Appendix A.

Scope of Services and Cost Breakdown

Big Munyon Island West Shoreline Masterplan

Introduction

The Big Munyon Island shoreline has been experiencing erosion along its western shoreline as a result of storm activity, and boat wakes. The wave energy is also interacting with the marina basin breakwater and the exposed shoreline, resulting in shoreline conditions that are not desired by the State Park.

Erosion has impacted some of the upland infrastructure which has resulting in closure of access to the some of the park facilities. As discussed in the field, some funding exists to improve the shoreline and marina basin conditions, but is likely insufficient to address the entire 1225 feet of unarmored shoreline.

The following subtasks are provided to address the need to collect additional data and information to support future stabilization efforts (Subtask 1 ,2, and 3), and the development of a master plan (Subtasks 4, 5, and 6), which the State can implement as funding becomes available. The following subtasks are proposed:

Subtask 1:

Description: Subtask 1 Topographic and Hydrographic Surveying. Topographic and bathymetric data will be collected from the marina dock south to the existing rock revetment (approx. 1225 feet) and west 300 feet from existing shoreline.

All survey and hydrographic work shall be conducted under the direct supervision of a Florida Professional Surveyor and Mapper as well as an American Congress of Surveying and Mapping Certified Hydrographer and will be in accordance with Chapter 5J-17 Florida Administrative Code (F.A.C.)

pursuant to Chapter 472 of the Florida Statutes (FS).

Prior to the start of the survey, reconnaissance of published National Geodetic Survey (NGS) and/or FDEP survey control monuments will be conducted using Global Navigation Satellite System (GNSS) receivers relative to the Florida Permanent Reference Network (FPRN). GNSS and/or Static GNSS techniques will be used to locate and confirm survey control for this project. Static GNSS methods will be utilized to establish temporary benchmarks (TBMs) if the existing survey control is disturbed or insufficient to cover the entire survey area. Horizontal and vertical positioning checks will be conducted at the beginning and end of each survey day. All positions will be collected in US survey feet relative to the North American Datum of 1983/2011 (NAD 83/11). All vertical data will be collected in US survey feet relative to the North American Vertical Datum of 1988 (NAVD 88), Geoid 18.

Survey services will include:

1. Topographic and bathymetric data collection from the marina dock south to the existing rock revetment (approx. 1225 feet) and west 300 feet from the existing shoreline.

2. Upland topographic collection from boardwalk to shoreline. Additional topography will be collected in areas of boardwalk collapse/failure to assist with redesign of structure (up to 100 feet landward of the structure).

3. Topographic survey of the existing bridge and adjacent ground/water over easterly mangrove channel. It is understood that the bridge is closed to the public due to safety concerns but will be accessible to APTIM surveyors.

4. The existing stairs next to west bridge abutment will be located.

5. Locate limits of marina dock breakwater system.

6. Locate IWW channel edge/ navigation markers (to support future permitting efforts).

7. Locate the Mean High-Water line (Tidal Water Survey) pursuant to Florida statues. This survey will be submitted to FDEP Division of State Lands.

8. Locate remnant stairs/structures.

Survey Methods:

APTIM will collect topographic data along transects spaced at 100’ from the Mean High-Water line to approximately 300’ offshore of Munyon island. Transects will be collected from the existing docks to the existing rock revetment. All data will be collected using GNSS receivers relative to the Florida Permanent Reference Network (FPRN) If hydrographic (sounding data) is required, data will be collected along transects using an Odom E20 sounder with digitizer on APTIM's 24-foot survey vessel or equivalent, with a centrally located hull-mounted transducer.

Infrastructure, as described in the survey task summary, will be collected using a combination of GNSS receivers and conventional means (total stations/rod and level). A mean high water line survey will be collected along the shorelines of all islands. APTIM will coordinate with the FDEP Department of State Lands for the Tidal Water Survey Approval as required by statute. Certified Mean High Water Line survey drawings will be submitted to the FDEP within 90 days of survey.

Upon completion of the field work, data will be processed using APTIM’s internal software programs, Trimble Business Center, and HYPACK. The offshore data will be processed using HYPACK and an ASCII XYZ file will be created and exported for plan view map and planning purposes.

Deliverable: The final deliverable will include a topographic and bathymetric survey map, certified by a registered Florida Surveyor and Mapper, digital data files (XYZ and AutoCAD (.dwg)) and field notes as deliverables for the surveying efforts. A mean high water survey drawing will be prepared and submitted in pdf format.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 2:

Description: Benthic Survey APTIM biologists will review existing benthic mapping of the marina dock area (provided by FDEP) and will conduct a benthic resource survey from the marina dock south to existing rock revetment (approx.

1225 feet) and west 300 feet from existing shoreline to identify and map any benthic resources that may be present. The location of any resources, if found, will be documented using a Differential GPS antenna linked to a laptop computer running HYPACK navigational software. (APTIM marine biologists will be supported by APTIM surveyors in this subtask.) The location and extent of any Submerged aquatic vegetation (SAV) verified in situ shall be recorded and the community structure shall be qualitatively described to include species and approximate abundance, as well as notes on general condition of the vegetation. For this purpose, abundance will be noted as sparse (<25% cover), moderate (25‐50% cover), or dense (50‐100% cover). Site conditions, such as sediment type and water depth will be noted. This survey is not meant to provide the level of data required for mitigation planning as it is assumed that any areas with SAV will be avoided in the design of any shoreline stabilization efforts. With avoiding impacts, this mapping should be sufficient to obtain State and Federal environmental permits. Representative photographs and/or video will be taken of any observed resources.

Deliverable: The final deliverables will include an observation report (in pdf) with map overlaid on recent aerial imagery. If benthic resources are documented during the assessment, the report will provide the location/delineation of those resources with a qualitative description and representative photographs.

Digital shapefiles of any SAV and/or hardbottom resources documented during the survey will also be provided.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
