SECTION 01 00 00
GENERAL REQUIREMENTS
1.1 SAFETY REQUIREMENTS
Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.
1.2 GENERAL INTENTION
A. Contractor shall completely prepare site for bui lding operations, including demolition and removal of existing struct ures, and furnish labor and materials and perform work for the upgrad ing of systems to provide humidity control for the SPS areas located with the Medical
Complex.
B. All references in the project documents to Contr acting Officers
Technical Representative” or “COTR” shall be synony mous to “COR”.
C. Offices of Guidon Design Inc. 1221 N. Pennsylvan ia St. Suite 200, Indianapolis, IN 46202, as Architect-Engineers, wil l render certain technical services during construction. Such servic es shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Gov ernment without affirmations by Contracting Officer or his duly aut horized representative.
D. Before placement and installation of work subjec t to tests by testing laboratory retained by Department of Veterans Affai rs, the Contractor shall notify the COR in sufficient time to enable t esting laboratory personnel to be present at the site in time for pro per taking and testing of specimens and field inspection. Such pri or notice shall be not less than three work days unless otherwise desi gnated by the COR.
E. All employees of general contractor and subcontr actors shall comply with VA security management program and obtain perm ission of the VA police, be identified by project and employer, and restricted from unauthorized access.
1.3 STATEMENT OF BID ITEM(S)
A. BID ITEM I (BASE BID): All work specified or sh own in the bid documents. Work includes site work, demolition, ge neral construction, plumbing, mechanical, electrical, and fi3re protect ion work, necessary
01 00 00 -2 to complete the work described in documents. Contr actor shall have 365 days from Notice to Proceed to complete Work associ ated with BID ITEM
1, BASE BID.
B. ALTERNATE NO.1: Eliminate all scope associated w ith cooling tower CT-4 and condenser water pump 330-CWP-4, Contractor shal l have 330 calendar days to complete work after Notice to Proceed.
C. ALTERNATE NO. 2: Eliminate all scope associated with chillers 310-ACCH1 and 310-ACCH2 and chilled water pumps 310-CWP1,2,3, Contractor shall have 300 calendar days to complete work after Notic e to Proceed.
1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense.
1.5 CONSTRUCTION SECURITY REQUIREMENTS
A. Security Plan:
1. The security plan defines both physical and admi nistrative security procedures that will remain effective for the entir e duration of the project.
2. The General Contractor is responsible for assuri ng that all sub-contractors working on the project and their employ ees also comply with these regulations.
B. Security Procedures:
1. General Contractor’s employees (to include all s ubcontractors) shall not enter the project site without appropriate Dayt on VA Medical
Center badge. They may also be subject to inspectio n of their personal effects when entering or leaving the proje ct site. The badging process is expected to take a minimum of si x weeks. A badging briefing is provided in the solicitation. B efore performing any work at the Dayton VA Medical Center, contracto r personnel shall be appropriately badged in accordance with the foll owing procedures:
a. Contractor shall submit the first, middle, and last name, date of birth, and social security number of personnel expe cted to work on site to the VA COR, who will sponsor all personn el associated
01 00 00 -3 with the contract. A form outlining these requireme nts will be provided at the preconstruction meeting. The contra ctor shall distinguish between personnel expected to work 15 d ays or less, greater than 15 days but less than 180 days. Contra ctor may submit names throughout the contract period as well , and the same process applies.
b. For contractor personnel working fifteen days o r less on site, the contractor shall report to the Police Station, Building 127, to obtain a temporary “Station” badge.
c. For contractor personnel working greater than f ifteen days, contractor shall establish an appointment for obtai ning a “Flash” badge from the Human Resources Department (HR) loca ted at the
Dayton VA Medical Center, Building 330 (ninth floor ), using the following internet address: https:va-piv.com. Appoi ntments may take a minimum of two weeks to be scheduled.
i. During the appointment at HR, the contractor sha ll be fingerprinted. Contractor shall verify the requirem ent for a follow-on appointment with Human Resources in order to pick up the completed badge. “Flash” badges are issued a minimum of two weeks following this appointment.
ii. Contractors approved to work but who do not yet have a
“Flash” badge may obtain a “Station” badge followin g the procedures previously identified. “Station” badges will not be issued back-to-back to a single individual. If a contractor’s “Station” badge has expired, and the c ontractor has not received a “Flash” badge, that contractor w ill not be permitted to work on the site.
iii. After receipt of the “Flash” badge, contractor personnel shall return to the Police Station any “Station” ba dges previously issued to the same individual.
iv. Contractor shall monitor expiration dates of ex piring badges and re-initiate the previous process should personn el be required to work on site beyond the expiration date .

