The testing included all accessible locations specified by the Summer Consultants' Project Engineer during the walkthrough inspections as potentially impacted by the referenced project. The report includes the procedures and methods for testing.
As a result of our review and survey, asbestos-containing materials, lead-based paint, and paint containing lead were identified. AERO has provided conclusions and recommendations regarding these materials within the report.

1.0 Purpose and Scope of Service
The purpose of this task was to identify and document the presence of asbestos-containing materials (ACM) and lead-containing paint on materials anticipated to be impacted by the Clarksburg HVAC Study at the Clarksburg Federal Building & Courthouse in Clarksburg, WV. The survey was conducted in accordance with the following scope of work. AERO relied upon past testing results where practical and available.
Asbestos-Containing Materials
(1) AERO reviewed previous hazardous materials inspection reports as made available by the Client.
(2) Licensed asbestos inspectors conducted a visual inspection of representative materials suspected to contain asbestos that will be affected by the referenced project. The survey was conducted in general accordance with Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) AHERA requirements.
(3) AERO made a list of suspect asbestos-containing materials (ACM) that may be impacted by the planned activities and compared it to the list of previously identified ACM. Samples were collected of suspect materials not previously identified as asbestos-containing or where it was unclear if the material to be impacted had been sampled.
(4) Bulk samples were analyzed for asbestos fiber content at a laboratory accredited under the National Voluntary Laboratory Accreditation Program. The samples were analyzed by polarized light microscopy (PLM) using EPA Methods 600/M4- 82-020 and/or 600/R-93/116.
(5) Based on field observations, additional sampling, and existing data provided by the Client, AERO prepared this report regarding the presence and extent of asbestos-containing materials potentially impacted by the project.

Lead-In-Paint
(1) An EPA Lead Risk Assessor conducted a limited visual inspection of various painted surfaces reported to contain lead that may be impacted by the planned renovations. The visual inspection included identification of painted surfaces in the affected area for which existing data did not appear to be available or were ambiguous.
(2) An EPA Lead Inspector Technician trained in sampling protocols and use of the X- Ray Fluorescence Analyzer (XRF) conducted additional testing of representative painted surfaces that may be impacted by the planned renovation.
(3) Use of the XRF instrument was in general accordance with the Performance Characteristic Sheet (PCS) methodology for the Viken Pb200i dated December 1, 2020. XRF instrument calibration checks were performed according to the PCS.
The PCS is provided as supplemental guidance to the US Housing and Urban Development (HUD) “Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing” and is a joint product of HUD and EPA.
(4) Testing locations were identified by substrate type, component, and color.
Surfaces to be tested only included painted building components that may be impacted by the project.
(5) Based on field observations, existing data provided by the Client, and results of additional testing, AERO prepared this report regarding the presence and extent of lead-containing paints impacted by this project.
2.0 Findings
2.1 Asbestos-Containing Materials
This limited asbestos survey was not intended to determine the presence, location, and quantity of all ACM and/or PACM at the work site. This survey was limited to the identification of only those suspect asbestos-containing materials that would be directly impacted by the proposed renovation. Therefore, this limited survey may not be suitable to satisfy the building/facility owner’s responsibilities to determine the presence, location, and quantity of ACM and/or PACM at the work site in accordance with OSHA General and Construction Industry standards (29 CFR 1910.1001 & 29 CFR 1926.1101).
AERO reviewed previous asbestos inspection reports and other provided documentation for the Site prior to performing the on-site surveys. Relevant findings from the following reports have been incorporated into this report:

AERO collected seventy-eight (78) bulk samples of suspect ACM, resulting in eighty-nine
(89) analyses due to layering of materials and positive stop analysis. The samples were analyzed by Scientific Analytical Institute (SAI) of Greensboro, NC using polarized light microscopy according to EPA Method 600/R-93/116 “Asbestos Analysis of Bulk Materials”. SAI participates in the National Voluntary Laboratory Accreditation Program (NVLAP Lab Code 200664-0) and is accredited by the National Institute of Standards and Technology (NIST).
The following table summarizes the identified asbestos-containing materials with potential for disturbance during the performance of the renovation.

There are additional materials in the building that have been previously identified as asbestos containing but were either not anticipated to be impacted by the scope of this renovation project or were not observed/accessible during the inspection. Some of these

These materials are presented in the previous asbestos inspection reports referenced earlier are included in Appendix A. A summary of these previously identified ACM materials is also included in the appendix.
The enclosed bulk sample log and laboratory reports (Appendix B) contain a listing of all analyzed samples, sampling locations, and analytical results. Results are reported in percent asbestos by volume and indicate the type(s) of asbestos. Other common non-asbestos components may also be noted on the analytical reports. Drawings depicting bulk sampling locations can be found in Appendix C.
2.2 Lead-in-Paint
AERO reviewed the previous lead paint inspection data prior to performing the on-site survey. The following report has been completely incorporated into this report:

AERO conducted a lead-based paint screening survey of representative surfaces and materials to supplement the list identified lead-based paint and materials containing lead that could be disturbed during the performance of work associated with the renovation project. The survey was performed by an EPA certified Lead Risk Assessor trained in sampling protocols and use of the Viken Pb200i X-Ray Fluorescence Analyzer (XRF).

