Environmental Investigation Services Report for Building 9175, JBLM, Washington
1.0 INTRODUCTION
Tehama, LLC (Tehama) has performed a full interior and exterior inspection for the presence or absence of Asbestos- Containing Materials (ACM) for Building 9175 at Joint Base Lewis-McChord (JBLM), Washington. The inspection was conducted at the request of Yaeger Architecture, Inc. (Yaeger) for use in their design-build package for renovation of Building 9175. The scope of work for this project was based on Yaeger’s scope of work, drawings and emails, and Tehama’s proposal, dated August 2, 2019. The intent of this inspection was to locate, identify and quantify ACM that will be impacted during the upcoming renovation project.
Building 9175 was constructed in the late 1980’s and was used as a dormitory until it was abandoned in the mid-2010’s.
The building is comprised of 3 floors with 3 different building sections per floor. Building sections A and C are the main dormitory areas, while building section B had the lobby/day rooms, storage, and a few additional dorm rooms. Although the building no longer serves as a dormitory, furniture and a few personal items were left behind in each room throughout the building.
Anne Eiseman and Megan Perez-Utter, certified Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA) Asbestos Inspectors with Tehama, performed the inspection on October 21st-24th, 2019.
Certifications for inspectors are located in Appendix A.
2.0 FIELD INVESTIGATION PROCEDURES AND SAMPLE ANALYSIS METHODS
Guidelines used for the inspection were established by the EPA in the “Guidance for Controlling Asbestos Containing Materials in Buildings”, 40 CFR 763, 29 CFR 1926.1101, 40 CFR 61, 29 CFR 1910.134, AHERA, National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations, and where applicable Washington Administrative Code (WAC 296-62-077 through 296-62-07755).
Field information was organized in accordance with the AHERA methodology of homogenous area (HA). An HA contains material that is uniform in texture and color and appears to be identical in every other respect. Building materials that were installed at different times or that do not appear to be similar in any other way are considered separate homogenous materials/areas. Bulk sampling for each HA was completed and specific sampling locations were chosen at random.
All bulk samples were sent to QuanTEM Laboratories and analyzed by Polarized Light Microscopy (PLM) coupled with dispersion staining techniques as outlined in the EPA 600/R-93/116 Method. The laboratory provides the approximate percentage of asbestos fibers in the sample and also identifies the crystal form of the asbestos. The EPA considers materials to be ACM if they contain greater than one-percent (1%) asbestos fibers. Occupational Safety and Health Administration (OSHA) regulations cover materials containing asbestos in any concentration.
The EPA considers the following materials to be non-suspect ACM, and consequently, they were not sampled:
• Glass • Fiberglass
• Metal • Rubber
• Concrete
• Brick
Tehama subcontracted laboratory analysis procedures to QuanTEM Laboratories located at 2033 Heritage Park Drive, Oklahoma City, Oklahoma 73120. The laboratory maintains accreditation from the following agencies:
• National Voluntary Laboratory Accreditation Program (Lab Code 101959-0)
• American Industrial Hygiene Association Accredited Laboratory (Lab No. 101352)
Laboratory certifications are presented in Appendix B of this report.
3.0 INSPECTION SCOPE AND MATERIAL ASSESSMENT
This survey was conducted to determine whether asbestos is present in interior and exterior areas of the building, in preparation for building renovation activities. The sampler’s discretion was used for determining the number of samples to be taken of suspect ACM in each HA.
The inspection was characterized by observations of accessible areas. Suspect materials examined and quantified during the inspection included:
• White 12”x12” floor tile
• White 2’x3’ ceiling tile
• Brown baseboard
• Black window caulk
• White popcorn ceiling
• Black sink coating
• Tan 1”x1” tile
• White bathtub caulk
• Grey 12”x12” floor tile
• Cobble 12”x12” linoleum floor tile
• White wall plaster
• Yellow carpet mastic
• Yellow caulk
• Black Caulk
• Black roofing paper
• Red caulk
• White plaster fabric
• White boiler rope
• White concrete sealant
• White pipe wrap
• White pipe caulk
• Grey pipe caulk
• Metallic and Brown pipe wrap paper
• Black baseboard
• Brown 1”x1” tile
• White drywall
• White tile grout
• Grey 12”x12” linoleum floor tile
• Brown 12”x12” linoleum floor tile
• Black 12”x12” linoleum floor tile
• White dryer exhaust fabric
• Tan stair caulk
• Black tar paper
• Black insulation paper
• Yellow pipe insulation
A total of 87 bulk samples were collected from suspect ACM during the survey at Building 9175. Bulk sample locations are presented on Figures 01 through 09 in Appendix C of this report.
4.0 INSPECTION RESULTS
Analytical results of the bulk samples collected indicated that none of the sampled materials contain greater than 1% asbestos. Complete laboratory analytical results are presented in Appendix D.
5.0 CONDITION AND FRIABLITY ASSESSMENT
For each inspection conducted, the inspector classifies ACM materials by friability and condition. This helps to determine the extent of damage in certain areas as well as the potential for further damage and asbestos release due to disturbance of the material.
