Please also identify requirements and locations for the remote generator-shutdown switches serving the barracks and kitchen.
A30: The solar system tie-in and all solar system work has been removed from this contract. One shut down switch is to be located in the kitchen near second entry door.
Q31: Please identify which project structures are subject to the lightning-protection requirements contained in the specifications, including whether the requirement to protect open-air areas within 100 feet of exterior walls applies. Please also identify the applicable wildfire/WUI requirements, including whether California Chapter 7A or another Forest Service/federal standard governs roofing, siding, soffits, vents, glazing, exterior doors, decks/porches, and other exterior assemblies.
1240LT26Q0103
September 23, 2026
A31: Lightning systems for cabins in Sierra National Forest should follow NFPA 780 and FS requirements (minimum ClassࣟII components for over 75ࣟft, proper components, and inspections).
There is no specific 100‑ft rule—coverage is determined by the protective radius of the system.
Wildfire/WUI standards in California apply only if the property is within a CalFire-designated Fire Hazard Severity Zone or WUI Fire Area. In those areas, CWUIC (formerly Chapterࣟ7A/R337) governs exterior assemblies with strict ignition-resistance rules. If outside CA WUI zones, FS or federal agencies may encourage best practices but do not enforce ignition-resistant building code equivalents.
Q32: Please confirm whether automatic fire sprinkler systems are required in Barracks Nos. 1 and 2 or the Kitchen/Laundry/Restroom Building. If sprinklers are not required, please identify the applicable exception. Please also confirm required smoke detection, carbon-monoxide detection, fire extinguishers, emergency lighting, exit signage, and other fire/life-safety systems for the occupied prefab buildings.
A32: Automatic sprinklers systems will not be required. Smoke detectors and CO detectors are required.
Q33: Are soil boring reports available?
A33: No. There are no soil boring reports.
Q34: Please clarify responsibility for construction surveying and staking and identify whether the Government will provide survey control points, benchmarks, coordinates, or other staking data for locating the proposed structures and utilities.
A34: The government will stake location of the buildings. Utilities will not be connected to the buildings being fabricated under this contract.
Q35: No express concrete-slab requirement was located for the three tiny-house structures.
Sections 031000, 032000, and 033000 contain general concrete requirements but provide no tiny-house slab dimensions, reinforcement, footings, frost depth, anchorage, or location. Drawing C9 expressly references an existing concrete pad only for the generator shed. Section 061000 instead includes wood-framed subflooring. The tiny-house foundation system therefore appears undefined and requires Government direction.
A35: Foundation to be constructed per manufacturer recommendation.
1240LT26Q0103
September 23, 2026
Q36: Contract reference: SOI Items 0002-0004; Specification 011000, Paragraph 1.01.B;
Drawing Z1. Clarification requested: Please confirm whether prefabrication is mandatory or whether the Government will accept conventional wood-framed construction built entirely onsite that complies with the government requirements mentioned on the solicitation documents, including prepare and submitting a complete, coordinated architectural, structural, foundation, mechanical, plumbing, electrical, and California Title 24 energy-compliance package, including all necessary engineering calculations, for Government review and approval before construction.
Locating a prefabricated tiny-home product that satisfies all Government program and technical requirements appears difficult.
A36: Prefabricated structure or kits to be assembled on sight per manufactures recommendations are required.
Q37: Contract reference: SOI Items 0002-0004 and Drawing Z1, labeled 'Potential' and 'Suggested.' Clarification requested: Please confirm whether Dream Home Plans Plan 2508R is a mandatory basis of design or a conceptual reference. Confirm whether 590 square feet means total conditioned floor area including the loft, the building footprint, or another measurement.
Provide required bedroom count, occupant capacity, room sizes, loft area, clear heights, stair configuration, and criteria for an 'equivalent' design.
A37: SOI LINE 0002 Provide new 590 sq.ft (or Equivalent ) two bedroom tiny house. Dream Home Plans are not mandatory but are the recommended floor plan including the loft. The equivalent will have the same requirements. 590 square feet is the total conditioned space. The suggested plans show two bedrooms, a loft that can be used as a bedroom, and a common space.
Three occupants. Drawing Z1 shows building dimensions.
Q38: Contract reference: No geotechnical report or complete structural criteria were located in the reviewed attachments. Clarification requested: Please provide allowable soil bearing pressure, frost depth, groundwater/expansive-soil criteria, ground snow load, roof snow load, snow-drift and rain-on-snow criteria, wind speed/exposure, seismic design category, importance/risk category, and any wildfire/WUI requirements applicable to the three occupied structures.
A38: See Attachment 7 - ASCE Design Criteria.
Q39: Contract reference: Site drawings identify approximate building locations but do not provide finished grades or detailed building pads. Clarification requested: Please define required clearing, excavation, over-excavation, engineered fill, compaction testing, drainage, erosion control, roof runoff, walkways, landings, stairs, decks, ramps, railings, and accessible routes for each building. Confirm whether these items are included in Items 0002-0004.
A39: Clearing where the structures will reside is required.
1240LT26Q0103
September 23, 2026
Q40: Contract reference: SOI Items 0002-0004 require propane gas heating; no permanent HVAC equipment schedule was located.
