Introduction This document contains information and minimal submission requirements for each submission in the production of the Master Site Development Plan, Concept Design, Preliminary Design, and Construction Documents for Facility Construction Projects. It will give Forest Service reviewers and the A/E a clear understanding of what is required of the A/E at each stage of design.

This document is meant to be all encompassing and cover any aspect of work that would be completed on a facilities project. Not every piece of this document will be needed for every project. Only the pieces that apply to the work items involved in the project shall be in force.

Final approved Concept Design documents shall be the basis for the development of the Preliminary Design phase. Likewise, final approved Preliminary Design documents shall be the basis for the development of the Construction Documents phase.

The Forest Service will review all submittals for functional and aesthetic relationships. However, no further functional decisions are anticipated after review of the Preliminary Design phase.

Provide a design narrative/analysis for each technical discipline (e.g., architectural, mechanical, fire protection, etc.) which describes the intent of each discipline with Concept Design and/or Preliminary Design submission. Include documentation of discussion and coordination with local utilities, agencies, and service providers regarding requirements and coordination efforts.

Provide computations and sizing calculations for storm water, electrical, mechanical (HVAC, plumbing, and steam), sanitary, structural and fire protection designs. For computerized calculations, submit complete and clear documentation of computer programs, interpretation of input/output, and description of program procedures.

Provide individually packaged drawings for each submission to each unit specified in the "Distribution of A/E Materials" section.

A/E RESPONSIBILITIES:

Contract documents shall meet or exceed the requirements of this document.

The A/E is responsible for producing a complete set of drawings, design narrative/analysis, calculations, sample boards, and specifications in accordance with professional standard practices and Forest Service criteria. Drawings and specifications are required to have sufficient information and detail such that the project can be constructed solely from those elements, including location of the project features in the field.

All deliverables including, but not limited to, drawings, documents, reports, and specifications shall become the property of the Government upon receipt, and the Government shall have the right to reuse these items in the future as it sees fit without further compensation to the consultant contractor, sub-consultants and/or architects, engineers, surveyors or the firm(s) that created them.

A/E shall provide a checklist of all submittals, certifications, tests, and inspections required per drawing and specification section.

SUBMISSION POLICY:

There is a Concept Design submission, a Preliminary Design submission, and a Construction Document submission indicated in this document. The Forest Service may alter the submission requirements depending upon the complexity of the project by adding or deleting certain reviews. Where additional review or reviews might be required, the Forest Service will issue, at their discretion, a detailed “Statement of Task” or supplemental instructions to the A/E, which would be provided at the time of solicitation for a fee proposal.

At each submission, the A/E shall date all material and present the designs on Forest Service standard size drawings that are appropriately labeled, "CONCEPT DESIGN SUBMISSION", “PRELIMINARY DESIGN SUBMISSION”, “CONSTRUCTION DOCUMENT SUBMISSION” (which corresponds to the 90% Submission) or “ISSUE FOR BID SUBMISSION” (which corresponds with the 100% submission), in large block letters above or beside the Forest Service standard drawing title block. In each submission, the A/E shall incorporate the corrections, adjustments, and changes made by the Forest Service at the previous review.

Incomplete submissions will be rejected.

Incomplete “yellow-out” and/or non-responsiveness to review comments may result in rejection of the submittal as being incomplete.

1.Provide a specification index and outline showing what is anticipated to be included in the specification package.
2.Prepare the specifications consistent with the current Construction Specifications Institute (CSI) Master Format. Tailor the specifications to match the specific project for which they are intended.

a. Use generic or non-proprietary specifications describing the minimal acceptable product criteria level where no "Standard" exists to define quality and workmanship levels.

b. Use applicable "Standards" to define quality and workmanship when these publications exist. List complete designation and title of each publication used.

c. Do not use proprietary specifications or systems that restrict competition unless authorization in writing has been received from the Forest Service Project Manager for such proprietary specification. See the Federal Acquisition Regulation (FAR) Part 10, Part 14, and Part 36.

d. Do not use trade names or manufacturers brand names, except as previously noted.

e. When a deviation is requested, define and specify the minimum acceptable levels of essential criteria in descriptive, physical, functional, or performance requirements.

3.Provide specifications in final format and content including any changes made by the Forest Service at the previous review.
4.Provide complete list of submittals required during the construction phase. List shall include specification number and product submittal requirements.

FINAL BID DOCUMENTS

Place the seal of the Registered Architect, Registered Landscape Architect, Professional Licensed Engineers, and Professional Licensed Land Surveyors responsible for the design and provide a signature block with the signatures designated by the Forest Service on the title sheet of the Construction Documents.

SYMBOL IDENTIFICATION OF CONTRACT DRAWINGS

X-Cover Sheet/Index to Drawings/Design Criteria
A-Architectural Drawings
C-Site Development and Environmental Drawings
E-Electrical Drawings
FP-Fire Protection Drawings
M-Heating, Ventilating, and Air Conditioning Drawings
P-Plumbing Drawings
L-Landscape Drawings
W-Sanitary and Irrigation Drawings
S-Structural Drawings

1. Place the creation and/or revision date on all drawings.

2. Electronic files shall be in digital format compatible with Forest Service standards. The final set of drawings shall be full size in the Forest Service’s current release of AutoCad, Interim submittals shall be in pdf format, and estimates, design calculations, and final project specifications shall be in the Forest Service current version of MS Word/Excel.

