The form applies to bidders whose principal place of business is located outside the State of Florida. The attorney opinion must address both state-level and political subdivision-level preferences, if any exist, and identify the applicable state laws governing such preferences. The out-of-state bidder's attorney must sign the legal opinion and provide their name, address, telephone number, email, and state bar admission information.