No sampled materials were found to be ACM, so no materials are classified by friability nor condition.
6.0 AREAS NOT ACCESSIBLE
Void Spaces within Walls and Ceilings: Tehama preformed destructive sampling on concealed spaces on walls to access plenum or chases. Due to the nature and outcome of the materials sampled Tehama did not observe any “suspect” materials continuing into plenums, etc. Although destructive sampling occurred, Tehama cannot account for all plenums/void spaces that exist in these facilities. Tehama recommends periodic oversight during demolition in order to assess any hidden/unforeseen materials that might be revealed.
7.0 POLYCHLORINATED BIPHENYLS
Polychlorinated biphenyls (PCBs) are regulated pursuant to the United States Environmental Protection Agency Code of Federal Regulations (40 CFR 761) and the Toxic Substances Control Act (TSCA – 15 U.S.C. 2605).
These regulations require certain testing and reporting requirements to determine management, recycling and disposal options for PCBs. Multiple ballasts throughout the building were checked and contained a sticker indicating that they did not contain PCBs. Although this sticker was present, Tehama cannot guarantee that all of the ballasts do not contain PCBs. A photograph of the sticker is provided in Appendix E. Please see the below table itemizing the number of Fluorescent Lighting Ballasts with the potential to contain PCBs:
Facility (Floor/Level) Ballast Quantity 1st Floor 268 2nd Floor 277 3rd Floor 277
APPROX. TOTALS 822
8.0 UNIVERSAL WASTES
Universal Wastes (i.e., batteries, thermostats, lamps, mercury-containing equipment, and pesticides) are regulated pursuant to the EPA Universal Waste Requirements (40 CFR Part 273). Similarly, these sampling procedures may also be used to determine disposal/management or clean-up options for Universal Wastes. Typical equipment that might contain universal wastes are emergency light batteries, CFC containing refrigerators, water fountains, mercury containing bulbs, thermostats and thermometers. Fluorescent bulbs were found loose throughout the building, in addition to the bulbs installed in the ballasts. Please see the below table itemizing the number of assumed universal wastes:
Facility (Floor/Level)
Fluorescent Bulbs

TOTALS 1,567 6 0 6 1
At various locations within the building, Tehama noted other wastes that could potentially be considered hazardous if disposed of incorrectly. The following is a list of materials observed:
• 2.5-Gallons of Paint Stripper
• 2-Gallons of Floor Finish
• 2-Gallons Boiler Water Treatment
• Miscellaneous Cleaning Supplies (ex. Disinfectants)
9.0 CONCLUSIONS AND RECOMMENDATIONS
No ACM was identified during the survey of Building 9175. The asbestos inspection was based on the scope of work proposed by Yaeger for use in their design-build project. Any change in the scope of work beyond what was identified in the scope of work drawings and subsequent emails will require further investigation to accurately classify any additional ACM/Hazardous Materials resulting from the modified or updated scope of work.

LEAD-BASED PAINT (LBP)
1.0 INTRODUCTION
Tehama has performed a full interior and exterior inspection for the presence or absence of Lead-Based Paint (LBP) for Building 9175 at JBLM, Washington. The inspection was conducted at the request of Yaeger for use in their design-build package for renovation of Building 9175. The scope of work for this project was based on Yaeger’s scope of work, drawings and emails, and Tehama’s proposal, dated August 2, 2019.The intent of this inspection was to locate, identify and quantify LBP that will be impacted during renovation of the building.
Inspectors Megan Perez-Utter and Anne Eiseman performed the inspection from October 21-24, 2019. Megan Perez- Utter and Anne Eiseman are certified Lead Inspectors by the State of Washington Department of Commerce.
Certifications for inspectors are located in Appendix A.
2.0 FIELD SURVEY PROCEDURES AND SAMPLE ANALYSIS METHODS
The purpose of the LBP survey was to conduct a surface-by-surface investigation of painted components inside and outside of the building in an effort to identify which painted surfaces contain lead.
Some of the test locations exhibited lead-in-paint levels below the level that EPA identifies as LBP, specifically 0.5% by weight or 1.0 mg/cm2. Such surfaces could create dust-lead or soil-lead hazards if the paint is turned into dust by abrasion, scraping, or sanding. Should these or any lead containing components or surfaces be disturbed in any manner that generates dust, care should be taken to limit worker exposure and the spread of dust.
The lead regulatory levels provided below are those used when preparing this LBP evaluation or when evaluating data collected. The EPA regulatory levels are the same as the state regulatory levels provided in the following table:
EPA Levels
Lead-Based Paint
1.0 mg/cm2 or 0.5% by weight (or 5,000 pm)
Testing was accomplished through the use of an Olympus DELTA Series handheld x-ray fluorescence (XRF) to collect lead levels on painted surfaces. The XRF determines the chemistry of a sample by measuring the fluorescent x-rays emitted from the sample that returns to the XRF after irradiated energy is released onto the sample. A total of 273 XRF tests were performed on different paint variations on the interior and exterior of the structures. Field validation checks of the XRF were also performed at the beginning and end of test operations on the day of testing. Validation checks were performed through a series of three tests on a NIST SRM paint film. Results of the validation checks indicated that the XRF unit was calibrated properly.