v. Contractors shall report lost/missing badges wit hin 24 hours to the COR.
d. Contractor shall ensure “Flash” badges are colle cted and turned into COR upon contract completion.
2. No photography of VA premises is allowed without written permission of the Contracting Officer.
3. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the pr emises in the event of a national emergency. The General Contrac tor may return to the site only with the written approval of the Cont racting Officer.
C. Key Control:
1. The General Contractor shall provide duplicate k eys and lock combinations to the Contracting officers representa tive (COR) for the purpose of security inspections of every area o f project including tool boxes and parked machines and take a ny emergency action.
D. Document Control:
1. Before starting any work, the General Contractor /Sub Contractors shall submit an electronic security memorandum desc ribing the approach to following goals and maintaining confide ntiality of
“sensitive information”.
2. The General Contractor is responsible for safeke eping of all drawings, project manual and other project informat ion. This information shall be shared only with those with a specific need to accomplish the project.
3. Certain documents, sketches, videos or photograp hs and drawings may be marked “Law Enforcement Sensitive” or “Sensitive Unclassified”.
Secure such information in separate containers and limit the access to only those who will need it for the project. Re turn the information to the Contracting Officer upon request .
4. These security documents shall not be removed or transmitted from the project site without the written approval of Co ntracting
Officer.

5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.
6. Notify Contracting Officer and Site Security Off icer immediately when there is a loss or compromise of “sensitive in formation”.
7. All electronic information shall be stored in sp ecified location following VA standards and procedures using an Engi neering Document
Management Software (EDMS).
a. Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and track ed through the
EDMS system.
b. “Sensitive information” including drawings and o ther documents may be attached to e-mail provided all VA encryptio n procedures are followed.
E. Motor Vehicle Restrictions
1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitt ed 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.
2. A limited number of permits shall be issued for General Contractor and its employees for parking in designated areas o nly.
1.6 OPERATIONS AND STORAGE AREAS
A. The Contractor shall confine all operations (inc luding storage of materials) on Government premises to areas authoriz ed or approved by the Contracting Officer. The Contractor shall hold and save the
Government, its officers and agents, free and harml ess from liability of any nature occasioned by the Contractor's perfor mance.
B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the appr oval of the
Contracting Officer and shall be built with labor a nd materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the
Contractor and shall be removed by the Contractor a t its expense upon completion of the work. With the written consent of the Contracting

Officer, the buildings and utilities may be abandon ed and need not be removed.
C. The Contractor shall, under regulations prescrib ed by the Contracting
Officer, use only established roadways, or use temp orary roadways constructed by the Contractor when and as authorize d by the Contracting
Officer. When materials are transported in prosecut ing the work, vehicles shall not be loaded beyond the loading cap acity recommended by the manufacturer of the vehicle or prescribed by an y Federal, State, or local law or regulation. When it is necessary to cr oss curbs or sidewalks, the Contractor shall protect them from d amage. The
Contractor shall repair or pay for the repair of an y damaged curbs, sidewalks, or roads.

