About this file
This is a Bidder's Statement of Principal Place of Business form required by the School District of Manatee County for the Tillman Elementary Campus Wide Renovation project (RFQ 2025-09). The form applies to bidders whose principal place of business is located outside the State of Florida and must accompany any written bid or proposal submission. The document requires bidders to identify their business name and the county and state where their principal place of business is located. The submittal deadline for all proposal documents is December 9, 2025 at 12:00 PM via VendorLink. Short-listed firms will participate in a mandatory site visit on January 14, 2026, followed by interviews and final ranking on February 3, 2026, with Board approval for negotiation scheduled for February 24, 2026. Design completion is targeted for May 2026 and construction completion is projected for July 2027.
Pursuant to Florida Statute 287.084(2), out-of-state bidders must submit a written legal opinion from an attorney licensed to practice law in their home state addressing whether that state or its political subdivisions grant any bidding preferences to in-state business entities for public contracts. The legal opinion must specify whether preferences exist and, if applicable, describe those preferences and identify the applicable state laws. The estimated project budget is $31,000,000, with approximately 30% of the contract volume federally funded, introducing prevailing wage standards and federal compliance requirements. Evaluation criteria established under Florida Statute 287.055 include staff qualifications, firm approach, past project experience, overall capacity to perform, and points for certified minority business status and location preference. All five required professional disciplines—Architecture, Structural Engineering, Civil Engineering, Electrical Engineering, and Mechanical Engineering—must be represented on the team and licensed in Florida.
