Statement Of Work (SOW)
1.0 GENERAL:
1.1 SCOPE: The scope of this Blanket Purchase Agreement (BPA) is to provide for non-personal services for Contractor Consulting, Project Management and Support, Strategic Planning, Portfolio Management, Business Process Planning, Process Development, Process Integration Planning, Facilities Planning, Marketing and Communications Planning Services, Life Cycle Cost Estimation Services, Cybersecurity Service Provider (CSSP) Program Maturation and Recertification, Acquisitions Lifecycle Support, Enterprise Life Cycle Logistics and Engineering Support to include: Material, Configuration, Business, and Inventory Management, Logistics Supply Support, and Planned Maintenance Development Support Services. These services shall support the missions and requirements of the C5ISC; the Coast Guard Chief Information Officer’s (CIO) Office, Commandant (CG-4, CG-6, CG-7, and CG-93);
and Coast Guard Cyber Command (CGCYBER).
1.2 BACKGROUND: In June 2020, the Coast Guard established the C5ISC to align with the Commandant’s Coast Guard Modernization Initiative and shift to a functions-based support structure to standardize processes and procedures across all locations, missions, and asset types.
The primary mission of the C5ISC is to unify the Coast Guard’s command, control, communications, computer, cyber and intelligence support structure and business practices to Deliver Technology Solutions for Mission Success. The C5I Service Center is comprised of a geo-dispersed workforce, numbering over 1,100 dedicated military, civilians, and Contractor personnel committed to meet the demand articulated by the Commandant’s Intent, “The rapid pace of innovation in the maritime domain is leading to growing interconnectivity, increased reliance on data and networks, and the deployment of commercial space and artificial intelligence systems”. The CIO, CG-6, C5ISC, and CGCC continue with a technology revolution of end-of-life enterprise systems and are in incessant need for support services to assist the United States Coast Guard (USCG) business and logistics functions during this rapid advancement in technology environments.
CG-6’s mission is to enhance the value of C5ISC in performance of USCG missions by developing and aligning enterprise strategies, policies, and resource decisions with USCG strategic goals, mandates, and customer requirements. As the engineering and technical execution arm of CG-6, the C5ISC enables USCG mission execution by providing high-quality information and situation-awareness products and services, depot-level maintenance and repair services, resource transparency and total asset visibility, and configuration management.
The mission of CGCYBER is to conduct operations and deliver effects in and through cyberspace to “Defend Coast Guard Cyberspace, Enable Coast Guard Operations, and Protect Maritime Transportation Systems”.
2.0 REQUIREMENTS: All services provided under this BPA will be non-personal.

2.1 SUPPORT SERVICES: The Contractor shall provide all personnel, supervision, and other items necessary to support and perform the services required by the Government in these primary areas:
2.1.1 ACQUISITION INTEGRATION SUPPORT SERVICES
The Contractor shall analyze, review, and provide suggestions to identify candidate hardware, software, systems, and support needs for designation as USCG Standard Systems, and support the standardization approval process.
The Contractor shall provide recommendations to improve management and accountability in execution of all acquisition program support activities.
The Contractor shall assist in planning and delivering initiatives and projects supporting priority initiatives such as the adoption of the DoD Enterprise Service Management Framework (DESMF), Acquisition to Sustainment Support and Management, Acquisition Strategy Development and Implementation, Mission Support Business Model Implementation, Organizational Change Support, and any other Command Priorities.
The Contractor shall provide support and assistance for integrated logistics and engineering systems to include, but not limited to, developing policies, standards, and best practices used in the acquisition of C5I systems and services and Coast Guard cutters, boats, and aircraft including (but not limited to):
• Conducting reviews of Contract Data Requirements List deliverables
• Supporting and participating in Integrated Product Teams (IPT) and Working Groups,
• Performing Acquisition Management Support Services
• Performing reviews of acquisition program Systems Development Lifecycle (SDLC) artifacts related to C5I sustainment, such as Electronics Integrated Logistics Plans
(EILSP)
• Performing reviews of change proposals
• Performing reviews of equipment installation drawings
• Verifying equipment installations
• Perform reviews of C5I systems training documents
• Determining sustainment personnel manning levels
The Contractor shall provide support to enroll new assets, systems, hardware, software, and services into appropriate Enterprise information processing systems that enable effective configuration management, maintenance, asset visibility, and supply chain management.