D. Working space and space available for storing ma terials shall be as shown on the drawings and as determined by the COR.
E. Workers are subject to rules of Medical Center a pplicable to their conduct.
F. Execute work so as to interfere as little as pos sible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any e xisting equipment, and with work being done by others. Use of equipmen t and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during co nstruction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by COR where required by limited working space.
1. Do not store materials and equipment in other th an assigned areas.
2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by Department of
Veterans Affairs in quantities sufficient for not m ore than two work days. Provide unobstructed access to Medical Center areas required to remain in operation.
3. Where access by Medical Center personnel to vaca ted portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and saf ety requirements.

G. Phasing:
1. The Medical Center must maintain its operation 24 h ours a day 7 days a week. Therefore, any interruption in service mus t be scheduled and coordinated with the COR to ensure that no laps es in operation occur. It is the CONTRACTOR'S responsibility to de velop a work plan and schedule detailing, at a minimum, the procedure s to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks. The work to be outlined shall include, but not be limited to:

To insure such executions, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall n otify the COR two weeks in advance of the proposed date of starting w ork in each specific area of site, building or portion thereof. Arrange such phasing dates to insure accomplishment of this work in successive phases mutually agreeable to Medical Center Directo r, COR and
Contractor, as follows:
H. Building(s) No.(s) 310, 330, & 340 will be occ upied during performance of work; but immediate areas of alterations will be vacated.
1. Contractor shall take all measures and provide a ll material necessary for protecting existing equipment and pro perty in affected areas of construction against dust and debris, so t hat equipment and affected areas to be used in the Medical Centers op erations will not be hindered. Contractor shall permit access to Depa rtment of
Veterans Affairs personnel and patients through oth er construction areas which serve as routes of access to such affec ted areas and equipment. These routes whether access or egress s hall be isolated from the construction area by temporary partitions and have walking surfaces, lighting etc to facilitate patient and st aff access.
Coordinate alteration work in areas occupied by Dep artment of
Veterans Affairs so that Medical Center operations will continue during the construction period.

2. Immediate areas of alterations not mentioned in preceding
Subparagraph 1 will be temporarily vacated while al terations are performed.
I. Construction Fence: Before construction operat ions begin, Contractor shall provide a chain link construction fence, 2.1m (seven feet) minimum height, around the construction area indica ted on the drawings.
Provide gates as required for access with necessary hardware, including hasps and padlocks. Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails wi th tie wires spaced at maximum 375mm (15 inches). Bottom of fences shal l extend to 25mm
(one inch) above grade. Remove the fence when direc ted by COR.
J. When a building and/or construction site is turn ed over to Contractor, Contractor shall accept entire responsibility inclu ding upkeep and maintenance therefore:
1. Contractor shall maintain a minimum temperature of 4 degrees C (40 degrees F) at all times, except as otherwise specif ied.
2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for p re-inspection of site with Fire Department or Company (Department of Veterans Affairs or municipal) whichever will be required to respond to an alarm from
Contractor's employee or watchman.
K. Utilities Services: Maintain existing utility se rvices for Medical
Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uni nterrupted services.
Where necessary to cut existing water, steam, gases , sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and communications systems (incl uding telephone), they shall be cut and capped at suitable places whe re shown; or, in absence of such indication, where directed by COR.
1. No utility service such as water, gas, steam, se wers or electricity, or fire protection systems and communications syste ms may be interrupted without prior approval of COR. Electric al work shall be accomplished with all affected circuits or equipmen t de-energized.
When an electrical outage cannot be accomplished, w ork on any
01 00 00 -9 energized circuits or equipment shall not commence without a detailed work plan, the Medical Center Director’s p rior knowledge and written approval. Refer to specification Sectio ns 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS, 27 05 11 REQUIREMENTS FOR
COMMUNICATIONS INSTALLATIONS and 28 05 00, COMMON W ORK RESULTS FOR
ELECTRONIC SAFETY AND SECURITY for additional requi rements.
2. Contractor shall submit a request to interrupt a ny such services to
COR, in writing, 7 days n advance of proposed inter ruption. Request shall state reason, date, exact time of, and approx imate duration of such interruption.
3. Contractor will be advised (in writing) of appro val of request, or of which other date and/or time such interruption w ill cause least inconvenience to operations of Medical Center. Inte rruption time approved by Medical Center may occur at other than Contractor's normal working hours.
4. Major interruptions of any system must be reques ted, in writing, at least 15 calendar days prior to the desired time an d shall be performed as directed by the COR.
5. In case of a contract construction emergency, se rvice will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.
6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the c onstruction project, for such items as water, sewer, electricit y, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.
L. Abandoned Lines: All service lines such as wires , cables, conduits, ducts, pipes and the like, and their hangers or sup ports, which are to be abandoned but are not required to be entirely re moved, shall be sealed, capped or plugged at the main, branch or pa nel they originate from. The lines shall not be capped in finished are as, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or par titions; so that they are completely behind the finished surfaces.

