About this file

This document is a mandatory training procedures memorandum for contractor employees issued by the USDA Office of Contracting and Procurement, effective November 1, 2023. The memo establishes training requirements that must be included in all USDA service contracts when contractor employees have routine physical or network access to USDA systems. Contractors must ensure all employees and subcontractor personnel with USDA systems or network access complete specified training courses at defined frequencies and maintain completion records for the Contracting Officer or Contracting Officer Representative upon request. Employees without USDA systems or network access are exempt from these requirements.

Six mandatory training courses are identified with specific completion timelines: Understanding and Interrupting Unconscious Bias (90 minutes, 90 days after assignment); Anti-Harassment Training: Identifying and Preventing Workplace Harassment (60 minutes, 90 days after assignment); Information Security Awareness (60 minutes, one year from last completion date); USDA Records Management (60 minutes, 60 days after assignment, via AgLearn or paper-based); Section 508 (60 minutes, 45 days after assignment); and any additional courses as approved by the Contracting Officer. All courses except USDA Records Management are delivered through AgLearn and must be completed annually.