2.1.2 ACQUISITION MANAGEMENT SUPPORT SERVICES
The Contractor shall provide Acquisition Management Support to include assistance in:
• Acquisition Planning, such as market research, developing government cost estimates, and drafting Statements of Work (SOW) and Performance Work Statements (PWS)
• Administrative support for Source Selection Phases of the CG Acquisition process, including (but not limited to) preparing technical evaluations and serving as technical advisor to source selection boards
• Contract Management, such as assisting in Contractor performance evaluations and assessing contract claims
The Contractor shall provide business management and acquisition support and assistance for planning development and execution of acquisition packages, procurement services-associated documents, and supporting acquisition vehicles to support organizational acquisitions, to include:
• Developing acquisition strategies and approaches for development and sustainment of USCG systems (and conducting associated market research)
• Analyzing vendor responses to Requests For Information (RFI), Sources Sought Notices (SSN), and other information gathering initiatives
• Performing and documenting Make-versus-Buy Analyses
• Performing Acquisition Planning assistance including conducting market research and recommending procurement strategies
• Developing Acquisition Planning related artifacts including:
o Preliminary Concepts of Operations Documents (P-CONOPS) o Budgetary Planning Cost/Price Estimates o Alternatives Analyses (AA) o Analysis of Alternatives (AoA) o Cost/Benefit Analyses (CBA)
• Identifying and defining requirements in the form of:
o Statements of Work (SOWs) o Performance Work Statements (PWS) o Statements of Objectives (SOOs) o Equipment Specifications (ES) o Cost/Price Estimates o Quality Assurance Surveillance Plans (QASP)
• Developing contract deliverable documentation using form, policy, and procedures using DD-1423 forms, Contract Deliverable Requirements List (CDRL) forms, and applicable Data Information Description (DID) documents
• Completing Industrial Security Reviews and integrating provisions in acquisition artifacts

The Contractor shall provide support for acquisition-related capabilities for strategic partnerships, communication, performance measurement, compliance and risk management, and on-boarding/off-boarding vendors and Government personnel.
The Contractor shall assist and provide support to develop acquisition related processes, flow charts, procedures, templates, and example artifacts that support development and submission of Acquisition Packages, including (but not limited to):
• Managing acquisition-related resources, training, processes, and other information on web and/or portal environments
• Managing acquisition-related schedules and metrics/data
• Developing, updating, and executing acquisition strategy elements to meet C5ISC objectives
• Developing policy, processes, procedures, and job-aids for C5I Acquisition support
• Assisting C5I mission partners in developing viable acquisition strategies and schedules leading to successful and on-time contract awards
• Assisting C5I mission partners in developing Work Breakdown Structures (WBS) related to acquisitions, defining user requirements, performing market research, and developing complete and acceptable acquisition artifacts including performance criteria, independent costs and lifecycle cost estimates
• Identifying, developing, managing, and keeping updated acquisition training resources and assets in the C5I Acquisition Resource Portal and C5I Knowledge Library
The Contractor shall provide vendor management support services and assistance to include:
• Managing contract inventory
• Managing Vendor Capability Statement information
• Managing, scheduling, coordinating, and implementing Government Industry Day and
Government Reverse Industry Day events
• Developing and maintaining Contracting Officer’s Representative (COR) processes, procedures, and policies
• Developing and maintaining COR training and resource libraries
• Managing COR-related resources, training, processes, and other information in online knowledge management libraries and/or portal environments
• Planning, scheduling, conducting, and/or recording annual Contract Performance
Reviews, and analyzing results to provide executive summaries, significant findings / conclusions, and recommended Courses of Action (COA)
Statement Of Work (SOW)
The Contractor shall perform acquisition management support activities and assistance related to developing and processing DHS ITAR, DHS Appendix G, DHS DART, Industrial Security, and Information Assurance security reviews.
The Contractor, any SubContractors, and all employees performing acquisition management support services shall comply with provisions described in Section 4.8, Organizational Conflict of Interest.
2.1.3 PROJECT MANAGEMENT SUPPORT SERVICES
The Contractor shall provide Project Management support services and assistance to analyze, review, and provide suggestions that assist in planning and execution of projects and functions including (but not limited to):
• Providing recommendations to develop, implement, support, and routinely update all aspects of project management for Coast Guard and Department of Homeland Security (DHS) CIO, CG-6, C5ISC, and CGCYBER systems supporting the operating workforce
• Developing, deploying, and maintaining uniform project management standards, process, tools, training, methods, and related knowledge assets that align with Coast Guard and DHS policy, incorporate Enterprise Architecture principles, and comply with authoritative directives and governance.
