About this file

This is a Pre-Proposal Informational Meeting document for the Oregon Department of Transportation (ODOT) Design-Build project C15578/K22570 (OregonBuys # S-73000-00014433) involving ADA curb ramp remediation on US101 and OR540 in Coos Bay and North Bend, Oregon. The project encompasses the construction of ADA-compliant curb ramps across multiple locations in Coos County, with work divided into three price centers: OR540 in North Bend (Price Center A), US101 near North Bend (Price Center B), and US101 in Coos Bay (Price Center C). Major scope elements include remediation of all settlement ramps, rectification of impacted existing infrastructure, temporary traffic control implementation, utility coordination, and potential partial to full signal rebuilds at select locations. The project requires an anticipated Notice to Proceed in early 2026, with contract completion targeted for December 31, 2027, including two interim completion milestones on December 31, 2026, and October 31, 2027. The deadline for written questions is October 1, 2025, with technical and price proposals due October 15, 2025, at 10:00 AM, followed by a public price opening on November 10, 2025, and an estimated Intent to Award in early December 2025.

The Design-Builder is responsible for managing schedule risk through innovation in construction practices to deliver a high volume of ramps while meeting a 2027 settlement milestone requirement. Environmental clearances have been completed, though approximately four locations require archaeological monitoring and a noise variance permit has been obtained for City of North Bend night work. Key project considerations include maintaining temporary pedestrian access and traffic control to minimize community and traveling public impacts, coordinating utility relocations with Agency review and reimbursement, and identifying additional design exceptions beyond the approved colored pigmented concrete specification in North Bend. The Design-Builder must maintain coordination with ODOT throughout construction, limiting work to one corner per intersection and no more than 10 corners simultaneously. Single Point of Contact Megan Saunders (Megan.saunders@odot.oregon.gov) will manage all communications, with all addenda and clarifications issued through OregonBuys.

Design-Build goals

• Schedule risk management – Innovation in construction practices and implementation to deliver high volume of ramps under single contract.

Focused on meeting 2027 settlement milestone requirements.

• Process innovation for quality design + construction - To construct high quality ramps that meet ADA standards, minimize compliance failures and re-work, provide timely construction and minimize impacts to local communities, the traveling public and the environment.

• Safety during construction – To assure accessibility and mobility through temporary pedestrian access (TPARs) and temporary traffic control to provide seamless access for all through intersections under construction.

Project Information Project Team:

• Agency Resident Engineer – Shane Javernick, PE

• Resident Engineer – Josh Lonie, PE

• Jacobs Consultant Project Manager – Dan Simpson, PE

Project Area:

• Coos Bay and North Bend, OR in Coos County

• OR540 MP 0.05 to 2.24

• US101 MP 234.88 to 235.60 and 237.69 to 239.60

Contract Timeline (Section 1.03 in the RFP):

• Anticipated NTP in early 2026 to Contract Completion by

December 31, 2027

• Two Interim Completion Dates

• December 31, 2026

• October 31, 2027

Project Information, cont’d Survey/ROW:

• Agency completed survey resolution prior to this Project and have established the ROW throughout.

• The Agency is acquiring Temporary Construction and Permanent Easements outlined in Attachment A-19 of the DB Agreement

Environmental

• Programmatic Categorical Environmental Approval is complete for this project

• Approximately four corners will require Archeological

Monitoring – (see DB Agreement)

• Noise Variance Permit obtained for City of North

Bend for night work with conditions (See DB Agreement).

Price Centers

• Price Center A ODOT Region 3 ADA North Bend OR540, MP 0.05 to 2.24

• Price Center B ODOT Region 3 ADA North Bend US101, MP 234.88 to 235.60

• Price Center C ODOT Region 3 ADA Coos Bay US101, MP 237.69 to 239.60

Major Scope Elements

• Remediation of all settlement ramps provided in the inventory list (settlement and “as-constructed”)

• Rectifying all impacted existing infrastructure impacts to equal or better status (i.e., light poles, landscaping, pedestrian push buttons, signs, drainage)

• Associated temporary traffic control work for construction

• Identifying additional ROW needs and writing legal descriptions, using an approved ROW layout and following ODOT protocol for minimizing ROW footprint (note – single ramp where ROW can be avoided)

• Utility coordination

• Anticipated partial to full signal rebuilds at some locations but avoided if possible

Worth Noting

• Typical ADA Curb Ramp construction sequence, DB is responsible for maintaining TPAR and minimizing traveling public, e.g., 1 corner per intersection and no more than 10 corners under construction

• Colored pigmented concrete in City of North Bend Design Exception is approved; the Design Builder is responsible for identifying additional DEs throughout the project.

• No major railroad lines or crossings, no C&M agreements. Local railroad line, Right-of-Entry permits will need to be coordinated with the Agency and railroad owner.

• Utility coordination is the Design-builders responsibility. The Agency will review relocation plans and reimbursement packages.

Worth Noting

• Some audible push buttons at select locations

• Lane restrictions and nighttime work will be in effect at start of construction (see DB Agreement)

• There are some underground structures such as North Bend sidewalk vault adjacent to historical building and impacts are to be avoided.

• Boilerplate Special Provisions are provided, we may use more or less than specified depending on design needs

• Please ask questions!

Environmental Process – DB Responsibility

• Avoid and minimize impacts to cultural resources (archaeological and historic/built environment), in coordination with the Agency.

See Evaluation Matrix in the DB Agreement for design suggestions.

• Confirm that the Agency environmental processes are complete before submitting stamped RFC plans. Notify the Agency immediately if any of the conditions cannot be met.

• Coordination with Agency and tracking of individual ramps will be key to ensure each ramp location meets the various environmental requirements. With the large number of locations, coordination may need to be frequent to minimize potential issues.

• Notify the Agency of any work occurring in locations that are sensitive and require monitoring with advance notification.
