About this opportunity
The School District of Manatee County (SDMC) is soliciting comprehensive architectural and engineering services for a campus-wide renovation of Tillman Elementary School located in Palmetto, Florida. The procurement, identified as RFQ 2025-09, seeks professional services to execute a complete interior and exterior renovation of the existing campus, which encompasses three classroom buildings totaling 96,928 square feet and serving 722 student stations. The project's scope includes replacing mechanical, plumbing, and electrical systems; removing and replacing the fire alarm system; upgrading kitchen coolers and freezers; enhancing administrative security and lobby areas; implementing new technology infrastructure; installing LED lighting; replacing ceilings, flooring, and conducting painting work; installing new exterior doors, windows, and hardware; and performing necessary sitework. The submittal deadline is December 9, 2025 at 12:00 PM via VendorLink, with a request for information deadline of November 16, 2025. Short-listed firms will participate in a site visit on January 14, 2026, followed by interviews and final ranking on February 3, 2026, with Board approval for negotiation scheduled for February 24, 2026. Evaluation will be based on criteria established under Florida Statute 287.055, including staff qualifications, firm approach, past project experience, and overall capacity to perform.
The procurement has specific requirements for architectural and engineering teams, mandating inclusion of five professional disciplines: Architecture, Structural Engineering, Civil Engineering, Electrical Engineering, and Mechanical Engineering, with all team members licensed in Florida. While no explicit set-aside designations are mentioned, the evaluation process includes points for certified minority business status and location preference. Approximately 30% of the contract volume is estimated to be federally funded, which introduces additional compliance requirements including prevailing wage standards and federal certifications. The estimated project budget is $31,000,000, with design completion targeted for May 2026 and construction completion projected for July 2027. Mandatory submission requirements include professional licenses, insurance certification, audited financial statements, Standard Form 330, project references, and multiple federal and state compliance certifications addressing debarment, drug-free workplace, anti-lobbying, anti-discrimination, and E-Verify requirements. Bidders must also complete certifications regarding scrutinized companies, coercion practices, and employment eligibility verification.
