) under DEP Contract No. HW557 to Arcadis U.S., Inc. for groundwater monitoring services at the Majik Touch Cleaners site located at 1420 Seven Springs Boulevard, New Port Richey, Pasco County, Florida. The task assignment was executed on December 3, 2020, with Theresa C. Pepe serving as the DEP Contract Manager and William Vogelsong as the Arcadis contractor representative. The work is classified under the Monitoring phase and is governed by contractual authority under the state and local indefinite delivery vehicle framework.
Arcadis will conduct annual groundwater monitoring from eighteen select wells at the site, performing all activities in accordance with the December 3, 2020 Work Plan submitted by the contractor. The scope includes three subtasks: Project Management (automatically calculated as a percentage of total labor), Annual Groundwater Sampling (sampling eighteen wells for drycleaning solvents in December 2020), and Reporting (submission of an annual report and electronic data in required FDEP format). The task assignment is structured as a fixed price contract with a total value of $10,019.93 with no retainage. Invoicing is contingent upon FDEP approval of the Annual Groundwater Monitoring work ($5,999.30) and approval of the Annual Monitoring Report/IDW manifests and Project Management ($4,020.63). The period of performance extends from execution through March 19, 2021, with final deliverables due by February 19, 2021.

Arcadis U.S., Inc. will conduct an annual groundwater sampling event at Majik Touch Cleaners. This work will be conducted in accordance with the December 3, 2020, Work Plan submitted by Brian Burke of Arcadis.
The final task assignment total is $10,019.93. Arcadis may invoice according to the attached schedule.
Specific negotiated subtasks are as follows:
Subtask 1: Project Management Project Management is automatically calculated as a percentage of total labor.
Subtask 2: Annual Groundwater Sampling Arcadis will sample eighteen wells for drycleaning solvents in December 2020. This is a reduction from twenty-two wells in past sampling events. Note: The plume is large, at multiple lithologic depths and is migrating toward a residential area with private wells.
Therefore, the high number of wells sampled is justified. Hours and costs are comparable to past task assignments of similar work.
Subtask 3: Reporting Arcadis will submit an annual report discussing the above subtask as the final deliverable. Electronic data in the required FDEP format will also be submitted.

Annual Natural Attenuation Monitoring Proposal Majik Touch Cleaners Site 1420 Seven Springs Blvd.
New Port Richey, Florida Facility ID.: ERIC_5244 Contract No.: HW557
Dear Ms. Pepe:
Arcadis U.S., Inc. (Arcadis) is pleased to provide the Florida Department of Environmental Protection (FDEP) this Natural Attenuation Monitoring (NAM) proposal for the Majik Touch Cleaners Site (Majik Touch Cleaners) in New Port Richey, Pasco County, Florida. This proposal includes background information on the Site, a description of the proposed scope of work (SOW) with an estimated cost and schedule for their completion.
BACKGROUND
In November 2019, Arcadis conducted field activities which included the measurement of groundwater levels and collection of groundwater samples for the analysis of volatile organic compounds (VOCs) in accordance with Task Assignment DC014J. The results of the sampling efforts were included in a February 6, 2020 Annual NAM Report. The report recommended continuation of annual groundwater sampling to monitor VOC concentration trends and to confirm plume extent.

SCOPE OF WORK
This proposal includes Arcadis’ efforts to complete one annual NAM event at the site and submit a NAM report as summarized below.
Groundwater Sampling Activities
The proposed groundwater NAM program includes the sampling of 18 wells listed below in Table 1.
These wells were selected to monitor groundwater quality trends in various aquifer zones at the site over time and/or to confirm the lateral extent of impacts.
Depth-to-water measurements will be collected during the sampling event from all accessible site monitor wells. The selected monitor wells will be sampled per the FDEP standard operating procedures (SOP) (DEP-SOP-001/01). During the most recent sampling event, passive diffusion bag (PDB) samplers were installed in eight of the wells (MW008, MW009, MW012, MW014, MW015, MW016, MW017, and MW018); therefore, those wells will continue to be monitored utilizing PDB samplers. Groundwater samples will be analyzed for VOCs using United States Environmental Protection Agency (USEPA) Method 8260 by the National Environmental Laboratory Accreditation Program (NELAP) certified Eurofins-Xenco Laboratory. Arcadis will employ the use of an air pump equipped with a bubbler in the drum throughout the monitoring event in an effort to reduce VOC concentrations and will collect a characterization sample from the drum prior to demobilizing from the site. This proposal assumes that one drum of non-hazardous water will require disposal.
Table 1- Proposed Monitor Wells to be Sampled in December 2020 or January 2021.
Aquifer Zone Monitor Well
Shallow Surficial Aquifer (0-15 ft bls): MW009
Upper Middle Surficial Aquifer (15-30 ft bls): MW008, MW020
Lower Middle Surficial Aquifer (30-35 ft bls):
MW010, MW011, MW023, MW024, MW026,

Lower Surficial Aquifer (35-60 ft bls): MW028
Floridan Aquifer (60-120 ft bls):
MW012, MW014, MW015, MW016, MW017,
MW018
Reporting Activities
An Annual NAM Summary Report will be submitted within 60 days of receipt of laboratory data. The NAM Summary Report will include the information specified in Chapter 62-780 FAC, and FDEP guidance documents. Conclusions and recommendations will be based on field and analytical data collected throughout the evaluated period.

SCHEDULE AND COST ESTIMATE
The next NAM event will be scheduled for December 2020 or January 2021 upon receipt of the Task Assignment. A Cost Estimate Form (CEF) and a Level of Effort (LOE) Form are attached for the above scope of work. The total cost to complete this scope of work is $10,019.93 (Attachment 1). Arcadis proposes the following invoicing schedule:
Completion of monitor well sampling event - $5,999.30 Submittal of Annual NAM Report (Includes PM) - $4,020.63
CLOSING REMARKS
Arcadis appreciates the opportunity to assist the FDEP at this site. If you have any questions or wish to discuss this proposal, please do not hesitate to contact us.