• Applying industry best practices for project management, service management, business relationship management, and process management practices
• Performing project-level governance reviews, reporting, maintenance, and control of associated records
• Providing recommendations and supporting consolidation, monitoring, and management of project-level information and dissemination to facilitate contract management, resource proposals, budgeting, project selection and prioritization, project assessment, and organizational decision-making
• Providing recommendations and supporting implementation of authorized changes to Coast Guard and DHS configuration baselines, and assuring projects are properly funded, scoped, and aligned with mission requirements
• Providing recommendations and support to manage and coordinate authorized CIO, CG-6, C5ISC, and CGCYBER lifecycle projects, including (but not limited to) new construction, relocation and expansion of shore facilities, facility/asset decommissioning, new capability generation, termination of depreciated capabilities, and modifications to existing baselines
• Coordinating and developing project-end, year-end, fiscal year, and multi-year plans and reports necessary to support Division compliance with organizational policy
• Collaborating in planning, coordination, and mitigation of project-related supply and logistic issues and risks

The Contractor shall provide project management support services and assistance in support of CIO, CG-6, C5ISC, and CGCYBER projects to include:
• Facilitating IPT meetings and other sessions to coordinate project resources and determine project status
• Participating in project reviews and provide recommendations to Coast Guard Project Managers for project cost, schedule, and performance improvements
• Providing guidance and recommended solutions on risk and issue tracking and mitigation
• Recommending changes to improve Project Management process performance
• Filing and maintaining project records in appropriate CIO, CG-6, C5ISC, and
CGCYBER repositories
The Contractor shall provide business support services and assistance to implement, develop, revise, and support CIO, CG-6, C5ISC, and CGCYBER Project Management to include:
• Providing direct business support, facilitating and assisting in planning and execution of C5I projects and all functions
• Assessing and reporting project status based upon established project milestones
• Assessing and reporting project cost, schedule, and performance data based upon comparison between approved project baselines and actual values
• Developing, implementing, routinely updating, and supporting preparation and retention of Project Management deliverables and artifacts
• Developing, implementing, routinely updating, and providing support for metrics definition, analysis, and reporting
• Coordinating stakeholders on tasks and review work products for completeness, quality, and alignment to C5ISC objectives and standards
• Coordinating activities between Coast Guard and other Contractor support personnel
The Contractor shall provide consulting services to implement, develop, and support of the following:
• Earned Value Management
• Enterprise Risk and Value Management
• Organizational Workforce Task Analyses
• Workforce Transformation
The Contractor shall provide training services for instructor-led (on demand/Just-in-Time) training as well as course curriculum development in the following functional areas:
• Project Management
• Requirements Management and Requirements Analysis

2.1.4 PERFORMANCE & PROCESS MANAGEMENT SUPPORT SERVICES
The Contractor shall assist in developing, implementing, and maintaining business performance and process management functions for organizational functionality, coordinating both across partner organizations and between / within internal organizational components.
The Contractor shall assist in conducting research and analysis to provide strategic, growth planning, and execution consultative guidance to position organizational components to succeed in achieving business objectives over increased service demand and complexity throughout the course of the Contract’s Period of Performance.
The Contractor shall assist in assessing strategic landscapes (e.g., overarching strategic guidance, events impacting Coast Guard C5I service delivery, key stakeholder statuses, etc.) to define, establish, and update long-term strategic objectives that guide organizational functional business decisions to meet those goals.
The Contractor shall assist in assessing the effectiveness of organizational components, current state processes capabilities, work plans, business management decisions, key stakeholder engagements, and other relevant factors in meeting strategic objectives. Based on those assessments, the Contractor shall develop and recommend courses of action (COA) that best position organizational components to succeed in progressing toward and achieving those objectives, and support execution of approved COAs (to include providing portfolio / program / project management services and other tasking specified at the Order level).
The Contractor shall assist in developing and maintaining current Continual Process Improvement (CPI) training products (e.g., curricula, curriculum change logs, printed material, presentation slides, student surveys, etc.) that cover the Lean, Six Sigma, and Theory of Constraints improvement methodologies commensurate with prevailing industry standards of Yellow Belt and Green Belt certification levels, as well as how strategic continual improvement work is administered and executed in the organization. The Contractor shall also assist in researching feasibility and viability of alternative CPI training options (such as Lean Six Sigma Black Belt certification) both internal and external to Coast Guard organizations.
