About this file
This document is Appendix E of the Title VI Assurances under US DOT Order 1050.2A, detailing comprehensive nondiscrimination statutes and authorities that contractors must comply with during contract performance. The document outlines multiple federal civil rights laws and executive orders that prohibit discrimination based on race, color, national origin, sex, disability, age, and limited English proficiency across various domains including transportation, public entities, education programs, and federal-aid projects.
The nondiscrimination authorities span multiple legislative acts, including the Civil Rights Act of 1964, Rehabilitation Act of 1973, Americans with Disabilities Act, and various transportation-related statutes. Key provisions require contractors to ensure meaningful access for persons with limited English proficiency, avoid discriminatory practices in programs and activities (whether federally funded or not), and prevent disproportionate adverse effects on minority and low-income populations. The document serves as a binding agreement that expands the scope of anti-discrimination protections across federal, state, and local program implementations.
