About this file

The document is a Buy American Certification for Construction Projects issued by the Federal Aviation Administration (FAA), applicable to the Kenton County Airport Board's (KCAB) North & South Aircraft Rescue and Firefighting (ARFF) Stations Mechanical, Electrical & Plumbing (MEP) Modifications & Tank Installation project. The project involves comprehensive modifications to ARFF facilities, transitioning from Aqueous Film Forming Foam (AFFF) to Fluorine Free Foam (F3), which requires installing new 2000-gallon polyethylene foam storage tanks, centrifugal chemical processing pumps, distribution piping, valves, and electrical modifications at both North and South ARFF stations. A mandatory pre-bid meeting and site visit is scheduled for Thursday, November 6, 2025, at 10:00 am, with bidder questions due by November 20, 2025, and the final bid submission deadline set for Thursday, December 4, 2025, at 2:00 pm.

The project is estimated to cost $660,000, with $545,000 allocated for construction/installation and $109,000 for contingency, to be funded through CAPEX. The procurement emphasizes equal opportunity, compliance with federal regulations, and Buy American provisions, requiring contractors to certify that steel and manufactured goods used in the project are produced in the United States. Bidders must provide comprehensive documentation including safety evaluations, incident rates, workers' compensation modification rates, and OSHA documentation. The project is scheduled for procurement completion in November 2025 and design/construction completion by July 2026, with the contractor expected to commence work within 10 calendar days of receiving the Notice to Proceed. Known project risks include potential reduced fire suppression effectiveness, higher costs, limited foam availability, required firefighter retraining, and specialized storage and disposal requirements.