The Contractor shall assist in coordinating and supporting all aspects of organizational CPI training, to include but not limited to optimizing alignment of training schedules with Command-level Continual Performance Improvement (CCPI) Initiatives as well as formal CPI efforts outside of the CCPI Program, and planning, preparing, coordinating, facilitating, and conducting training sessions and curriculum revision working sessions.
The Contractor shall assist in engaging and liaising with organizational stakeholders to include, but not limited to, planning, supporting, and facilitating meetings, determining how to solve
Statement Of Work (SOW) those stakeholders’ problems, developing COA options / recommendations, and developing, executing, and maintaining work plans to be performed at the Order level.
The Contractor shall provide technical and workflow development support as the organization transitions Enterprise Service Management Platform (ESMP) tools, to include but not limited to:
content development / administration, information / data integration, automation, and other related SharePoint Online functions and capabilities.
The Contractor shall assist in maintaining knowledge assets and knowledge libraries (and other repositories) that facilitate rapid End User access to included assets, to include providing support to develop and maintain maintenance schedules, scheduling and facilitating meetings, maintaining version control of contents, and related activities as specified at the Order level.
The Contractor shall assist in identifying, defining, documenting, and maintaining current lists of internal services (i.e., services that organizational components provide to organizational components within the same organization), external services (i.e., services that organizational components provide to components external to that organization), and associated process documentation and other knowledge assets.
The Contractor shall assist in determining and defining knowledge asset metadata needed to inform and support performance / process improvement and knowledge management (to include but not limited to, key performance indicators, affected process baselines, etc.), and shall assist in conducting research, facilitating discussions, and maintaining data to support decision-making forums and corrective maintenance.
The Contractor shall assist in developing, implementing, and routinely updating performance management systems, metrics frameworks, and toolsets that enable capabilities that monitor, control, visualize, and maintain organizational functionality.
The Contractor shall support and provide guidance in adopting maturity models, including conducting organizational analyses in order to develop, execute, and conduct research and correspondence to maintain action plans detailing steps to adopt maturity models and steps organizational components should take to mature capabilities in alignment with maturity models.
The Contractor shall assist in developing, implementing, managing, administering, and routinely updating online repositories using tools, technologies, and other platforms approved for use on Coast Guard networks.
The Contractor shall assist in defining, drafting, developing, and updating governance content and or standard operating procedures (SOP) for organizational functionality, as well as support maintenance and improvement of online SOP repositories in SharePoint Online and other platforms approved for use on Coast Guard networks.
Statement Of Work (SOW)
The Contractor shall provide consultative guidance and execution support in defining and measuring effectiveness of governance efforts and assets, and in continually improving governance effectiveness over time.
The Contractor shall perform Extract-Transform-Load (ETL) procedures on (often numerous and disparate) data sources, including supporting engagements with both internal and external organizational components in order to consolidate, condition, and validate data, enabling effective performance management for organizational processes, services, and products.
The Contractor shall recommend, develop, and assist in implementing strategies and action plans that optimize adoption and effective management of organizational changes.
2.1.5 SERVICE MANAGEMENT SUPPORT SERVICES
The Contractor shall assist in developing and updating Service Strategy and Management Plans including Service Prioritization, Risk Analysis and Mitigation, Operational Impact, Service economics and Return on Investments (ROI) Calculations.
The Contractor shall assist in developing and maintaining Service Catalogs.
The Contractor shall assist in developing and maintaining Service Transition Processes.
The Contractor shall assist in researching, designing, negotiating, developing, updating, evaluating, and tracking Service Level Agreements (SLA) and Operational Level Agreements (OLA) between the CIO, CG-6, C5ISC, and CGCYBER and their customers.
The Contractor shall assist in development and implementation of the following CIO, CG-6, C5ISC, and CGCYBER processes:
• Service Capacity Management
• Service Delivery Processes
• Priority Management Processes
• Service Governance Processes.
The Contractor shall assist in modernizing software development throughout CIO, CG-6, C5ISC, and CGCYBER.
The Contractor shall assist in developing, producing, deploying, maintaining, operating, and disposing of the Life Cycle Cost Estimates (LCCE) system over its entire lifespan.
