Project 552-19-101, Upgrade HVAC to SPS in the Medical Center, Dayton VA

1. Are you considering GC’s for this requirement?

This requirement is 100% total set aside to Service-Disabled Veteran-Owned Small Business pursuant to Public Law 109-461 (38 USC 8127). The relevant NAICS for this project is 236220 - Commercial and Industrial Building Construction.

The SDVOSB is required to perform a minimum of 15% of the construction work on the project with its own labor force or the labor force of other SDVOSB subcontractors. The SDVOSB must be small under the relevant NAICS code. All offerors must be listed as “verified” in the VIP database, available in VETBIZ at http://www.vip.vetbiz.gov and VETS-100, must also be registered in System for Award Management SAM data base under NAICS 236220 along with complete online Reps and Certs https://www.sam.beta.gov in order to submit offers and be eligible for award.

If you feel your company meets this criteria, you may submit a bid for this requirement.

2. Will there be another opportunity for a site visit?

Per the solicitation, only one site visit is scheduled. There are no additional site visits scheduled nor planned.

3. Has an environmental assessment been performed for this project? If so, is there an abatement component to this RFP?

Yes, an asbestos survey was conducted for the project. The results were negative for all areas of the project; there is no planned abatement component.

4. Could weights and dimensions of the existing equipment being removed be provided. Also, could a site plan for crane set up be issued. Is it possible to schedule another site visit to clarify equipment removal with crane subcontractor, due to the logistics of the equipment to be removed?

Per the solicitation, only one site visit is scheduled. There are no additional site visit scheduled nor planned. As for the site plan for crane set up, that will be part of the initial discussions with the successful contractor.

The approximate measurements of the existing equipment are as follows:

Chillers (2):

Weight: 11,000 lbs. each (from plate on equipment) LWH: 226 x 88 x 100 inches

Air Handler:

Weight: Unknown (unit will have to be at least partially dismantled to remove) LWH: 504 x 120 x 138 inches (measurements taken at tallest point)

Cooling Tower:

Weight: Unknown (unit can be partially dismantled to ease removal) LWH: 144 x 252 x 180 inches

5. We cannot locate any requirements for the submission. We presume you want the SF 1442 with the pricing (and other info) in block 17, the bid bond, and the Reps & Certs. Can you confirm that these are the correct and only submission requirements for this bid?

Aside from the information noted on page 2, with the CAGE Code and Bid Prices, there is the acknowledging of Amendments on Page 2 of the SF 1442. Please review all the pages of the solicitation and all requirements on submission instructions and what’s required for submission.

6. Is this project exempt from State of Ohio Sales Tax?

Yes. The Department of Veterans Affairs is a federal agency and as such are exempt from Local, State, and Federal Sales Tax.

7. How do we submit the bid? We believe you want an electronic (email) submission to you at Angie.Carpenter@va.gov. Can you confirm?

8. We are unable to locate the submission requirements for the subject solicitation other than the SF 1442 in block 10 which states, in part: “On Page 2 of the SF1442 you shall insert your Cage Code Number and fill in your Bid Prices in the appropriate blocks.” We also note that there is a bid bond requirement. Are there any other submission requirements for this hard-bid solicitation?

Aside from the information noted on page 2, with the CAGE Code and Bid Prices, there is the acknowledging of Amendments on Page 2 of the SF 1442. Please review all the pages of the solicitation and all requirements on submission instructions and what’s required for submission.

9. The SF 1442 directs us to provide an original and 1 copy of the bid. We cannot locate a proviso that allows for an electronic submission. Given the current situation with COVID-19, can you allow submission of the complete bid via email?

10. If we are to submit electronically, we believe that we can submit the bid bond exclusively via email, per OUSD Memorandum, DARS Tracking Number: 2020-O0016, SUBJECT: Class Deviation – Original Documents, Signatures, Seals, and Notarization. Can you confirm?

As stated in Questions 7 and 9, all bids and bid bonds shall be submitted via sealed envelope to the following address:

11. Due to the COVID-19 Pandemic many states have issued stay a home orders and quarantines for out of state travelers. Additionally, many jurisdictions have issues orders to limit face-to-face contact as much as possible. On many of our current Federal Bids the KO’s have required e-mailed proposal to comply with mandate to reduce face to face contact as well as reduce their carbon footprint. Please advise if an e-mailed cost and technical proposal with a hard copy of the bid bond sent prior to the bid date would be acceptable.
