And so I'm going to give you a really quick brief overview of the service center, the part and the parts of the organization that are going to be supported by these requirements.

We are responsible for the execution of the Coast Guard C5I capabilities, so we're structured using a shared services model.

We have several product lines that focus on the actual implementation and execution of specific C5I projects and services, and then we have shared service divisions that provide support to all of them.

So the business Operations Division provides business support services guidance to the whole.

If I buy service center and in particular this requirement supports the services that are provided by the following BOD branches.

AIB supports and coordinates C5I in Coast Guard major assets, so things like cutters, both legacy and new cutters, there's the C5I Acquisition Support Branch, my branch, we do vendor engagement and facilitate the acquisition lifecycle, working with both the program staff and the contracting officers.

We've got the performance and process management branch.

They focus on managing and measuring performance and metrics and processes across the service center.

Umm, so we also have the project management branch who provides the guidance standards and process for all projects within the service center.

And then lastly, the service management branch, who is responsible for developing, managing and executing the C5I Service Center Strategic business plan.

Umm, so that takes care of God.

And then additionally, the requirement also supports the Asset Logistics division.

However, their requirements under excuse me, however, their requirements under this BPA are focused on their asset services and their asset functions.

So asset management and logistics compliance are the piece of their services under this requirement.

So as a whole, we're looking for this BPA to really further the shared services model that we use.

But what we've noticed within the last several years is that COVID really changed the way an extent to which technology was used.

So first question, I mean we have several questions to get through.

So please, if you can just let us get through the questions and then we can answer any questions regarding evaluation process and procedures after we're done or if you have any follow ups to the questions I'm discussing and answering today, please do so using the raised hand and colon corridor will let me know.

So this is regarding Page 3, Section 3 page #2.

Will the government create a numerically weighted matrix to clarify the trade off evaluation process?

The government will use procedures that stated in far apart 8.4053 blanket purchase agreements for establishing the multiple award BPA.

So that's the process that we'll use when it comes to evaluating and also rating your quotes.

Question #2 will the government please define what highest technically rated means or provide what criteria is included in this rating process?

So highest technically rated is selection is a selection process that can be utilized in accordance with far subpart 15101.

It's on the best value continuum, so at one end you have trade off and on the other end you have LPTA and in between there are several selection factors that selection criteria that you can use on that best value continuum.

And this is one of those that's on that continuum as well.

So please, please look at the far and look at that best value continuum and you can read all the Geo cases on that as well.

Question #3 in the event quotes are evaluated as technically equal, then price will become a major consideration.

Currently, the language suggests that price is not a major consideration unless close or evaluated as technically equal, and there is no mention of factor B, so I don't know about the second part of that, but should vendors within overall factor rating for factors A&B that are equal and then the government will consider whether the vendors total evaluated price is the best value for the government in accordance with the with far subpart 8.405 Dash 3.

So what that means is that if all things are equal, meaning that whatever the ratings, let's just go with outstanding, you get outstanding on factor a, you get outstanding on factor B, ANOTHER vendor gets outstanding on factor a outstanding on factor V then price will be considered.

So prices always, although it is not part of the non price factors, it is always considered.

Prices always considered.

Then OK, how will the government determine a reasonable, accurate, and complete price, or lack thereof?

Again, far subpart 8.04045 Dash 3 provides for that.

When combined or more important than factor C, which seems to indicate that factor C is more important only outweighed by factors A&B, the combined the response should vendors with an overall factor rating for factors A&B that are equal, then the government will consider whether the vendors total evaluated price is the best value for the government.

The term first tier subcontractors is sitting in.

The third bullet will the government please define first tier contractors and that is your subcontractor performing major or critical work?

OK, since this is at the BPA level and no task orders for specific tasking is known, any mitigation plan offered will be speculative.

But if you were to go back five years versus three years, that might give you a broader base, but that's up to you all you know, maybe you think five years is too old for experience, but maybe three years is too short.

We don't plan on bidding as an SBA mentor protege or as a CTA, but a lot of those recent rulings from the Court of Federal Claims and the EGO do allow Mitchell protege past performance to be used if they have a schedule similar to CTA being allowed.

So I just wanted to kind of go back to the GSA contractor teaming arrangement, IF2 primes.

Have the GSA send mass 541611.

GSA does allow them to form what's called a contractor teaming arrangement to then bid on it.

I'm just trying to understand as of course if we bid on this, we wanna win an award and not have any protests, but just wanted to make sure that you all are aware of all the recent rulings in regards to some of the Iqs and BPAS because some of these have taken between one to three years to even get out the door, which is certainly frustrating for you.

And then also industry.
