About this file

This is Amendment 04 to Solicitation 1240LT26Q0103 for High Sierra Ranger Station Upgrades at Sierra National Forest, issued by USDA Forest Service CSA Intermountain 8 on October 6, 2026. The amendment modifies the Prevailing Wage Determination (DBA WD CA2026018 dated 09/03/2026) and establishes a Period of Performance from June 1, 2027 to November 30, 2027. The contracting officer is Janet K. Paul.

The amendment includes Questions and Answers clarifications addressing design specifications and construction requirements. Key clarifications confirm that: the project is not design-build but rather kit/prefab manufacture with post-award construction drawings; preliminary design layouts based on Dream Home Plans 2508R are acceptable for Subfactor 3 evaluation; loft plans should follow the 2508R standard with 7-foot minimum clearance and standard stairs required; California Wildland Urban Interface Code does not apply, but the federal government encourages best practices for exterior assemblies; kit manufacturer's standard windows (vinyl, wood, or fiberglass) are acceptable substitutes for specified aluminum windows; and independent field testing of windows does not apply to kit windows. No additional energy performance values or glazing requirements beyond applicable model codes are mandated.

Amendment 04 High Sierra Ranger Station Upgrades

1240LT26Q0103

October 6, 2026

Solicitation 1240LT26Q0103, High Sierra Ranger Station Upgrades, Sierra National Forest, is amended as follows:

The following questions and answers are provided for information/clarification purposes only.

Q43: Reference: Solicitation page 30, Subfactor 3; Drawing Z1; Amendment 02, A9, A17, A36, A37

DRI will base its preliminary design/layout on the Dream Home Plans Plan 2508R drawings shown on Drawing Z1, modified to the program in A9 and A17, and furnished as a kit per A36.

We read Subfactor 3 as a check that the proposed layout and products meet the stated requirements, not a requirement to develop an original design, which would make this closer to a design-build procurement. Please confirm:

a. That a layout on this basis satisfies Subfactor 3.

b. That construction drawings and engineering to Attachment 7 are post-award submittals.

c. Whether those submittals must be sealed by a California registered design professional.

A43: Correct. This is not a design build. The kit/ prefab structure, is a manufacture fabrication.

Q44: Reference: Drawing Z1; Amendment 02, A9, A18, A37

Drawing Z1 shows the Dream Home Plans 2508R ground floor and loft plans, and suggested first floor plans for the barracks and the kitchen/laundry building. It does not include loft plans for the two suggested layouts. Per A9 and A37, the barracks loft is to be used as a third sleeping area and the kitchen/laundry loft is open storage. Per A18, the 590 SF includes the loft.

Please provide loft plans for the barracks and kitchen/laundry buildings, or confirm that the lofts are to follow the Plan 2508R loft layout (approximately 140 SF) with the stair location shown on the Z1 suggested plans. Please also confirm:

A44: Follow the loft plan 2508R with the stair location shown in Z1.

a. Whether the barracks loft sleeping area requires an emergency escape and rescue window.

A: Loft Sleeping area does not require an emergency escape and rescue window.

b. Whether a standard stair is required to each loft, or whether a ship ladder or alternating tread device is acceptable.

A: Standard stairs are required.

c. Any minimum clear height requirement for the lofts.

A: 7 feet minimum clearance.

Amendment 04 High Sierra Ranger Station Upgrades

1240LT26Q0103

October 6, 2026

Q45: Reference: Amendment 02, A31 and A38

A31 states that California WUI requirements apply only if the property is within a CAL FIRE designated Fire Hazard Severity Zone or WUI Fire Area. CAL FIRE maps National Forest System lands as Federal Responsibility Area, which is not assigned a Fire Hazard Severity Zone.

Please confirm that the California Wildland Urban Interface Code (formerly CBC Chapter 7A / CRC R337) does not apply to Items 0002 through 0004 at the High Sierra site. If the Forest Service requires ignition resistant construction, please identify the governing standard and the exterior assemblies it applies to (roofing, siding, soffits, vents, glazing, exterior doors, decks and porches).

A45: The federal government encourages best practices for the roofing, siding, soffits, vents, glazing, exterior doors, decks, and porches.

Q46: Reference: Specification Section 085113; Amendment 02, A12, A36, A40

Section 085113 specifies extruded aluminum windows and requires independent laboratory field testing of installed windows for water penetration and air leakage (Paragraph 3.04). The specifications also reference a Section 085200, Wood Windows, which is not included in the specification package. No glazing performance criteria (U-factor, SHGC, insulating glass, or safety glazing) are identified. Per A12 and A36, the buildings are prefabricated kits built to manufacturer requirements, and per A40, bathroom exhaust is provided by operable windows.

Please clarify:

a. Whether the kit manufacturer's standard windows (vinyl, wood, or fiberglass) are acceptable in lieu of the aluminum windows specified in Section 085113.

A: The kit manufacture’s standard windows are acceptable.

b. Whether the independent field testing in Section 085113, Paragraph 3.04 applies to kit windows.

A: The independent field testing does not apply to kit windows.

c. Whether there are any required energy performance values (U-factor, SHGC) or other glazing requirements beyond the applicable model code, such as tempered glazing, impact resistance, or snow shedding protection.

A: There are no other requirements.
