About this file

This document contains responses to questions regarding Solicitation 1204M320R0001 from the Department of Agriculture Forest Service to replace existing fire offices in Hines, Oregon with a new premanufactured facility. The minimum self-performance requirement is reduced to 20%. All doors are required to be STC 45, and the construction start date is estimated but the 9/30/2021 completion date is firm. Level 4 drywall finish is needed, and there are no known hazardous materials. Fire sprinklers are not required if not mandated by code. Electronic responses to the solicitation are now acceptable. The building is to be designed to Category II standards, and there is no backup generator requirement. The need for communication towers is still under determination. Pricing should include the full cost to build out specified spaces.

Amendment 001 Attachment of Solicitation 1204M320R0001 Request for Information Responses

RFI-1. Please advise if the minimum of 50% self-performance is going to be the requirement for this project.

Response: This requirement is being reduced to 20%. See Amendment Form.

RFI-2. The overview Room Data Sheet shows acoustic treatment for all rooms a minimum of STC 45. The particular requirements are shown of the specific data sheets for the various rooms. STC doors, gasketing and associated hardware can be quite expensive. I see the restrooms listed as an STC 50, which is higher than the offices or conference rooms. Is this the intent? Are STC rated doors being desired at all locations shown on the room data sheets?

Response: The intent is for all doors to be STC 45.

RFI-3. Is the project duration flexible? Our concern is it appears the construction, due to the time associated for the design process, not be able to begin until fall/winter. The concern is that winters in Hynes can be very cold and hard, making placing concrete substantially more difficult and expensive.

Response: The construction start date is an estimated, but the contract completion date of 9/30/2021 is required.

RFI-4. Is Level 4 the expected drywall finish for interior exposed drywall walls?

Response: Yes.

RFI-5. Are hazardous material surveys available for the buildings to be removed?

Response: There are no known hazardous materials at the existing facilities, and past asbestos and lead-based paint assessments had no findings.

RFI-6. If the code analysis does not require fire protection – does the USFS still want the building sprinklered?

Response: No.

RFI-7. The response is currently allowed to be hand-delivered to Halfway or express delivered. Is there any special arrangements to making a hand delivered drop-off? Any chance we could submit electronically by the closing date and time – and follow it up with hard copies delivered?

Response: Electronic responses only now are acceptable. See Amendment Form.

RFI-8. Does the USFS determine this building to be a Designated Emergency Center (requiring Category IV design standards)?

Response: No, this building should be designed to Category II design standards.

RFI-9. Is there a back up generator required for the IT room or full building?

Response: There is no backup generator required for this project.

RFI-10. There is no information on the communication antenna towers within the RFP.

Response: The need for communication tower and antennae installation is still being determined. If it is deemed necessary, we will discuss that with the successful offerorer at the appropriate time.

RFI-11. For the price breakdown, there are 3 options with item numbers OI1, OI2 and OI3. Are you looking for the cost to build these spaces in their entirety OR the price to tenant improve (build out) these spaces within the shell?

Response: The Forest Service looking for the cost to build these spaces out in their entirety.
