This Special Provisions and Technical Specifications document is issued by the West Virginia Department of Environmental Protection (WVDEP), Office of Special Reclamation, in Grant and Tucker Counties, West Virginia, for the reclamation of five former coal permit sites (S-2001-86, S-5280, S-2003-03, S-5380, S-2011-87) near the Mount Storm Power Plant and reservoir. The project encompasses comprehensive reclamation work including site clearing and grubbing, access road construction and rehabilitation, excavation and fill operations, pond reclamation, installation of acid mine drainage (AMD) treatment facilities, pumping stations, conveyance systems, revegetation, and erosion control measures. The contract period is eighteen months from the Notice to Proceed, with work restricted to 7 a.m. to 7 p.m., six days per week, with no Sunday or holiday work permitted. The contractor must submit a detailed construction schedule, equipment mobilization plan, and schedule of values at the pre-construction conference. Multiple technical inspections, testing requirements, operational demonstrations, and project record documentation are required throughout the contract term.

Payment is structured on a mixed basis including lump sum items for mobilization and demobilization (not to exceed 1% of total bid), site preparation (not to exceed 2%), construction layout (not to exceed 1%), quality control (not to exceed 1%), and administration (not to exceed 3%), with unit price payments for unclassified excavation measured in cubic yards, access roads measured in tons, sediment control and revegetation measured in linear feet or square acres, and various structural and equipment installations. The contractor bears all costs for temporary facilities, utilities, water supply, equipment, and materials unless otherwise specified, and must secure all necessary borrow and disposal areas with appropriate right-of-entry agreements and NEPA compliance documentation. Performance bonds, insurance certificates, and certified payroll submissions are required as conditions for invoice approval. The project site is accessed via Route 48 (Corridor H) near Mount Storm, with site access controlled by Dominion Energy; the contractor must arrange security through Dominion Energy and provide electric power to site facilities, with Dominion providing power to the security trailer.
