About this file

This is a procurement plan memo from the Orange County Transportation Authority (OCTA) outlining the approval of RFP 250166 for Grants Administration Consultant Support services. OCTA is seeking qualified consultants to provide grants administration support on an as-needed basis for a two-year contract term effective April 1, 2026, through March 31, 2028. The procurement will be conducted as an RFP rather than an IFB because the selection requires evaluation of criteria beyond price. The evaluation will assess proposals based on four weighted criteria: Qualifications of the Firm (25%), Staffing and Project Organization (30%), Work Plan (20%), and Cost (25%). The staffing and project organization category carries the highest weight to ensure the proposed team demonstrates grant post-award administration expertise and can effectively coordinate with OCTA staff across grant administration, financial analysis, and system-related tasks.

The contract will be structured as a time-and-expense engagement with firms proposing hourly rates for specified services. The total budget is $250,000 and will be funded through Local Measure M and Federal CMAQ sources. The procurement plan indicates that prevailing wage requirements apply and that an independent cost estimate has been received. The evaluation team comprises internal OCTA staff including the Senior Financial Analyst and Senior Program Manager from relevant departments, with final concurrence required from both Rachel Mak, Senior Financial Analyst, and Iris Deneau, Section Manager of Procurement. Requisition number R000850 has been issued to support this procurement effort.
