Initial Site Assessment Work Plan

Arcadis .com \\arcadis-us.com\officedata\BoyntonBeach-FL\AProjects\EN\FDEP - Drycleaners\Rivergate DC - 30042581\ISAWP\Submittal\Rivergate DC ISA WP 2020-04.docx 4

A copy of the completed Site Visit Checklist is presented in Appendix E. Current site photographs are also presented in Appendix E. Arcadis requested copies of facility as-built drawings from the current owner and was informed that the current owner does not have drawings to provide.

5 INITIAL SITE ASSESSMENT WORK PLAN

A flexible assessment approach will be used to create a site-specific unsaturated soil and groundwater database capable of determining the absence/presence and extent of chlorinated drycleaning solvents above soil and groundwater CTLs. In addition, potential risks and exposure pathways will be identified and a preliminary recommendations and design provided for remedial action, if justified. The proposed assessment activities will be completed in accordance with FDEP’s Standard Operating Procedures (SOP) (001/01), the site-specific HASP, FDEP’s Considerations for Assessment of Drycleaning Solvent Contaminated Sites (FDEP, 2002), and Conducting Contamination Assessment Work at Drycleaning Sites (SCRD, 2010).

Based on the reported historical tetrachloroethene (PCE) contamination in the shallow groundwater outside the backdoor of the unit (northeast side of the building), the reported depth-to-water (9 ft bg) and Site layout, multiple assessment methodologies are proposed. Unsaturated soil assessment will be completed by the installation of soil borings to two feet into the water table, soil field screening using a PID capable of detecting to parts per billion (ppb), commonly referred to as a ppbRAE®, soil sampling in conjunction with field screening analysis utilizing a National Environmental Laboratory Accreditation Program (NELAP)-accredited mobile laboratory; and Modified Active Soil Gas Survey (MAGS) methodology. Assessment of the groundwater will be completed utilizing vertical profiling, direct-push technology (DPT) in conjunction with field analysis utilizing the NELAP-accredited mobile laboratory, microwell installations, sampling/analysis of microwells for fixed-based laboratory analysis of volatile organic halocarbons (VOH); surveying of elevation of wells/water level measurements to confirm groundwater flow direction, and biogeochemical characterization of site groundwater. Site assessment methods and techniques are described in detail below.

5.1 Site Preparation and Utility Locate

Arcadis will contact the current Site operator and current property owner (Real Subs LLC [Publix] representative, Maya Moss) to share proposed sampling locations and advise schedule/notification requirements prior to completing field work. Arcadis will then conduct a Site visit to oversee a subsurface private utility locate on the Site and surrounding properties. The purpose of the utility locate will be to establish/confirm the suspected locations of underground utilities (Sunshine State One Call will initially locate utilities on and surrounding the Site). The initial Site visit indicated the presence of underground water, sewer and gas lines as shown on Figure 3.

5.2 Soil Assessment and Sub-Slab Soil-Gas Sampling

5.2.1 Unsaturated Soil Assessment

One continuous soil boring (SB001) will be installed in the rear of the facility to a depth of approximately 50 ft bg to characterize site lithology and for field screening of the unsaturated zone for synthetic organic

\\arcadis-us.com\officedata\BoyntonBeach-FL\AProjects\EN\FDEP - Drycleaners\Rivergate DC - 30042581\ISAWP\Submittal\Rivergate DC ISA WP 2020-04.docx 5 vapors. Lithologic log of the general geology at the Site will be developed from the soil samples collected from this soil boring. Soil samples from each boring will be described by an onsite Arcadis geologist.

To confirm if past drycleaning operations at the Site had an adverse impact to unsaturated soil quality conditions, up to 14 soil borings (SB001-SB014) for collection of soil samples are proposed for installation at the locations shown in Figure 3. The initial sample location will be placed in vicinity of the confirmed PCE release (outside the rear of the unit); additional boring/sample locations will be placed inside the building, outside the front of the building, and parking lot. The field results from these initial sample locations will be used to direct/select additional sample locations, if necessary.

The soil borings will be installed using DPT. A concrete coring machine will be used to bore through the concrete floor inside the building to access the underlying soils. Soil samples will be collected at two-foot depth intervals starting at land surface to a depth of two feet into the water table (estimate 9 ft bg). Soil samples designated for field-testing (up to 5 samples/boring x 14 initial boring locations or a total of up to 70 soil samples) will be transferred to mason jars, covered with aluminum foil and screened with a ppbRAE equipped with a photo-ionization detector to determine if the soils contain the presence of synthetic organic vapors. Should the field test results indicate a lack of synthetic organic vapors, a minimum of one soil sample from each boring will be collected for confirmatory analyses by the portable GC lab (14 samples). Thirty soil samples will be collected and submitted to a fixed-based laboratory for confirmatory analysis of VOHs by EPA Method 8260. Each soil sample will be collected in encore samplers in anticipation of SPLP analysis. Five SPLP analysis are included in initial costs. Following the sampling, the boreholes will be sealed with cement grout.

5.2.2 Modified Active Gas Sampling

MAGS is proposed for completion inside and outside the building. MAGS will be completed in general agreement with the Modified Active Gas Sampling Manual, dated October 12, 2004. Five MAGS wells (MAG01 – MAG05), constructed of 2-inch diameter PVC with 0.010-inch slotted screen set from 1 to 8 ft-bg, will be installed using a DPT-combination rig. In addition, the concrete slab inside the building appears to provide adequate surface cover seal. Final MAGS well construction will be field determined.