3. All drawings shall be drawn full-scale (real world, 1 foot = 1 foot) and each drawing sheet shall consist of a separate electronic file.

4. All design/construction notes, lettering, leaders, directions, etc shall be UPPERCASE. Hold screening, shading, crosshatching and other indications of materials or locations to a minimum. Place symbols and lettering so that they are not confused with dimension lines, arrowheads, or other indications.

5. All linework and text shall be legible when plotted at half-scale.

6. Lettering shall be in all capitals, with a minimum height of 1/8” on full size (ANSI D) drawings, and all lettering fonts shall be AutoCad “Roman S” (or approved equal) with a width factor of one point zero (1.0). No nonstandard AutoCAD fonts shall be used that are not supplied in AutoCAD. In addition to these requirements, all drawings shall be prepared per the CAD standards given in the Federal A/E/C CADD Standards Release. 6.0, available on the Internet at: www.nationalcadstandard.org/ncs6/

7. For Concept and Preliminary Design Drawings, stamp/designate drawings above the title block in large font stating as appropriate either "Conceptual ONLY" or "Preliminary Design ONLY", and in small font "NOT for Construction". Organize and number drawings into technical classifications as listed in Section A, Symbol Identification of Contract Drawings.

8. Indicate scales by note for each plan, section and detail on each drawing. Provide graphic scales.

9. Orient plans with North toward the top of the drawing. Show North arrow.

10. Indicate the relationship of details, plans, elevations, and sections, other than standard details, by crossreference. Note the sheet number and drawing location of detailed feature on details and sections. Provide key plans on stair-section sheets to indicate the location of the stairs in the buildings.

11. Provide a key plan to show the location of a portion of a plan or elevation with respect to the total project.

12. Do not write specification information on contract drawings.

13. Clearly distinguish between new, existing, and replacement items of work.

14. Locate room names and room numbers within the spaces to which they apply and locate equipment symbols or names adjacent to the equipment shown on the floor plans.

15. Indicate all smoke barriers and fire-rated partitions on architectural, heating, ventilating, and air-conditioning (HVAC), plumbing, and electrical 1:100 (1/8 in.) scale floor plans.

16. Show future expansions (both vertical and horizontal) by dotted lines on site plans, architectural floor plans, engineering floor plans, and in elevations and sections.

17. For buildings which are to be fully sprinklered, place the note "FULLY SPRINKLERED" above the title block, close to the right margin, on each architectural, structural, HVAC, plumbing, and electrical floor plan.

18. Number the drawings in sequence within each classification, for example S1, first structural sheet; S2, second structural sheet, etc. Directly below the drawing number, show the position within the series that each drawing occupies, for example, sheet 1 of 30, sheet 2 of 30, etc.

19. The preferred method for classifying drawings is by identification of technical information shown on drawing, for example, Architectural or Electrical. However, an exception is made when one design discipline has limited work. Show this limited work on a drawing with another classification. The drawing number shall show the symbol for the major work classification; indicate that other work is shown on the same drawing by a description, such as "Plumbing", above the title block.

20. Revisions to Construction Drawings. Issue a drawing which is produced to supersede an original working drawing as a corrected reproduction of the original drawing. Place a cloud around the revised portion of the drawing and identify the number of the revision by the placing within a triangle in the cloud, the sequence number of the revision on that sheet plus the suffix "R". Also place the triangle (with number) in the title block along with the date and descriptor of the revision. Identify additional revision of the same drawing as "R2""R3", etc. Place the words "Revised Drawing" above the title block with a statement of the original drawing which it supersedes.

21. Bind all drawings into sets in the order of their above classification symbol.

22. Submit all materials, packaged and clearly marked by discipline, to the Forest Service’s Contracting Officer. However, where a small amount of material is submitted, the drawings may be packaged together for all disciplines as long as the drawings are separated and tagged with the discipline name. Other material may also be consolidated provided they are labeled and can easily be identified and separated.

23. Material provided unbound and/or unseparated will be returned to the A/E. All resubmittal costs will be the responsibility of the A/E Distribution of A/E Material Concept and Preliminary Design Submissions: 1 Electronic set in .pdf format. Drawings shall be scalable to full size (22” x 34”).

1. Minimize pdf drawing file size by flattening the dwg file to 2 dimensions and minimizing the resolution when exporting/importing/converting into pdf format.

2. Construction Documents shall include one set of full size drawings on double matte, reproducible 4 mil mylar. In addition, one copy of the final cost estimate/bid tabulation, design calculations, and final project specifications will be provided in electronic format (full set of all in pdf and a set in autocad, MSWord/Excel, etc as applicable to the document).

3. Each sheet of drawings shall be furnished as a separate CAD file. Drawings shall have all x-references bound into drawings and shall be purged of all un-referenced entities. Provide both full size and half size pen tables (plot style table .ctb file). Include hard copy printout with layers and colors and pen definitions and embed a copy into each sheet on a hidden layer.