2.1.6 ASSET AND ENTERPRISE LOGISTICS SUPPORT SERVICES
The Contractor shall assist in business management, inventory management, configuration management, and property management support and services in accordance with specific requirements and instructions provided in each Call and in accordance with all relevant regulations, policies, and Standard Operating Procedures (SOPs).
Statement Of Work (SOW)
The Contractor shall assist in supporting the Government in the development, documentation, publication, and refinement of business processes, SOPs, and other foundational policies, processes and documents.
The Contractor shall assist in administrative and business support with:
• Requisitioning and issuing asset parts through inventory
• Parts availability reporting and forecasting
• Maintaining supply process control and inventory data within appropriate systems of record
• Performing routine compliance audits for all maintenance materiel
The Contractor shall assist in providing lifecycle logistics and engineering services to support Product Line modernization and to provide the appropriate level of inventory management and material management support services as described:
• Managing and implementing multiple USCG-initiated configuration changes
• Making recommendations to improve process and system deployments/implementations
• Improving integrated logistics support processes
The Contractor shall assist in providing property and inventory support and documenting systems of record to ensure compliance.
The Contractor shall assist in tracking and monitoring Higher Level Assemblies (HLAs), Electronic Equipment, General Purpose Capitalized property and non-capitalized property, and disposal.
2.1.7 WORFORCE SUPPORT SERVICES
The Contractor shall support and assist in arranging, approving, and assisting with travel for uniformed service members and civilian employees in accordance with applicable policies and regulations.
The Contractor shall support and assist in processing government issued identification cards and in other administrative duties in accordance with applicable policies and regulations.
The Contractor shall support assist in processing, documenting, and controlling Facilities Engineering Work Requests and overseeing and approving GSA vehicle reservation requests for use by authorized base personnel in accordance with applicable policies and regulations.
3.0 CONTRACTOR PERSONNEL:
3.1 KEY PERSONNEL:
Key personnel are skilled, experienced professional and/or technical personnel determined to be essential for successful completion of the work to be performed under this BPA.
Statement Of Work (SOW)
Before replacing any individual designated as key by the Government, the Contractor shall notify the Contracting Officer no less than 15 business days in advance and provide the name and qualifications of any proposed substitute(s). The Contractor shall not replace Key Contractor personnel without prior approval from the Contracting Officer.
All proposed substitutes shall possess qualifications equal to or greater than those of the key person being replaced, unless otherwise approved by the Contracting Officer.
For the purpose of Calls under this BPA, Key Personnel shall be available within 48 hours of notification by the Government in-person or virtually and require the following minimum experience:
3.1.1 PROGRAM MANAGER: The Contractor shall provide a Program Manager who shall be the point of contact for all Contractor work performed under this BPA.
Description of Work: The Program Manager shall be a single point of contact for the Contracting Officer and the Contracting Officer’s Representative (COR). It is anticipated that the Program Manager shall be one of the senior level employees provided by the Contractor for the work effort. The name of the Program Manager, and the name(s) of any Alternate(s) who shall act for the Contractor in the absence of the Program Manager, shall be provided to the Government as part of the Contractor's proposal. During any absence of the Program Manager, only one Alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The Program Manager and all designated Alternates shall be able to read, write, speak, and understand English.
The Program Manager shall be responsible for ensuring conformity to contractual obligations and establishing and maintaining master plans and schedules. The Program Manager shall perform day-to-day management of overall BPA support operations.
The Program Manager shall be available to the Contracting Officer Representative via both telephone and email for a typical 8-hour workday within the hours of 0800 and 1700 EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 24 hours of notification.
Educational Requirements: The Program Manager shall have a minimum of a Master’s degree in Business Management, Information Technology, or Engineering.
Certification Requirements: The Program Manager shall have and maintain current Project Management Professional (PMP®) certification from the Project Management Institute.
Experience Requirements: In addition to the educational and certification requirements, the Program Manager shall also have a minimum of twelve (12) years of experience in performing program management support services for IT and Logistic Programs.

3.1.2 PROJECT MANAGEMENT CONSULTANT LEVEL III: The Contractor shall provide a Project Management Consultant who shall be responsible for all Contractor work performed under Calls issued under this BPA.
Description of Work: The Project Management Consultant shall assist in the development of a project management curriculum that supports Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) requirements, conduct project management classroom training that enables FAC-P/PM, and provide mentoring. The Project Management Consultant shall provide guidance to improve business process re-engineering and enable effective planning, management, and execution of strategic programs and projects.