One vapor sample will be collected from each MAGS well for analysis of VOHs by EPA Test Method TO-

15. Proposed MAGS well layout locations are depicted on Figure 3.

5.3 Groundwater Assessment

5.3.1 Groundwater Vertical Profiling

Groundwater assessment will be conducted utilizing vertical profiling by a direct-push drill rig and portable gas chromatograph screening of water samples for VOHs. Initially, five vertical profile (VP) locations (VP001 – VP005) (at or near reported and suspected source areas and downgradient) are initially proposed as shown on Figure 3. VP assessment will be conducted using an “inside – out” strategy by beginning at the historical on-site “hot spot” groundwater sample location. Assuming the water table will be encountered at approximately 7 ft-bg, samples starting at the water table and at 10-ft depth intervals to a total depth of 47 ft-bg (7, 17, 27, 37, and 47 ft-bg) will be collected. Lithologic information from Soil Boring SB001 will be used to determine exact sample intervals. Each VP water sample will be screened

\\arcadis-us.com\officedata\BoyntonBeach-FL\AProjects\EN\FDEP - Drycleaners\Rivergate DC - 30042581\ISAWP\Submittal\Rivergate DC ISA WP 2020-04.docx 6 by the mobile laboratory (total 25 groundwater samples – 5 samples/VP x 5 VPs) for onsite VOH analysis.

Termination depths of VPs will be based upon sample results (two consecutive depth interval samples that indicate VOHs are below GCTLs). Five samples will be submitted to a fixed-based laboratory for confirmatory analysis of VOHs by EPA Method 8260. Following sampling, each vertical profile borehole will be sealed with cement grout.

5.3.2 Microwell Installation and Sampling

Arcadis will install microwells at select locations based on VP groundwater results to provide permanent groundwater sample/monitoring locations. For purposes of this work plan, it has been assumed that 8 one-inch diameter microwells (MW001 – MW008) will be installed to help delineate vertical and lateral extents of solvent-impacted groundwater. For purposes of this work plan, it is assumed that five shallow microwells (MW001 through MW005) will be installed with 10-ft of 0.010-inch slot pre-pack screen, between 5 to 15 ft bg to help delineate the horizontal extent of the shallow plume; and three intermediate (MW006, MW007 and MW008) microwells will be installed with 5-ft of 0.010-inch slot pre-pack screens, between 40-45 ft-bg to delineate the vertical extent of the plume. Final well locations, dimensions, including depth, screen interval and diameter will be determined based upon VP results and groundwater elevations encountered during assessment activities.

Arcadis will sample newly installed microwells for VOHs. Additionally, groundwater samples for biogeochemical characterization of groundwater will be collected from three wells (upgradient, source area, and leading edge of plume) and analyzed by a fixed-based lab (Pace Labs, Inc.) for total organic carbon, nitrate, sulfate, sulfide, total iron, ferrous iron, carbon dioxide, methane, ethane, and ethane;

assuming detection of solvent contamination above GCTLs.

5.4 Well Location/Elevation Survey and Area Reconnaissance

Well survey latitude, longitude and top of casing elevations to the nearest 0.01 ft-NGVD will be collected by a licensed professional surveyor from the newly installed microwells to determine current groundwater flow direction, including horizontal and vertical gradients. Soil boring, MAGS wells, and VP locations will be surveyed for latitude, longitude, and ground surface elevations to the nearest 0.01-ft NGVD.

Arcadis will attempt to identify any changes in reported current land use, potential future land use, and potential exposure pathways (direct and indirect) on or near the Site. Additionally, Arcadis will perform a windshield survey of public and private supply wells within one-quarter mile of the Site.

6 SITE ASSESSMENT REPORT

A draft Site Assessment Report (SAR) that describes the results of the proposed site assessment tasks described herein will be delivered to FDEP within 60 days of completion of the field work. The SAR will contain tables and figures summarizing the results of assessment activities and include conclusions and recommendations based upon findings. A draft SAR will be submitted to FDEP for review and comment.

A final SAR will be submitted to FDEP within a few days of receipt of FDEP comments.

\\arcadis-us.com\officedata\BoyntonBeach-FL\AProjects\EN\FDEP - Drycleaners\Rivergate DC - 30042581\ISAWP\Submittal\Rivergate DC ISA WP 2020-04.docx 7

7 INVESTIGATIVE DERIVED WASTE

Investigative derived wastes (IDW - drill cuttings and purge water) generated during site assessment activities will be drummed, labeled and temporarily staged on-site in Department of Transportation (DOT)-approved, 55-gallon steel drums. Arcadis will coordinate with a waste disposal contractor for non-hazardous disposal of the IDW and provide copies of final disposal manifests to FDEP.

8 QUALITY ASSURANCE & QUALITY CONTROL

All fieldwork will be performed in accordance with FDEP’s SOP (001/01) and the site-specific HASP included under separate cover. Additionally, sample analyses will be performed by NELAP-certified laboratories to method practical quantitation limits. Appropriate QA/QC samples will be collected during the assessment.

9 PROJECT SCHEDULE AND COST

Cost estimate/level of effort (CEF-LOE) worksheets and subcontractor bid copies for the implementation of this ISAWP are provided separately. The proposed resource loaded schedule for the site assessment and SAR document package, is presented in Appendix F.