M. To minimize interference of construction activit ies with flow of
Medical Center traffic, comply with the following:
1. Keep roads, walks and entrances to grounds, to p arking and to occupied areas of buildings clear of construction m aterials, debris and standing construction equipment and vehicles.
2. Method and scheduling of required cutting, alter ing and removal of existing roads, walks and entrances must be approve d by the COR.
N. Coordinate the work for this contract with other construction operations as directed by COR. This includes the sc heduling of traffic and the use of roadways, as specified in Article, U SE OF ROADWAYS.
1.7 ALTERATIONS
A. Survey: Before any work is started, the Contract or shall make a thorough survey with the COR and a representative o f VA Supply Service, of areas of buildings in which alterations occur an d areas which are anticipated routes of access, and furnish a report, signed by both, to the Contracting Officer. This report shall list by rooms and spaces:
1. Existing condition and types of resilient floori ng, doors, windows, walls and other surfaces not required to be altered throughout affected areas of buildings.
2. Existence and conditions of items such as plumbi ng fixtures and accessories, electrical fixtures, equipment, veneti an blinds, shades, etc., required by drawings to be either reu sed or relocated, or both.
3. Shall note any discrepancies between drawings an d existing conditions at site.
4. Shall designate areas for working space, materia ls storage and routes of access to areas within buildings where al terations occur and which have been agreed upon by Contractor and C OR.
B. Any items required by drawings to be either reus ed or relocated or both, found during this survey to be nonexistent, o r in opinion of COR and/or Supply Representative, to be in such conditi on that their use is impossible or impractical, shall be furnished and/o r replaced by
Contractor with new items in accordance with specif ications which will
01 00 00 -11 be furnished by Government. Provided the contract w ork is changed by reason of this subparagraph B, the contract will be modified accordingly, under provisions of clause entitled "D IFFERING SITE
CONDITIONS" (FAR 52.236-2) and "CHANGES" (FAR 52.24 3-4 and VAAR
852.236-88).
C. Re-Survey: Thirty days before expected partial o r final inspection date, the Contractor and COR together shall make a thorough re-survey of the areas of buildings involved. They shall furn ish a report on conditions then existing, of resilient flooring, do ors, windows, walls and other surfaces as compared with conditions of s ame as noted in first condition survey report:
1. Re-survey report shall also list any damage caus ed by Contractor to such flooring and other surfaces, despite protectio n measures; and, will form basis for determining extent of repair wo rk required of
Contractor to restore damage caused by Contractor's workers in executing work of this contract.
D. Protection: Provide the following protective mea sures:
1. Wherever existing roof surfaces are disturbed th ey shall be protected against water infiltration. In case of le aks, they shall be repaired immediately upon discovery.
2. Temporary protection against damage for portions of existing structures and grounds where work is to be done, ma terials handled and equipment moved and/or relocated.
3. Protection of interior of existing structures at all times, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately protected prior to starting work, and this protecti on shall be maintained intact until all work in the area is com pleted.
1.8 DISPOSAL AND RETENTION
A. Materials and equipment accruing from work remov ed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:

