About this file

This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority for a grants administration consultant support procurement. The Authority is seeking a qualified consultant to provide financial administration and grant management services on a part-time basis at 20 hours per week. The scope of work includes support in annual budget development, revenue accruals and forecasts, variance analyses, and funding analyses. The contract term is two years, with an option term date of 10/15/2025. The procurement was initiated by Rachel Mak, Senior Financial Analyst, with a budget authorization of $250,000.

The cost estimate totals $250,068.00 and is based entirely on direct labor costs for consultant services. The hourly billing rate of $168 per hour was derived from comparable historical contracts (C-3-2336 and C-4-2620) that documented similar consultant work at $160 per hour, with a 5% escalation applied. The estimate reflects 1,488.5 total estimated hours over the contract period. No overhead, materials, information technology support, travel, subcontractor, or other direct costs are included in this estimate. The ICE was prepared on 10/15/2025 and serves as the substantiation document required by the Contracts Administration & Materials Management (CAMM) department to proceed with the procurement process.