Educational Requirements: The Project Management Consultant shall have a minimum of a Master’s degree in Business Management, Information Technology, or Engineering.
Certification Requirements: The Project Management Consultant shall have a Project Management Professional (PMP®) certification from the Project Management Institute (PMI) and have successfully completed ITIL® Foundations training.
Experience Requirements: In addition to the education and certification requirements, the Project Management Senior Consultant shall have a minimum of eight (8) years of experience managing projects, with a focus on business process and re-engineering projects.
Additional Required Knowledge and Skills: The Project Management Consultant shall clearly possess the following knowledge and skills:
• Proficient with Microsoft Office Suite of applications (e.g., Word, Excel, PowerPoint, Outlook, Teams, SharePoint)
• Ability to conduct detailed research and analysis of technical data
• Ability to read and interpret acquisition policy, regulations, and directives
3.1.3 LEAN SIX SIGMA MASTER BLACK BELT: Any Lean Six Sigma Master Black Belt required by a BPA Call shall be listed as Key Personnel.
Description of Work: The Lean Six Sigma (LSS) Master Black Belt (MBB) shall assist and mentor Government LSS Black Belt and Green Belt Candidates in completing LSS improvement projects. The LSS MBB shall certify completion of candidate improvement projects when appropriate. These services shall support the missions and requirements of the organizational component at the Call Order level in implementing procedures for process development, monitoring, and improvement at multiple locations consistent with LSS best practices. The LSS MBB shall, at the Government’s direction, develop and provide training for Government-appointed personnel in LSS / Continual Process Improvement (CPI) fundamentals (e.g., “Yellow Belt”) or applied LSS / CPI facilitation training consistent with the American Society for Quality’s (ASQ) defined Body of Knowledge for Certified LSS Green Belts and/or Black Belts.

Educational Requirements: The Lean Six Sigma Master Black Belt shall have a minimum of a Bachelor’s degree in Industrial-Organizational Psychology, Business Management, Information Technology, Industrial Engineering, or a related field.
Certification Requirements: The Lean Six Sigma Master Black Belt shall be certified by an appropriate certifying authority. Department of Defense or American Society for Quality are preferred. Certified Scrum Master certification by an agency accredited by the Scrum Alliance and/or Capability Maturity Model Integration (CMMI) Associate certified by the CMMI Institute may be required at the Call Order level.
Experience Requirements: The Lean Six Sigma Master Black Belt shall have a minimum of eight (8) years’ experience in completing Lean Six Sigma improvement projects after certification.
Additional Required Knowledge and Skills: The Lean Six Sigma Master Black Belt shall clearly possess the following knowledge and skills:
• Skilled in planning and facilitating improvement working sessions
• Knowledge of advanced practices from Lean, Six Sigma, Theory of Constraints, and other improvement bodies of knowledge, and skilled in developing and providing training in these and related areas
• Proficient with Microsoft Office Suite of applications (e.g., Word, Excel, PowerPoint, Outlook, Teams, SharePoint)
• Skilled in conducting detailed research and analysis of technical data
• Ability to read and interpret acquisition policy, regulations, and directives
3.1.4 BUSINESS CONSULTANT LEVEL III (SENIOR): The Contractor shall provide Business Consultants who shall be responsible for all Contractor work performed under Calls issued under this BPA.
Description of Work: The Senior Consultant shall provide support and assistance in government business practices, business re-engineering, business process development, business metrics development, facility and workforce planning, communications and marketing planning, and management-related issues as designated in resulting order(s).
Educational Requirements: The Senior Consultant shall have a minimum of a Bachelor’s degree in Business Management, Information Technology, or Engineering.
Experience Requirements: In addition to the educational requirement, the Senior Consultant shall also have a minimum of ten (10) years’ experience in business process development, re-engineering, or management.

3.1.5 SENIOR LOGISTICS MANAGER: The Contractor shall provide a Senior Logistics Manager who shall be responsible for all Contractor work performed on Calls issued under this
BPA.
Description of Work: The Senior Logistics Manager shall perform all the duties, functions and responsibilities of the Logistician III. In addition, the Senior Logistics Manager shall serve as Team Lead to maximize the capabilities of each individual member of the Team to meet requirements. The Senior Logistics Manager shall serve as Team Lead for task organizing. The Senior Logistics Manager shall serve as the primary liaison between the Government and the Contractor to ensure all tasks are prioritized, completed on time, and of the highest quality.