1. Reserved items which are to remain property of t he Government are identified by attached tags or noted on drawings or in specifications as items to be stored. Items that re main property of the Government shall be removed or dislodged from p resent locations in such a manner as to prevent damage which would b e detrimental to re-installation and reuse. Store such items where d irected by COR.
2. Items not reserved shall become property of the Contractor and be removed by Contractor from Medical Center.
3. Items of portable equipment and furnishings loca ted in rooms and spaces in which work is to be done under this contr act shall remain the property of the Government. When rooms and spac es are vacated by the Department of Veterans Affairs during the alter ation period, such items which are NOT required by drawings and s pecifications to be either relocated or reused will be removed by th e Government in advance of work to avoid interfering with Contracto r's operation.
1.9 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND
IMPROVEMENTS
A. The Contractor shall preserve and protect all st ructures, equipment, and vegetation (such as trees, shrubs, and grass) o n or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contrac t. The Contractor shall only remove trees when specifically authorize d to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract per formance, or by the careless operation of equipment, or by workers, the Contractor shall trim those limbs or branches with a clean cut and p aint the cut with a tree-pruning compound as directed by the Contractin g Officer.
B. The Contractor shall protect from damage all exi sting improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any dam age to those facilities, including those that are the property o f a third party, resulting from failure to comply with the requireme nts of this contract or failure to exercise reasonable care in performin g the work. If the
Contractor fails or refuses to repair the damage pr omptly, the

Contracting Officer may have the necessary work per formed and charge the cost to the Contractor.
(FAR 52.236-9)
C. Refer to Section 01 57 19, TEMPORARY ENVIRONMENT AL CONTROLS, for additional requirements on protecting vegetation, s oils and the environment. Refer to Articles, "Alterations", "Res toration", and
"Operations and Storage Areas" for additional instr uctions concerning repair of damage to structures and site improvement s.
1.10 RESTORATION
A. Remove, cut, alter, replace, patch and repair ex isting work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, an d do not disturb any ducts, plumbing, steam, gas, or electric work witho ut approval of the
COR. Existing work to be altered or extended and th at is found to be defective in any way, shall be reported to the COR before it is disturbed. Materials and workmanship used in restor ing work, shall conform in type and quality to that of original exi sting construction, except as otherwise shown or specified.
B. Upon completion of contract, deliver work comple te and undamaged.
Existing work (walls, ceilings, partitions, floors, mechanical and electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work , shall be patched, repaired, reinstalled, or replaced with new work, a nd refinished and left in as good condition as existed before commenc ing work.
C. At Contractor's own expense, Contractor shall im mediately restore to service and repair any damage caused by Contractor' s workers to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications sy stems (including telephone) which are not scheduled for discontinuan ce or abandonment.
D. Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered b y adjustment to contract time and price in accordance with clause e ntitled "CHANGES"
(FAR 52.243-4 and VAAR 852.236-88) and "DIFFERING S ITE CONDITIONS" (FAR
52.236-2).

1.11 PHYSICAL DATA
A. Data and information furnished or referred to be low is for the
Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.
B. Government does not guarantee that other materia ls will not be encountered nor that proportions, conditions or cha racter of several materials will not vary from those indicated by exp lorations. Bidders are expected to examine site of work and logs of bo rings; and, after investigation, decide for themselves character of m aterials and make their bids accordingly. Upon proper application to Department of
Veterans Affairs, bidders will be permitted to make subsurface explorations of their own at site.
1.12 AS-BUILT DRAWINGS
A. The contractor shall maintain two full size sets of as-built drawings which will be kept current during construction of t he project, to include all contract changes, modifications and cla rifications.
B. All variations shall be shown in the same genera l detail as used in the contract drawings. To ensure compliance, as-built d rawings shall be made available for the COR review, as often as requ ested.
C. Contractor shall deliver two approved completed sets of as-built drawings in the electronic version (scanned PDF) to the COR within 15 calendar days after each completed phase and after the acceptance of the project by the COR.
D. Paragraphs A, B, & C shall also apply to all sho p drawings.
1.13 USE OF ROADWAYS
A. For hauling, use only established public roads a nd roads on Medical
Center property and, when authorized by the COR, su ch temporary roads which are necessary in the performance of contract work. Temporary roads shall be constructed and restoration performe d by the Contractor at Contractor's expense. When necessary to cross cu rbing, sidewalks, or similar construction, they must be protected by wel l-constructed bridges.

