About this file

This Scope of Work Verification form is submitted by the Orange County Transportation Authority (OCTA) in California in conjunction with requisition number R000850 for Grants Administration Consultant Support services. The SOW verification form establishes the framework and certification requirements for procuring consultant support on an as-needed basis. The Authority seeks qualified consultants to provide grants administration services under a two-year term with a total budget allocation of $250,000. The form requires Project Managers to certify that the accompanying Scope of Work has been independently prepared to invite fair competition and does not contain brand name references, unreasonable restrictions, or preferential treatment toward any specific vendor or product.

The verification document mandates that all Scopes of Work and specifications clearly identify required characteristics, tasks, and functions while meeting the Authority's operational needs. Consultants are explicitly prohibited from writing or assisting in the development of Scopes of Work in which they may subsequently bid. The form must be signed by both the Project Manager and either the Department Manager, Director, or Executive Director. Alternative certification language permits use of brand name specifications only when determined impractical or uneconomical, with salient characteristics clearly documented per Federal Transit Administration regulations (FTA Circular 4220.1F). The Department Manager signature is dated December 22, 2025, indicating the verification was completed and submitted with the associated SOW documentation.

FA-CAMM-071.docm (03/16/18) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