Educational Requirements: The Senior Logistics Manager shall have a Master’s degree in a logistics related field.
Certification Requirements: N/A
Experience Requirements: The Senior Logistics Manager shall have a minimum of ten (10) years of experience in conducting logistical tasks for commercial or government organizations.
Logistical tasks include knowledge and experience of a broad range of policies, procedures and techniques related to inventory management in order to determine requirements, position/reposition items, initiate procurement, schedule maintenance and repair of items, and dispose of others. Knowledge and experience of specialized methods and techniques used to analyze and evaluate the effectiveness and efficiency of supply programs and/or operations.
Knowledge and experience of the organization, regulations, policies and procedures of Coast Guard supply systems in order to accomplish material coordination responsibilities and make valid material management decisions. Knowledge and experience of the technical features and uses of assigned equipment and their relationship to supply and demand condition in order to successfully manage items, coordinate supply/program support and resolve supply/program support problems. Knowledge and experience of provisioning, transportation, storage, cataloging, maintenance, repair and disposal in order to perform material management processes and make material management decisions.

Additional Required Knowledge and Skills: In addition to the educational and certification requirements, the Senior Logistics Manager shall clearly possess the following knowledge and skills:

3.1.6 LOGISTICIAN LEVEL III (OFFSITE): The Contractor shall provide a Logistician who shall be responsible for all Contractor work performed under Calls issued under this BPA.
Description of Work: The Logistician Level III shall perform Configuration Management, Configuration Data Management, and Maintenance Data Management support for USCG Ashore and Afloat assets as directed by the COR. This includes current and future Higher-Level Assemblies and other related items as defined by the Call.
The Logistician Level III shall provide Organizational level and Depot level support in the development, update Configuration Management System (CMS), and verification stages of Maintenance Standards (MS), Recurring Tasks (RT); (i.e., training, presentation of data, analysis, running reports, etc.), Maintenance Items (MI), Cutter Maintenance Plans (CMP), Maintenance Requirements Lists (MRL) and CM-SETs for all USCG Ashore and Afloat USCG assets listed.
The Logistician Level III shall manage updates/changes/corrections to Configuration Item Functional Descriptions (CIFD) and its associated Configuration Item (CI), and the associated property values for the CIFD and/or CI as they relate to USCG supported assets.
Educational Requirements: The Logistician III shall have a Bachelor’s degree in a Logistics related field.
Certification Requirements: Specific Logistician Level III requirements will be defined in Calls issued under this BPA.
Experience Requirements: The Logistician Level III shall possesses a minimum of ten (10) years of hands-on experience in the Fleet Logistics System (FLS), performing configuration data management and tracking and managing property items in Oracle Fixed Assets Management (FAM), practical experience of equipment and its characteristics, properties, and uses in order to
(1) collect, analyze, interpret, and provide specialized information about equipment together with related advice to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment; (2) identify and recommend practical solutions to engineering design and manufacturing defects and recommend use of substitute testing or support equipment when equipment requested is unavailable; or (3) develop, install, inspect, or revise equipment maintenance programs and techniques. An additional four years (14 years total) of experience may be substituted for a Bachelor’s degree.

In addition to the experience and educational requirements described above, all key personnel shall possess the following knowledge and skills:
• Proficient with Microsoft Office Suite of applications (e.g., Word, Excel, PowerPoint, Outlook, Teams, SharePoint)
• Ability to read and interpret government policy, regulations, and directives and to apply those interpretations fully and legally to all activities described in this SO
3.2 BPA ADMINISTRATION: Notwithstanding the Contractor’s responsibility for their management during the performance of the contract, the administration of the BPA and Calls will require coordination between the Government and the Contractor. The U.S. Coast Guard, CG-9141 Contracting Office will perform all Government contract administration. The individuals listed below will be the Government points of contact during the contract ordering period.

3.3 QUALIFIED PERSONNEL: The Contractor shall provide qualified personnel to perform all requirements specified in this BPA and any resulting order. All Contractor employees supporting this BPA and individual Calls shall be citizens or legal residents of the United States.
Contractor employees supporting calls shall be able to read, write, speak and understand English fluently, and shall be United States citizens per HSAR 3052.204-71 Alt I.