B. When new permanent roads are to be a part of thi s contract, Contractor may construct them immediately for use to facilitat e building operations. These roads may be used by all who have business thereon within zone of building operations.
C. When certain buildings (or parts of certain buil dings) are required to be completed in advance of general date of completi on, all roads leading thereto must be completed and available for use at time set for completion of such buildings or parts thereof.
1.14 TEMPORARY USE OF EXISTING ELEVATORS
A. Contractor will not be allowed the use of existi ng elevators. Outside type hoist shall be used by Contractor for transpor ting materials and equipment.
1.15 TEMPORARY TOILETS
A. Provide where directed, (for use of all Contract or's workers) ample temporary sanitary toilet accommodations with suita ble sewer and water connections; or, when approved by COR, provide suit able dry closets where directed. Keep such places clean and free fro m flies, and all connections and appliances connected therewith are to be removed prior to completion of contract, and premises left perfec tly clean.
1.16 AVAILABILITY AND USE OF UTILITY SERVICES
A. The Government shall make all reasonably require d amounts of utilities available to the Contractor from existing outlets a nd supplies, as specified in the contract. The amount to be paid by the Contractor for chargeable electrical services shall be the prevail ing rates charged to the Government. The Contractor shall carefully cons erve any utilities furnished without charge.
B. The Contractor, at Contractor's expense and in a workmanlike manner, in compliance with code and as satisfactory to the Con tracting Officer, shall install and maintain all necessary temporary connections and distribution lines, and all meters required to meas ure the amount of electricity used for the purpose of determining cha rges. Before final acceptance of the work by the Government, the Contr actor shall remove all the temporary connections, distribution lines, meters, and associated paraphernalia and repair restore the inf rastructure as required.

C. Contractor shall install meters at Contractor's expense and furnish the
Medical Center a monthly record of the Contractor's usage of electricity as hereinafter specified.
D. Heat: Furnish temporary heat necessary to preven t injury to work and materials through dampness and cold. Use of open sa lamanders or any temporary heating devices which may be fire hazards or may smoke and damage finished work, will not be permitted. Mainta in minimum temperatures as specified for various materials:
1. Obtain heat by connecting to Medical Center heat ing distribution system.
E. Electricity (for Construction and Testing): Furn ish all temporary electric services.
1. Obtain electricity by connecting to the Medical Center electrical distribution system. The Contractor shall meter and pay for electricity required for electric cranes and hoisti ng devices, electrical welding devices and any electrical heati ng devices providing temporary heat. Electricity for all other uses is available at no cost to the Contractor.
F. Water (for Construction and Testing): Furnish te mporary water service.
1. Obtain water by connecting to the Medical Center water distribution system. Provide reduced pressure backflow preventer at each connection as per code. Water is available at no co st to the
Contractor.
2. Maintain connections, pipe, fittings and fixture s and conserve water-use so none is wasted. Failure to stop leakag e or other wastes will be cause for revocation (at COR discretion) of use of water from Medical Center's system.
G. Fuel: Natural and LP gas and burner fuel oil req uired for boiler cleaning, normal initial boiler-burner setup and ad justing, and for performing the specified boiler tests will be furni shed by the
Government. Fuel required for prolonged boiler-burn er setup, adjustments, or modifications due to improper desig n or operation of boiler, burner, or control devices shall be furnish ed and paid by the
Contractor at Contractor's expense.

