About this file
This is an attachment to a federal contract solicitation (1240LS26Q0044) specifying contractor credentialing and training requirements for janitorial services at Swan Lake Ranger District, Flathead National Forest.
The document outlines mandatory training requirements applicable to new service contracts awarded after November 1, 2023, and modified service contracts as applicable. Contractors must ensure all employees, including subcontractor personnel, complete five annual training courses: Understanding and Interrupting Unconscious Bias (90 minutes, completion within 90 days of assignment); Anti-Harassment Training: Identifying and Preventing Workplace Harassment (60 minutes, completion within 90 days of assignment); Information Security Awareness (60 minutes, completion within 1 year of last completion); USDA Records Management (60 minutes, completion within 60 days of assignment, available via AgLearn or paper-based); and Section 508 (60 minutes, completion within 45 days of assignment). The contracting officer may approve additional courses as needed. Contractors must maintain records of course completion and provide them upon request to the Contracting Officer or Contracting Officer Representative.
The document also establishes background check requirements compliant with Presidential Directive HSPD-12 for unescorted facility access. Contractors must provide complete employee information (name, address, social security number, date of birth, work phone) to the Contracting Officer Representative in person within ten calendar days of contract award and new employee selection. The government will fund up to three background investigations within any rolling 12-month period; excessive personnel turnover is defined as more than three occurrences within 12 months. Additional background investigations beyond three are at the contractor's expense and will be deducted from the final invoice. No contract price adjustment is permitted for employee costs related to background check information submission or LincPass acquisition.