3.2 EMPLOYEE IDENTIFICATION: Contractor employees visiting Coast Guard and other Government facilities shall wear an identification badge that, at minimum, displays the Contractor’s name, the employee’s photo, name, clearance-level and badge expiration date.
Visiting Contractor employees shall comply with all Coast Guard and Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and always display all identification and visitor badges in plain view above the waist. Contractor employees working on-site at Government facilities shall be identified as Contractors on email, at their desks, at meetings, on phone calls, and badges.
3.3 EMPLOYEE CONDUCT: The Contractor’s employees shall observe and comply with all applicable local and Headquarters regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, flag officer courtesy, “off limits” areas, wearing of parts of military uniforms, and possession of firearms). The Contractor shall ensure that all

Contractor employees always present a professional appearance, and their conduct does not reflect discredit on the United States, the Department of Homeland Security or the U.S. Coast Guard.
3.4 SAFETY AND SECURITY: The Program Manager shall ensure Contractor employees understand and abide by Coast Guard-established rules, regulations and policies concerning safety and security.
3.5 REMOVING AN EMPLOYEE FOR MISCONDUCT OR SECURTIY REASONS: The Government at its sole discretion may direct the Contractor to remove any Contractor employee from Coast Guard facilities for misconduct or security reasons. Such removal does not relieve the Contractor of the responsibility to provide sufficient qualified staff for adequate and timely service. The Government will provide the Contractor with an immediate written rationale for the removal of the employee through the Coast Guard Contracting Officer.
4.0 SECURITY: The performance under Calls for this BPA requires the safeguarding of Classified National Security Information (CNSI) and Sensitive But Unclassified Information.
Contractor employees shall safeguard this information against unauthorized disclosure or dissemination in accordance with the law and Government policy and regulation.
The Contractor shall abide by the requirements set forth in the DD Form 254, Contract Security Classification Specification, an attachment to the awarded BPA, and the National Industrial Security Program Operating Manual (NISPOM) for protection of classified information, as directed by the Federal Acquisition Regulation (FAR) Clause 52.204-2, "Security Requirements."
Classified information is U.S. Government information which requires protection in accordance with Executive Order 13526, “Classified National Security Information,” and supplemental directives. The Contractor shall abide by the requirements set forth in the DD Form 254, Contract Security Classification and the National Industrial Security Program Operating Manual (NISPOM), 32 CFR Part 117 for protection of classified information, as directed by the Federal Acquisition Regulation FAR) FAR 52.204-2, Security Requirements Clause (Mar 2021).
4.1 CLASSIFIED NATIONAL SECURITY INFORMATION ACCESS: The Contractor’s facility shall have a current Facility Clearance (FCL) at the SECRET level at the time of award.
Any subContractors identified to support classified task shall possess the appropriate FCL level based on the task sought in the resulting order.
Select Contractor personnel under this BPA require access to CNSI. Contractor personnel that require access to CNSI must possess U.S. Citizenship and must have a current background investigation to obtain the appropriate Personnel Clearance (PCL) at the SECRET level based on mission support. Persons determined by the Government to be a substantial risk to U.S. national security interests will not be employed under this BPA.

Contractor personnel who require access to CNSI shall maintain their security clearance eligibility for the duration of the Contract. All Contractor personnel working under this Contract who require access to CNSI must have a Classified Information Non-Disclosure Agreement (SF-
312) properly executed by their contracting company’s Facility Security Officer (FSO) and file with their clearance granting authority.
4.2 PUBLIC TRUST ACCESS: Contractor personnel who do not require access to CNSI must possess U.S. Citizenship and shall at a minimum be cleared for Public Trust access and Common Access Card (CAC) issuance. Contractor personnel shall have either a favorably adjudicated Tier 1 background investigation (or higher) or a favorable fingerprint adjudication determination by the U.S. Coast Guard Security Center.
Contractor personnel shall read, complete and sign the Department of Homeland Security Non- Disclosure Agreement – DHS Form 11000-6 (series). This form will be maintained on file by the Contracting Officer or servicing CG Command Security Officer.
4.3 REQUIREMENTS FOR GOVERNMENT FACILITY AND INFORMATION
TECHNOLOGY ACCESS: Contractor shall provide a visit authorization letter (VAL), equivalent to the USCG Visit Access Request (VAR), to the place of performance. All requests shall contain the information required by the NISPOM (for Contractor personnel that require access to CNSI) or required information to process a Tier 1 background investigation or reciprocity determination through USCG SECCEN.
