About this file

This is a Short-List Evaluation document for the School District of Manatee County (SDMC) related to Request for Qualifications (RFQ) 2025-09 for Complete Architectural and Engineering Services for Tillman Elementary Campus Wide Renovations. The solicitation seeks comprehensive architectural and engineering services for a campus-wide renovation of Tillman Elementary School in Palmetto, Florida, which encompasses three classroom buildings totaling 96,928 square feet serving 722 student stations. The scope includes replacement of mechanical, plumbing, and electrical systems; removal and replacement of the fire alarm system; kitchen equipment upgrades; administrative security and lobby enhancements; new technology infrastructure; LED lighting; new ceilings, flooring, and painting; new exterior doors, windows, and hardware; and required sitework. The submittal deadline was December 9, 2025 at 12:00 PM. Short-listed firms will participate in a site visit on January 14, 2026, with interviews and final ranking scheduled for February 3, 2026, and Board approval for negotiation set for February 24, 2026.

Fifteen firms were ranked through the evaluation process, with Schenkel & Shultz, Inc. ranked first, followed by Long & Associates Architects/Engineers, Inc. in second place, and Fleischman and Garcia Architects and Planners, AIA, PA and Wannemacher Jensen Architects, Inc. sharing third place ranking. The estimated project budget is $31,000,000 with design completion targeted for May 2026 and construction completion projected for July 2027. Evaluation was conducted based on criteria established under Florida Statute 287.055, including staff qualifications, firm approach, past project experience, and overall capacity to perform. The procurement requires a team with five mandatory professional disciplines—Architecture, Structural Engineering, Civil Engineering, Electrical Engineering, and Mechanical Engineering—with all team members licensed in Florida. Approximately 30% of the contract volume is estimated to be federally funded, introducing prevailing wage standards and additional federal compliance requirements. The evaluation process includes consideration of certified minority business status and location preference.