The remaining XRF tests revealed lead concentrations less than the limit of detection for the instrument used. Lead concentrations below the detection limit for the XRF must be verified by paint chip sampling to exclude those surfaces from the OSHA Lead in Construction requirements.

Appendix D contains a spreadsheet with all data obtained from the representative XRF testing, including lead concentrations reported in milligrams per square centimeter (mg/cm2) and a POS (positive) or NEG (negative) classification with respect to the threshold for lead-based paint for each reading. All of the POS values are indicated in red boldface in the spreadsheet. The XRF reading location drawings are included in Appendix E.
State of West Virginia regulations define a lead-based paint as paint or other surface coatings that contains lead at a level defined by the commissioner by legislative rule as provided in Section 16-35-4 of the West Virginia Lead Abatement Act. Federal regulations define a lead-based paint as any paint or other surface coating containing lead or lead in its compounds in any quantity greater than 0.50% lead by weight, or more than 1.0 mg/cm2.
The Occupational Safety and Health Administration (OSHA) regulates lead present in the workplace in any concentration.
The OSHA Standard requires an employer to ensure that no employee is exposed to lead at concentrations greater than 50 micrograms of lead per cubic meter of air (μg/M3) averaged over an eight-hour period. The Standard further requires the employer to make a determination of its employees' potential exposure to lead. The Standard details presumed exposure levels for various construction activities. The employer must provide adequate personal and respiratory protection to match the presumed exposure listed in the Standard. Deviation from the presumed exposure is typically achieved by performing personal monitoring during various representative construction activities. The level of personal and respiratory protection can then be modified based upon the results of the monitoring.
3.0 Conclusions and Recommendations
The following conclusions and recommendations are based upon the work conducted for this survey and AERO’s understanding of the project.
A. Friable surfacing ACM was identified in the form of the original acoustical ceiling plaster and a more recently installed “popcorn” ceiling in the courtroom.
The original acoustical plaster ceiling in the courtroom is damaged but is located above a newer “popcorn” ceiling that is in good condition. The Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), and the State of West Virginia regulate friable asbestos-containing materials. All friable asbestos-containing materials must be removed by a licensed asbestos abatement contractor and disposed of as a regulated waste prior to renovation activities that will disturb these materials.

B. Floor tiles, asphalt plank flooring and associated mastics were determined to contain asbestos. The EPA classifies this material as a Category I non-friable material. The EPA regulates Category I non-friable materials (resilient floor coverings, asphalt roof products, gaskets, and packings) only when they are rendered friable. AERO recommends that a licensed asbestos abatement contractor remove these materials prior to activities that would result in their disturbance.
C. If any additional suspect materials are encountered during construction activities the materials should be assumed to be asbestos containing until sampling determines otherwise.
D. The OSHA Construction Asbestos Standard requires building and/or facility owners to notify the following persons of the presence, location, and quantity of asbestos-containing material (ACM) or material presumed to be ACM at work sites in their buildings and facilities:
Prospective employers applying or bidding for work whose employees reasonably can be expected to work in or adjacent to areas containing such material.
Employees of the owner who will work in or adjacent to areas containing such material.
On multi-employer worksites, all employers of employees who will be performing work within or adjacent to areas containing such materials.
Tenants who will occupy areas containing such material.
In accordance with the OSHA Construction Asbestos Standard, all contractors, tenants, custodial, and maintenance workers who may come in contact with ACM during the course of their normal duties should be informed of the locations of ACM.
E. Materials identified or assumed to be asbestos containing must be abated and disposed of in accordance with OSHA, EPA and State of West Virginia regulations prior to activities that would result in their disturbance. The abatement must be performed in accordance with the GSA Guide Specification Section 02085 – “Asbestos Abatement Procedures” and comply with OSHA 29 CFR 1926.1101 and all other applicable regulations. A licensed asbestos abatement contractor is required to perform the removals.
F. Lead-based and lead-containing paints were identified during the survey.
Removal of paint with lead as a result of demolition activities does not necessarily constitute a lead-based paint abatement provided they have not been included in the renovation plans to reduce or eliminate a lead hazard.
However, if lead-based paint is removed with the intention of reducing or

G. Painted surfaces identified as being covered with paint containing lead in any concentration should be handled in accordance with the GSA Guide Specification Section 02090 “Lead Based Paint Control Procedures”, and 29 CFR 1926.62, the OSHA Lead Exposure in Construction Standard.
Contractors should be notified of all known lead-containing paints prior to bidding on work at the Site. AERO recommends that Contractors comply with the OSHA Lead in Construction Standard when impacting any painted surface.
H. Representative demolition waste stream samples should be collected and submitted for TCLP analysis. Should TCLP results reveal lead concentrations of 5 parts per million or higher, the waste stream should be handled and disposed of as hazardous waste.
