About this file
This is a specifications document for the Administrative and Recreation Facilities Rehabilitation Project at the High Sierra Ranger Station on the Sierra National Forest. The project requires construction of two new Forest Service barracks, one kitchen/laundry room, and one pit toilet at the High Sierra Ranger Station; reconstruction of one generator shed at the Wishon Work Center; and one pole barn at the Auberry Work Center on the High Sierra Ranger District. The contract type is multiple prime contracts, each based on stipulated price, with the Forest Service intending to occupy the project by the stated contract completion date. All work must comply with specified standards including ACI CODE-318 for concrete, AWC Wood Frame Construction Manual for wood framing, NFPA 70 National Electrical Code, ANSI/TPI 1 for metal plate connected wood trusses, and ASTM standards for materials including galvanized steel, fiber-cement products, and concrete reinforcing.
The specifications establish comprehensive administrative requirements including preconstruction meetings, site mobilization meetings, bi-monthly progress meetings, construction progress schedules submitted within 10 days of contract award with monthly photo documentation, and quality assurance testing by independent agencies. Contractor responsibilities include providing temporary utilities (240-volt, 100-ampere electrical service and water supply), sanitary facilities, waste removal with documented recycling/salvage reporting, and protection of installed work. Work execution requirements address concrete forming and placement per ACI standards, rough and finish carpentry with specified lumber grades and tolerances, blown insulation installation, vapor retarders, metal roof panels, fiber-cement siding, joint sealants, hollow metal and wood doors, and final cleaning and closeout procedures including correction punch lists, operation and maintenance data, and warranties. The contractor must maintain one-year minimum maintenance service following substantial completion and submit project record documents, operation manuals, and executed warranties within specified timeframes.
