About this file

This is an Insurance Requirements document establishing builder's risk insurance mandates for Santa Rosa County, Florida construction projects. The Contractor must obtain and maintain an "all-risk" or "special form" Builder's Risk Insurance policy for the entire duration of construction at the Contractor's expense. Coverage must equal or exceed the total construction contract amount, including any approved change orders, and must protect against loss or damage to work, materials, equipment, and supplies whether located on-site, off-site, or in transit. Santa Rosa County, its officers, employees, and agents must be named as additional insureds and loss payees, with the policy including a waiver of subrogation in favor of the County. The Contractor must provide a Certificate of Insurance and a copy of the Builder's Risk policy endorsement prior to the Notice to Proceed or commencement of any work, with documentation subject to County review and approval before work begins. Coverage must remain in effect until Santa Rosa County issues written notice of final acceptance or project completion, and the policy cannot be canceled, reduced, or allowed to lapse without thirty days' prior written notice to Santa Rosa County.

The Contractor assumes sole responsibility for all deductibles and must promptly process any claims arising under the Builder's Risk policy. All insurance proceeds must be made payable jointly to the Contractor and Santa Rosa County and applied toward repair or replacement of damaged work. These requirements apply to the Housing Reconstruction project at 8616 Baxter Road, Milton, FL 32583, with a mandatory pre-bid meeting scheduled for November 18, 2025, at 9:30 a.m., bid submissions due December 8, 2025, at 10:00 a.m. through the Santa Rosa County Procurement Portal, and a contract term of 120 consecutive calendar days after the Notice to Proceed.
