About this file

This document contains responses to questions regarding solicitation 1204M320R0001 from the Department of Agriculture Forest Service to replace the existing converted residences serving as office space for the Burns Interagency Fire Zone with a new premanufactured facility. The responses indicate the new facility will be a single-story building of approximately 14,800 square feet, constructed as a Risk Category II structure. It will have a Facility Security Level of II with a low level of protection. No renewable energy sources, LEED requirements, or soils reports are specified for the project. The document provides clarification on lighting control requirements and confirms EMT conduit can be used for branch circuit wiring. Windows must meet energy code but can be either metal or vinyl. Sound transmission class requirements for rooms remain as shown on the drawings.

Amendment 002 Attachment of Solicitation 1204M320R0001 Request for Information Responses

RFI-012 What Level of Protection (LOP) and Facility Security Level (FSL) will this facility carry? This is FSL Level II with LOW LOP

RFI-013 Will the Metal Building Supplier be required to have the MBS plans sealed by a licensed Structural Engineer? Or is a licensed Professional Engineer sufficient? MBS plans will need to be sealed by a Structural Engineer.

RFI-014 Please verify if this building will be classified as a Risk Category II or Risk Category III per the IBC code. Risk Category II

RFI-015 The specifications reference a Section 6.6 for Structural Standards which we do not find in the documents. Please provide Section 6.6. I don’t follow the reference to Section 6.6. Please provide clarification of where the problem in the specifications exists.

RFI-016 Are there any soils reports available for the area or for the buildings being demolished? No.

RFI-017 Please confirm that there is no LEED requirement for this project. There is no LEED requirement for this project.

RFI-018 Will a renewable energy source (photovoltaic) be required on this project, and if so, in what capacity? We recommend adding a dollar amount or percentage of construction cost to be utilized for renewable energy. This may affect the structural loading on the building which will need to be recalculated. No renewable energy source is required on this project.

RFI-019 Specification section 01 10 10 part 8.18.E indicates LED lighting with 0%-100% dimming. Standard LED fixtures do not typically dim smoothly to 0%, and as such we recommend changing requirement to LED dimmers with 10%-100% dimming and on/off capability. Noted, and details such as this can be discussed during design.

RFI-020 Please clarify requirements of programmable lighting fixtures specified in section 01 10 10 part 8.18.E. Requirements for lighting controls are described in 01 10 10 8.18.G.

RFI-021 Specifications indicate existing shed and shower buildings to be re-fed such that each building has a separate electrical meter. The existing service to these buildings was recently installed, and we recommend maintaining existing conditions with regard to the use of single meter to serve both the existing shower and existing shed buildings. The power for the Shower building, green shed building #1402 and sewage pump station and service to feed these will be determined on the final layout of the new proposed building. Currently an overhead transformer 120/240V 1 phase, shown on sheet CS101 note square 7 that feeds the shower building, pump station and shed overhead will be removed. The feeder from this pole is owned by the PUD currently. The existing common meter is located on the green shed that feeds the green shed, pump station and shower building from this overhead transformer may be retained and the feeders to these loads retained. A new secondary feed from a relocated or new overhead or pad mounted 120/240V PUD owned transformer to the existing common meter for these two buildings and pump station is required.

RFI-022 The design guidelines provided appears to be generic and include numerous items not relevant to this project. For example, there are sections for sliding vehicle gates with auto openers, fencing and access control at pedestrian gates. We would like to confirm that it is not the intent to upgrade or verify that these various existing items need to be upgraded to these standards and that these items, along with many others, do not apply to this project. This is an accurate assessment. Generally speaking, if the design guidelines reference a particular section that isn’t mentioned in the drawings, the guidelines are not relevant to this project.

RFI-023 Can EMT be used for branch power? Specification 01 10 10 Section 8.14.A list out which raceways we can use but EMT isn’t on either list. Steel EMT is the primary wiring method for the interior of this building. Steel flexible conduit may also be used where needed for flexibility. All metallic raceways used shall be steel. MC cable is not allowed. Aluminum raceways are not allowed.

RFI-024 Are windows to be metal or can they be vinyl as long as the meet any resistant film requirements? They just need to meet Energy Star Requirements.

RFI-025 The Acoustic Design requirements in 01 1010.4.06.B have been removed from the previous RFP. However, the STC requirements are still shown on the Room Data Sheets for the various spaces. Is this STC requirement of the Room Data sheets still desired or is it a carry over from the previous RFP? The STC requirements in the Room Data sheets are still desired.