1.17 TESTS
A. As per specification section 23 05 93 the contra ctor shall provide a written testing and commissioning plan complete wit h component level, equipment level, sub-system level and system level breakdowns. The plan will provide a schedule and a written sequence of what will be tested, how and what the expected outcome will be. This document will be submitted for approval prior to commencing work. The contractor shall document the results of the approved plan and submit for approval with the as built documentation.
B. Pre-test mechanical and electrical equipment and systems and make corrections required for proper operation of such s ystems before requesting final tests. Final test will not be cond ucted unless pre-tested.
C. Conduct final tests required in various sections of specifications in presence of an authorized representative of the Con tracting Officer.
Contractor shall furnish all labor, materials, equi pment, instruments, and forms, to conduct and record such tests.
D. Mechanical and electrical systems shall be balan ced, controlled and coordinated. A system is defined as the entire syst em which must be coordinated to work together during normal operatio n to produce results for which the system is designed. For example, air conditioning supply air is only one part of entire system which provide s comfort conditions for a building. Other related components are return air, exhaust air, steam, chilled water, refrigerant, hot water, contr ols and electricity, etc. Another example of a system which involves sev eral components of different disciplines is a boiler installation. Eff icient and acceptable boiler operation depends upon the coordi nation and proper operation of fuel, combustion air, controls, steam, feedwater, condensate and other related components.
E. All related components as defined above shall be functioning when any system component is tested. Tests shall be complete d within a reasonably period of time during which operating an d environmental conditions remain reasonably constant and are typic al of the design conditions.

