About this file

This file is an email chain regarding Disadvantaged Business Enterprise (DBE) clarification for a professional design services solicitation issued by the Greater Orlando Aviation Authority (GOAA). The solicitation seeks professional design services through a Request for Statement of Qualifications (RFSQ) for the Orlando Executive Airport Taxiway A Rehabilitation and Related Improvements project (BP-00052). The project involves comprehensive design services for rehabilitating Taxiway A and its connectors between Taxiway A1 and Taxiway A5, including construction of an aircraft holding bay, with work encompassing asphalt pavement mill and overlay, pavement removal and reconstruction, clearing and grubbing, excavation, grading, drainage improvements, sodding, and installation of markings, lighting, and signage. The solicitation was released on February 8, 2026, with a pre-submittal meeting scheduled for February 13, 2026, and proposals due on March 12, 2026. Board approval for ranking and award is scheduled for May 20, 2026.

The estimated design cost is $700,000, funded through 95% FAA Airport Improvement Program (AIP) grants, 4% Florida Department of Transportation funding, and 1% local match from GOAA. A significant clarification regarding this solicitation is that the U.S. Department of Transportation (USDOT) has issued an Interim Final Rule that currently prohibits counting DBE participation for this contract, despite DBE participation goals typically being standard for federally funded projects. The procurement is subject to federal regulations including Title VI Civil Rights requirements and Transportation Security Administration directives.

Good afternoon, The U.S Department of Transportation (USDOT) has issued an Interim Final Rule ( IFR) , that currently does not permit us to count DBE participation at this present time. If you have any questions, feel free to reach out.

Hi Rabria, We are coordinating a Request for Statement of Qualifications with the procurement team to find designers for a federally funded taxiway rehabilitation project at the executive airport. The design is currently estimated to cost us $700,000.00 and the funds are from the FAA AIP fund (95%), FDOT

(4%), and a 1% GOAA match.

Please let me know what small business requirements we should include in the advertisement.

Feel free to reach out for more information if required!
