About this file

This is an email clarification document from the Greater Orlando Aviation Authority (GOAA) regarding Disadvantaged Business Enterprise (DBE) participation requirements for professional design services related to a taxiway rehabilitation project at Orlando Executive Airport. The project, designated BP-00502 ORL TW A Rehabilitation & Related Improvements, involves pavement rehabilitation for Taxiway A and its connectors, along with construction of an aircraft holding bay. The scope of work includes asphalt pavement mill and overlay, removal of existing pavement, new asphalt construction, clearing and grubbing, excavation, hauling, grading, drainage, sodding, marking, lighting, and signage. The estimated design cost is $700,000.00, and the GOAA procurement team is coordinating a Request for Statement of Qualifications (RFQ) to select design firms for this federally funded project.

The project is funded through Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants comprising 95 percent of project costs, Florida Department of Transportation (FDOT) funding at 4 percent, and a 1 percent local match from GOAA. A critical clarification issued by the Senior Small Business Administrator indicates that the U.S. Department of Transportation (USDOT) has implemented an Interim Final Rule (IFR) that currently prohibits counting DBE participation on this contract at the present time. The email also notes that a separate project, BP-00502 MCO South Park Place Overflow Parking Improvements, will be re-advertised and will receive the same DBE clarification guidance.

Good afternoon, The U.S Department of Transportation (USDOT) has issued an Interim Final Rule ( IFR) , that currently does not permit us to count DBE participation at this present time. If you have any questions, feel free to reach out.

Hi Rabria, We are coordinating a Request for Statement of Qualifications with the procurement team to find designers for a federally funded taxiway rehabilitation project at the executive airport. The design is currently estimated to cost us $700,000.00 and the funds are from the FAA AIP fund (95%), FDOT

(4%), and a 1% GOAA match.

Please let me know what small business requirements we should include in the advertisement.

Feel free to reach out for more information if required!
