About this file
This document is a Task Assignment Change Order Form (Change Order No. 02) issued by the Florida Department of Environmental Protection (FDEP) for Contract No. CN327, Task Assignment No. TA05. The parties involved are FDEP and APTIM Environmental & Infrastructure, LLC, with Douglas W. Mann, P.E., D.CE. serving as the consultant representative and Ralph Perkins as the FDEP Contract Manager. The project is located at St. Lucie Inlet State Park and involves the development of additional boat slips for a proposed floating dock facility.
The change order authorizes APTIM to provide additional surveying services in response to South Florida Water Management District (SFWMD) regulatory requirements for the permit application. Specifically, Subtask 8 requires a Mean High Water Survey to field locate the mean high water line at two locations along the shoreline east of the dock. The scope includes survey control establishment, mean high water identification using procedures approved by the Bureau of Surveying and Mapping, and delivery of a certified survey map. The work is budgeted at a fixed price of $3,485.10 with no reimbursable costs, totaling $49,092.28 when combined with the original task amount of $45,607.18. The original task execution date was February 15, 2022, with an original end date of January 1, 2023, extended to May 31, 2024 under this change order. Performance measures require that deliverables be complete, accurate, and timely, with payment issued upon FDEP approval.

Appendix A
Scope of Services and Cost Breakdown St. Lucie Inlet Preserve State Park Floating Dock
The following subtask is proposed:
Subtask 8:
Description: Subtask 8 Mean High Water Survey. The South Florida Water Management District (SFWMD) is reviewing the State’s permit application for the proposed dock. To address specific regulatory requirements, they are requiring that the mean high water line be field located at two locations along the shoreline, east of the dock. This will likely occur within the mangrove stand east of the dock.
APTIM surveyors will establish survey control on the island and then locate the mean high water using procedures approved by the Bureau of Surveying and Mapping. The two locations will be immediately north and south of the timber dock and walkway; thereby facilitating the dock/walkway’s use as an accessway. No walking or climbing through the mangroves will be performed.
All survey and hydrographic work shall be conducted under the direct supervision of a Florida Professional Surveyor and Mapper as well as an American Congress of Surveying and Mapping Certified Hydrographer and will be in accordance with Chapter 5J-17 Florida Administrative Code (F.A.C.)
pursuant to Chapter 472 of the Florida Statutes (FS).
Prior to the start of the survey, reconnaissance of published National Geodetic Survey (NGS) and/or FDEP survey control monuments will be conducted using Global Navigation Satellite System (GNSS) receivers relative to the Florida Permanent Reference Network (FPRN). GNSS and/or Static GNSS techniques will be used to locate and confirm survey control for this project. Static GNSS methods will be utilized to establish temporary benchmarks (TBMs) if the existing survey control is disturbed or insufficient to cover the entire survey area. Horizontal and vertical positioning checks will be conducted at the beginning and end of each survey day. All positions will be collected in US survey feet relative to the North American Datum of 1983/2011 (NAD 83/11). All vertical data will be collected in US survey feet relative to the North American Vertical Datum of 1988 (NAVD 88), Geoid 18.
Survey Methods:
All data will be collected using GNSS receivers relative to the Florida Permanent Reference Network (FPRN). Upon completion of the field work, data will be processed using APTIM’s internal software programs, Trimble Business Center, and HYPACK, as appropriate.
Deliverable: The final deliverable will include a mean high water survey map, certified by a registered Florida Surveyor and Mapper for the surveying efforts.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
