Appendix A.
Scope of Services and Cost Breakdown St Lucie Inlet Preserve State Park Buoy Reestablishment
Introduction
The Park has previously established boundary buoys within the Atlantic Ocean to demark the limits of the park and a set of mooring buoys within the park boundary. The Park has provided a list of coordinates of the intended locations. At present there is no known source of information regarding the ocean bottom conditions (physical or biological) at each buoy location that is required to support design efforts and regulatory approvals. Preliminary discussions with the FDEP Southeast District Office and the USACE Cocoa Beach regulatory office were accomplished in preparing this proposal. The following subtasks are proposed:
Subtask 1:
Description: Subtask 1 Bathymetric and Sub-bottom survey. A bathymetric survey of the specific coordinate areas (24 sites) will be performed. An approximate 100 by 100 foot area will be surveyed.
If there is nearshore hardbottom at any location, an equivalent location nearby may be adopted in the field such that impacts from the installation or operation of the buoys will not impact nearshore hardbottom resources (See additional discussions under Subtasks 2,and 4).
All survey and hydrographic work shall be conducted under the direct supervision of a Florida Professional Surveyor and Mapper as well as an American Congress of Surveying and Mapping Certified Hydrographer and will be in accordance with Chapter 5J-17 Florida Administrative Code (F.A.C.)
pursuant to Chapter 472 of the Florida Statutes (FS).
Prior to the start of the survey, reconnaissance of published National Geodetic Survey (NGS) and/or FDEP survey control monuments will be conducted using Global Navigation Satellite System (GNSS) receivers relative to the Florida Permanent Reference Network (FPRN). GNSS and/or Static GNSS techniques will be used to locate and confirm survey control for this project. Static GNSS methods will be utilized to establish temporary benchmarks (TBMs) if the existing survey control is disturbed or insufficient to cover the entire survey area. Horizontal and vertical positioning checks will be conducted at the beginning and end of each survey day. All positions will be collected in US survey feet relative to the North American Datum of 1983/2011 (NAD 83/11). All vertical data will be collected in US survey feet relative to the North American Vertical Datum of 1988 (NAVD 88), Geoid 18.
At each site, a jet probe will be performed to determine the depth of sand at each location. This will be performed by APTIM field crews while scuba diving. All diving will follow AAUS safety standards.
Survey services will include:
1. Bathymetric data will be collected within the boundary/exclusion buoy corridor to establish general bathymetric condition.
2. Bathymetric data will be collected within approximately 150 of each mooring buoy proposed coordinates
3. A jet probe at each proposed buoy location will be performed by APTIM scuba divers.
Survey Methods:
All data will be collected using GNSS receivers relative to the Florida Permanent Reference Network (FPRN) If hydrographic (sounding data) is required, data will be collected along transects using an Odom E20 sounder with digitizer on APTIM's 24-foot survey vessel or equivalent, with a centrally located hull-mounted transducer.
Upon completion of the field work, data will be processed using APTIM’s internal software programs, Trimble Business Center, and HYPACK. The offshore data will be processed using HYPACK and an ASCII XYZ file will be created and exported for plan view map and planning purposes.
Deliverable: The final deliverable will include a bathymetric survey map, certified by a registered Florida Surveyor and Mapper, digital data files (XYZ and AutoCAD (.dwg)) and field notes as deliverables for the surveying efforts.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 2 (optional):
Description: Subtask 2 (optional). Benthic Survey If required by State or Federal regulatory agencies, APTIM biologists will conduct a benthic resource investigation to identify any benthic resources (i.e., hardbottom) that may be present at each boundary buoy and mooring buoy coordinate, including a 50 ft. buffer around each coordinate. Qualitative benthic data will be collected to characterize the resources observed at each site. If hardbottom is observed, the edge adjacent to the site shall be delineated. Representative photographs and/or video will be collected to supplement the data. This survey is not meant to provide the level of data required for mitigation planning as it is assumed that any areas of hardbottom resources will be avoided in the buoy installation design.
Deliverable: The final deliverables will include an observation report (in pdf) with map overlaid on recent aerial imagery. If benthic resources are documented during the assessment, the report will provide the location/delineation of those resources with a qualitative description and representative photographs.
Digital shapefiles of any hardbottom resources documented during the survey will also be provided.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 4:
Description: Subtask 4 State and Federal Permitting. APTIM will develop permit applications for the reestablishment of the boundary and mooring buoys. Preapplication phone calls with the FDEP and the USACE suggested that the buoys could be permitted with either FDEP exemptions, FDEP general permits, and USACE Nationwide permits. The expected effort is based on these types of permits.
The USACE suggested that consultation under the Endangered Species Act with the federal resource agencies may be required which will extend the federal permitting time frames. We will address questions of the federal resource agencies based on existing information. The USACE also indicated that installing anchors directly into hardbottom may not permittable under a Nationwide Permit. Locating an area nearby may be required. If either the FDEP, USACE, or federal resource agencies require additional field data (subtask 2), we will notify the FDEP BDC.
Deliverable: Permit applications with permit sketches will be provided to FDEP as a deliverable (pdf format). Copies of correspondence will be provided in pdf format.
Performance Measure: Deliverables will be reviewed by FDEP to confirm they are complete, accurate, and timely.