F. Individual test result of any component, where r equired, will only be accepted when submitted with the test results of re lated components and of the entire system.
1.18 INSTRUCTIONS
A. Contractor shall furnish Maintenance and Operati ng manuals (hard copies and electronic) and verbal instructions when requir ed by the various sections of the specifications and as hereinafter s pecified.
B. Manuals: Maintenance and operating manuals and o ne compact disc (four hard copies and one electronic copy each) for each separate piece of equipment shall be delivered to the COR coincidenta l with the delivery of the equipment to the job site. Manuals shall be complete, detailed guides for the maintenance and operation of equipme nt. They shall include complete information necessary for starting , adjusting, maintaining in continuous operation for long period s of time and dismantling and reassembling of the complete units and sub-assembly components. Manuals shall include an index covering all component parts clearly cross-referenced to diagrams and illustrati ons. Illustrations shall include "exploded" views showing and identify ing each separate item. Emphasis shall be placed on the use of specia l tools and instruments. The function of each piece of equipmen t, component, accessory and control shall be clearly and thorough ly explained. All necessary precautions for the operation of the equi pment and the reason for each precaution shall be clearly set forth. Man uals must reference the exact model, style and size of the piece of equ ipment and system being furnished. Manuals referencing equipment simi lar to but of a different model, style, and size than that furnishe d will not be accepted.
C. Instructions: Contractor shall provide qualified , factory-trained manufacturers' representatives to give detailed tra ining to assigned
Department of Veterans Affairs personnel in the ope ration and complete maintenance for each piece of equipment. All such t raining will be at the job site. These requirements are more specifica lly detailed in the various technical sections. Instructions for differ ent items of equipment that are component parts of a complete sy stem, shall be given in an integrated, progressive manner. All instructo rs for every piece of component equipment in a system shall be availab le until
01 00 00 -19 instructions for all items included in the system h ave been completed.
This is to assure proper instruction in the operati on of inter-related systems. All instruction periods shall be at such t imes as scheduled by the COR and shall be considered concluded only when the COR is satisfied in regard to complete and thorough covera ge. The contractor shall submit a course outline with associated mater ial to the COR for review and approval prior to scheduling training to ensure the subject matter covers the expectations of the VA and the co ntractual requirements. The Department of Veterans Affairs r eserves the right to request the removal of, and substitution for, any i nstructor who, in the opinion of the COR, does not demonstrate suffic ient qualifications in accordance with requirements for instructors abo ve.
1.19 PHOTOGRAPHIC DOCUMENTATION
A. Photographic documentation elements:
1. Each digital image shall be taken with a profess ional grade camera with minimum size of 6 megapixels (MP) capable of p roducing
200x250mm (8 x 10 inch) prints with a minimum of 22 72 x 1704 pixels and 400x500mm (16 x 20 inch) prints with a minimum 2592 x 1944 pixels.
2. Before construction, the building pad, adjacent streets, roadways, parkways, driveways, curbs, sidewalks, landscaping, adjacent utilities and adjacent structures surrounding the b uilding pad and site shall be documented. Overlapping photographic techniques shall be used to ensure maximum coverage. Indexing and na vigation accomplished through interactive architectural draw ings. If site work or pad preparation is extensive, this document ation may be required immediately before construction and at sev eral pre-determined intervals before building work commences .
3. Construction progress for all trades shall be tr acked at pre-determined intervals, but not less than once every thirty (30) calendar days (“Progressions”). Progression docume ntation shall track both the exterior and interior construction o f the building.
Exterior Progressions shall track 360 degrees aroun d the site and each building. Interior Progressions shall track i nterior
01 00 00 -20 improvements beginning when stud work commences and continuing until
Project completion.
4. As-built conditions of mechanical, electrical, p lumbing and all other systems shall be documented post-inspection a nd pre-insulation, sheet rock or dry wall installation. T his process shall include all finished systems located in the walls a nd ceilings of all buildings at the Project. Overlapping photograp hic techniques shall be used to ensure maximum coverage. Indexing and navigation accomplished through interactive architectural draw ings.
5. As-built finished conditions of the interior of each building including floors, ceilings and walls shall be docum ented at certificate of occupancy or equivalent, or just pri or to occupancy, or both, as directed by the COR. Overlapping photog raphic techniques shall be used to ensure maximum coverage. Indexing and navigation accomplished through interactive architectural draw ings.
6. Miscellaneous events that occur during any Cont ractor site visit, or events captured by the Department of Veterans Affai rs independently, shall be dated, labeled and inserted into a Section in the navigation structure entitled “Slideshows,” allowin g this information to be stored in the same “place” as the formal scope.
7. Customizable project-specific digital photograp hic documentation of other details or milestones. Indexing and navigatio n accomplished through interactive architectural plans.
8. Finished detailed Interior exact built overlapp ing photos of all walls, ceilings, and floors to be scheduled by COR prior to occupancy.
9. In event a greater or lesser number of images t han specified above are required by the COR, adjustment in contract pri ce will be made in accordance with clause entitled "CHANGES" (FAR 5 2.243-4 and VAAR
852.236-88).
B. Images shall be taken by a commercial photograph er and must show distinctly, at as large a scale as possible, all pa rts of work embraced in the picture.

C. Coordination of photo shoots is accomplished thr ough COR. Contractor shall also attend construction team meetings as nec essary. Contractor’s operations team shall provide regular updates regar ding the status of the documentation, including photo shoots concluded , the availability of new Progressions or Exact-Builts viewable on-lin e and anticipated future shoot dates.
D. Contractor shall provide all on-line domain/web hosting, security measures, and redundant server back-up of the docum entation.
E. Contractor shall provide technical support relat ed to using the system or service.
F. Upon completion of the project, final copies of the documentation (the
“Permanent Record”) with the indexing and navigatio n system embedded
(and active) shall be provided in an electronic med ia format, typically a DVD or external hard-drive. Permanent Record shal l have Building
Information Modeling (BIM) interface capabilities. On-line access terminates upon delivery of the Permanent Record.
1.20 HISTORIC PRESERVATION
Where the Contractor or any of the Contractor's em ployees, prior to, or during the construction work, are advised of or dis cover any possible archeological, historical and/or cultural resources , the Contractor shall immediately notify the COR verbally, and then with a written follow up.
