Appendix A
Scope of Services and Cost Breakdown St Lucie Inlet Preserve State Park Floating Dock
Introduction
The Park has a previously established fixed dock with a small floating dock for two boats along the Intracoastal Waterway side of the Park. A previous fixed dock existed for public use. The majority of the dock has been removed. The Park has requested that the new floating dock be capable of mooring ten
(10) boats. The docks are intended for day use only. The following subtasks are proposed:
Subtask 1:
Description: Subtask 1 Bathymetric Survey. A bathymetric survey of the floating dock area (200 feet north and south of the centerline of the existing dock and 100 feet east and west) will be performed. Four
(4) surface grab samples will be collected of the bottom and analyzed for grain size. The Intracoastal Waterway will be located through additional bathymetric surveying to address regulatory requests. The existing fixed dock will be located and the existing floating dock piles will be surveyed.
All survey and hydrographic work shall be conducted under the direct supervision of a Florida Professional Surveyor and Mapper as well as an American Congress of Surveying and Mapping Certified Hydrographer and will be in accordance with Chapter 5J-17 Florida Administrative Code (F.A.C.)
pursuant to Chapter 472 of the Florida Statutes (FS).
Prior to the start of the survey, reconnaissance of published National Geodetic Survey (NGS) and/or FDEP survey control monuments will be conducted using Global Navigation Satellite System (GNSS) receivers relative to the Florida Permanent Reference Network (FPRN). GNSS and/or Static GNSS techniques will be used to locate and confirm survey control for this project. Static GNSS methods will be utilized to establish temporary benchmarks (TBMs) if the existing survey control is disturbed or insufficient to cover the entire survey area. Horizontal and vertical positioning checks will be conducted at the beginning and end of each survey day. All positions will be collected in US survey feet relative to the North American Datum of 1983/2011 (NAD 83/11). All vertical data will be collected in US survey feet relative to the North American Vertical Datum of 1988 (NAVD 88), Geoid 18.
Survey Methods:
All data will be collected using GNSS receivers relative to the Florida Permanent Reference Network (FPRN). If hydrographic (sounding data) is required, data will be collected along transects using an Odom E20 sounder with digitizer on APTIM's 24-foot survey vessel or equivalent, with a centrally located hull-mounted transducer.
Upon completion of the field work, data will be processed using APTIM’s internal software programs, Trimble Business Center, and HYPACK. The bathymetric data will be processed using HYPACK and an ASCII XYZ file will be created and exported for plan view map and planning purposes.
Deliverable: The final deliverable will include a bathymetric survey map, certified by a registered Florida Surveyor and Mapper, digital data files (XYZ and AutoCAD (.dwg)) and field notes as deliverables for the surveying efforts.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Total for Subtask 1: (Fixed Price Cost + Reimbursable) $6,737.34
Subtask 2:
Description: Subtask 2. Benthic Survey APTIM biologists will conduct a benthic resource investigation to identify any benthic resources (i.e., seagrass) that may be present in the vicinity of the proposed floating docks. The extent of the benthic survey will be identical to the bathymetric survey (Subtask 1) (200 feet north and south of the centerline of the existing dock and 100 feet east and west). This investigation will utilize a towed video camera integrated with Differential Global Positioning System (DGPS) that provides an overlay of the coordinates on the video screen. Qualified biologists will watch the video in real time to ensure the camera is positioned at the appropriate angle and video is of sufficient quality to identify resources. Biologists will record the coordinates (take a fix) of any benthic resources that are observed in order to come back for diver verification of the potential resources. Qualitative benthic data will be collected to characterize the resources observed at each site. Representative photographs and/or video will be collected to supplement the data. This survey is not meant to provide the level of data required for mitigation planning as it is assumed that any areas of benthic resources will be avoided during the floating dock design.
Subtask 2 will be performed concurrently with Subtask 1. APTIM survey personnel will provide all mapping services.
APTIM biologists will request permission from the agencies to perform the benthic survey upon issuance of the Notice to Proceed which should occur outside of prime seagrass growing season. This timing will expedite our services but may not capture all seagrasses. The agencies may request that the survey not be performed until May 2022 (beginning of seagrass growing season) which may delay services, require modification of the design, and delay permit application processing. APTIM will report scheduling to the
FDEP.
Deliverable: The final deliverables will include an observation report (in pdf) with map overlaid on recent aerial imagery. If benthic resources are documented during the assessment, the report will provide the location/delineation of those resources with a qualitative description and representative photographs.
Digital shapefiles of any benthic resources documented during the survey will also be provided.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Description: Subtask 3 Engineering. An APTIM coastal engineer will design a floating dock system to connect to the existing fixed pier. The proposed floating dock will be capable of mooring ten (10) boats of less than 30 feet in length and drafts compatible with existing water depths. The floating dock system will consider the expected wave climate within the Intracoastal Waterway on an average and extreme wind conditions. A detailed inspection of the existing ramp system will be performed to determine if it can be reused, modified, or requires replacement. Transportation to and from the site shall be provided by the Park. An engineering opinion of probable construction cost will be prepared.

Description: Subtask 4 State and Federal Permitting. APTIM will develop and process permit applications for the proposed floating dock. It is expected that environmental resource permits from FDEP and the USACE will be required. The expected effort is based on individual types of permits from both agencies, but with straight forward processing. A review of the FFWCC manatee protection plan for Martin County will undertaken and a request for concurrence with the plan submitted to FFWCC.
It is expected that the USACE will determine that consultation under the Endangered Species Act with the federal resource agencies will be required which will extend the federal permitting time frames. We will address questions of the federal resource agencies based on existing information.
Deliverable: Permit applications with permit sketches will be provided to FDEP as a deliverable (pdf format). Copies of correspondence will be provided in pdf format.
Performance Measure: Deliverables will be reviewed by FDEP to confirm they are complete, accurate, and timely.
