About this file
This is a Letter of Clarification No. 1 issued by the Oregon Department of Transportation (ODOT) on September 19, 2025, in response to bidder questions regarding the C15578 US101/OR540 ADA Curb Ramps Design-Build Project in Coos Bay/North Bend, Phase 2. The project involves the construction of ADA-compliant curb ramps across multiple design units, with each design unit containing between 15 minimum and 100 maximum curb ramp locations. The agency clarified that while the primary intent is to avoid traffic signal work, if signal work cannot be avoided, the scope includes relocation and replacement of major signal components such as strain and mast arm poles. Category C ramps, which involve relocation or replacement of major signal components, are distinguished from other categories in the project specifications. The Design-Builder is expected to provide dual curb ramps at settlement ramp corner locations where feasible, though each corner location is counted as a single location for minimum and maximum ramp calculations.
The clarification addresses documentation and submission requirements, specifically regarding the Design Unit Ramps List that must break down all identified ramps by design unit and price center. The agency confirmed that the Design-Builder should include both settlement ramps and as-constructed ramps in their submissions, leaving the unique ramp ID field blank for as-constructed ramps since these identifiers are generated by ODOT following construction inspection and approval. This Letter of Clarification serves to standardize bidder understanding of scope definitions, ramp counting methodologies, and deliverable documentation prior to proposal submissions.

Letter of Clarification No. 1 Design-Build Project
RFP Reference Document
Date: September 19, 2025
To: Shortlist
Prepared By: Megan Saunders
Subject: C15578 - US101/OR540 ADA Curb Ramps (Coos Bay/North Bend), Phase 2 Design-Build Project
RFP and Forms - The following are the Agency’s responses to Bidders’ questions/requests for clarification
Question 1: Some of the provided proof of concept designs call for signal pole relocation.
However, we understand the scope of all current ADA Program projects (due to funding restrictions) are to avoid strain or mast arm signal pole replacements with a focus instead on smaller push buttons poles and modifications. Can you please confirm whether the scope of signal work for this project includes signal strain and/or mast arm pole relocations/replacements?
Response 1: The intent of the scope of work is to avoid any traffic signal work if at all possible; however, if the work cannot be avoided then the scope includes signal strain and/or mast arm pole relocation/replacements.
Questions 2: The Design Unit description for Category C ramps states “…ramps involving relocation or replacement of permanent traffic signals.” Can you please clarify if this means relocation or replacement of major signal components such as strain and mast arm poles, or would also include modifications of any kind to existing signals such as push buttons and detection?
Response 2: The intent of Category C applies to relocation or replacements of major signal components if required.
Question 3: Does the 15 minimum to 100 maximum curb ramp locations per design unit pertain to constructed ramp locations or just settlement ramps?
Response 3: The intent is curb ramp locations (corners). Please note that a curb ramp location may have an existing single ramp, the preference of the contract is to provide dual curb ramps at each settlement ramp corner location but is still counted as one location for purposes of minimum and maximum ramp locations.
Question 4: Section 4.06.c.2 states, “Provide lists of all ramps identified in the Inventory Matrix broken down into Design Units for each Price Center, including the unique ramp ID’s (Design Unit Ramps List)”.
• Are the list of ramps and design units to include all the “As-Constructed” curb ramps and not just the settlement curb ramps (which are the curb ramps that are included in the Inventory Matrix)?
• If the “As-Constructed” ramps that are not part of the settlement ramps are to be included in the list of ramps and design units, shall we leave the unique ramp ID column blank or will ODOT be issuing unique ramp ID’s prior to the submittal deadline?
Response 4: The inventory matrix has provided the settlement ramp for each corner. If the settlement corner has one ramp, the intent of the contract is for the Design-Builder to provide dual ramps at the settlement curb ramp corner. The unique ramp ID is generated after the ramp is constructed when the inspection form is turned in and approved, therefore the Design-Builder should leave the field blank for the "As-Constructed" ramp.
