About this file
This clarification email chain involves the Greater Orlando Aviation Authority (GOAA) regarding Disadvantaged Business Enterprise (DBE) participation requirements for a professional design services solicitation for the Orlando Executive Airport Taxiway A Rehabilitation and Related Improvements project (BP-00052). The project entails comprehensive design services for rehabilitating Taxiway A and its connectors, including asphalt pavement work, drainage improvements, and construction of an aircraft holding bay. The solicitation is structured as a Request for Statement of Qualifications (RFSQ) with a pre-submittal meeting scheduled for February 13, 2026, solicitation release on February 8, 2026, proposal submissions due March 12, 2026, and board approval for ranking and award anticipated for May 20, 2026. The estimated design cost is $700,000, and respondents must demonstrate minimum qualifications including prior experience as a prime consultant on at least two similar airfield projects valued at $5,000,000 or more within the past five years and possess Florida professional engineering licensure.
The key clarification provided by the Senior Small Business Administrator addresses a critical regulatory change: the U.S. Department of Transportation has issued an Interim Final Rule that currently prohibits counting DBE participation for this federally funded contract. The project is funded through FAA Airport Improvement Program grants (95%), Florida Department of Transportation funding (4%), and a 1% local match from GOAA. The procurement team was initially coordinating small business requirements for the RFSQ; however, this email clarifies that standard DBE participation goals cannot be applied due to current USDOT interim regulations. A related project, BP-00502 for MCO South Park Place Overflow Parking Improvements, will receive similar clarification when re-advertised.

Good afternoon, The U.S Department of Transportation (USDOT) has issued an Interim Final Rule ( IFR) , that currently does not permit us to count DBE participation at this present time. If you have any questions, feel free to reach out.

Hi Rabria, We are coordinating a Request for Statement of Qualifications with the procurement team to find designers for a federally funded taxiway rehabilitation project at the executive airport. The design is currently estimated to cost us $700,000.00 and the funds are from the FAA AIP fund (95%), FDOT
(4%), and a 1% GOAA match.
Please let me know what small business requirements we should include in the advertisement.
Feel free to reach out for more information if required!