Tehama also collected one paint chip sample that was submitted to the subcontracted laboratory, QuanTEM Laboratories, located at 2033 Heritage Park Drive, Oklahoma City, Oklahoma 73120. The laboratory maintains accreditation from the following agencies:
• National Voluntary Laboratory Accreditation Program (Lab Code 101959-0)
• American Industrial Hygiene Association Accredited Laboratory (Lab No. 101352)
Laboratory accreditations are presented in Appendix B of this report.
3.0 SUMMARY OF INSPECTION
A visual assessment of each unique combination of suspect LBP was completed. Unique sampling combinations of suspect LBP were then analyzed using a handheld XRF. The inspection was characterized by observations of accessible areas.
XRF results indicated that none of the materials tested contained LBP greater than or equal to 1.0 mg/cm2. Although none of the materials tested contained LBP greater than or equal to 1.0 mg/cm2, a polyvinyl chloride (PVC) pipe in Room 113 resulted in a positive test result on the XRF. Tehama tested the pipe three times in three different locations as the team thought it was unusual that a PVC pipe with the same color paint as the walls (XRF indicated 0.00 mg/cm2 on the walls), tested positive. Paint was scraped off the pipe and the unpainted PVC pipe was tested. The unpainted section tested positive at 1.13 mg/cm2. Readings for the other two painted locations on the PVC pipe were 0.99 mg/cm2 and 1.09 mg/cm2. Tehama then collected a paint chip sample to be tested at the off-site laboratory to confirm the paint did not contain lead. Based on the paint-chip sample result from the laboratory (<0.005%), the paint on the pipe is negative for lead. It is unclear why the black PVC pipe is showing results of lead over 1.0 mg/cm2, below are two possibilities:
• The PVC pipe is covering a lead pipe.
• The PVC pipe contains minimal amounts of lead, but this is unlikely based on the age of the building as lead was banned from being used as a stabilizer in PVC in the United States in the late 1970’s.
The location of the tested PVC pipe is shown on Figure 11 in Appendix C, and a photograph is provided in Appendix E.
4.0 INSPECTION RESULTS
The LBP inspection involved a thorough visual examination of accessible areas, field XRF testing of painted surfaces, and laboratory analysis of a confirmatory paint chip sample. XRF results presented in Appendix D of this report provide information on test locations, substrate tested, condition of paint, and concentration.
All sample locations are detailed on Figures 10 through 18 located in Appendix C of this report.
In total, one paint chip sample was collected and analyzed, which did not test positive for lead. The painted surface where the chip sample was collected was found to be in fair condition as defined by the EPA and Housing and Urban Development (HUD) guidelines. As explained in Section 3.0, the paint chip sample did not correlate with the XRF result because the PVC pipe interfered with the LBP testing on that particular pipe.
5.0 CONCLUSIONS AND RECOMMENDATIONS
Any work which disturbs painted surfaces containing lead shall be performed in accordance with the OSHA, 29 CFR
1926.62 (Lead in Construction Standard) and EPA’s 40 CFR 745 regulation. Personal air monitoring should be conducted when disturbing lead based paints and lead containing materials as per 29 CFR 1926.62 (OSHA).
In addition, all waste generated as part of the project, regardless of the lead content in the paint, shall be tested in accordance with the EPA Resource Conservation and Recovery Act (RCRA) to determine the classification of the waste. Under RCRA, any waste material that when tested by Toxicity Characteristics Leaching Procedure (TCLP) results in a leachate lead concentration of five (5) parts per million or greater must be disposed of at an EPA licensed hazardous waste facility. Tehama did not collect any TCLP samples as no materials came back as positive for LBP.
6.0 LIMITATIONS, EXCEPTIONS AND ASSUMPTIONS
Opinions and recommendations presented in this report apply to site conditions and features as they existed at the time of Tehama’s site visit, and those reasonably foreseeable. They cannot necessarily apply to conditions and features of which Tehama is unaware and has not had the opportunity to evaluate.
Tehama has completed a thorough assessment of each unique painted surface within the interior and exterior areas of the building. If a different painted surface is identified during demolition that has not been tested, it should be assumed positive for LBP. Additional testing may be completed to determine the presence or absence of LBP.
The conclusions presented in this report are professional opinions based solely upon Tehama’s visual observations of accessible areas, laboratory test data, and current regulatory requirements. These conclusions are intended exclusively for the purpose stated herein, at the site indicated, and for the project indicated.
7.0 REPORT CERTIFICATIONS
This report, and the supporting data, findings, conclusions, opinions, and the recommendations it contains, represents the result of Tehama’s efforts. This report is not a lead abatement specification and should not be used for specifying removal methods or techniques.
It is important to recognize that even the most comprehensive scope of services may fail to detect all LBP containing materials that may be associated with the structure. Therefore, Tehama cannot act as insurers and cannot “certify” that all LBP associated with the property has been identified, and no expressed or implied representation or warranty is included or intended in our reports, except that our services were performed, within the limits prescribed by our client, with the customary thoroughness and competence of our profession.
