About this file
This document is a clarification response issued by Clackamas County, Oregon to interested bidders regarding BID #2026-23 for the Sunnyside Clinic Remodel project. The County addresses five key questions submitted by interested firms during the bidding process, clarifying ambiguities in the project scope that could significantly impact bid preparation and comparison. The primary areas of concern relate to roof parapet sheathing replacement (assumed at 5,300 square feet for bidding purposes), roof insulation specifications (recommended to assume above-deck rigid insulation at required R-values unless existing conditions dictate otherwise), existing wall condition confirmations for potential framing, insulation, and drywall extensions, construction work hours and coordination requirements with occupied building tenants, and additional bid price breakdown requirements. The County acknowledges that several scope items remain unquantified and indicates willingness to conduct a pre-bid site walkthrough to clarify existing conditions, though confirmation depends on the bid timeline and coordination availability.
The clarification document reveals the County's recognition that undefined scope elements create unfavorable conditions for apples-to-apples bid comparisons and presents the option to either assume larger quantities conservatively within the overall project budget or establish unit pricing for unknown work items. For wall condition assessments and roof insulation specifications, the County recommends bidders assume worst-case scenarios (full wall extensions and above-deck rigid insulation) to ensure comprehensive cost coverage, with the potential for cost savings if actual conditions prove less extensive during construction. The County defers final decisions on construction work hours, tenant coordination expectations, and additional bid price breakdowns to be provided separately, indicating these details require internal verification and will be communicated to bidders prior to the June 11, 2026 bid deadline.

INVITATION TO BID #2026-23
Sunnyside Clinic Remodel (“BID”)
RESPONSE TO CLARIFYING QUESTIONS #1
May 21, 2026
Note that these are questions submitted by interested firms to the above referenced solicitation.
The below answers are for clarification purposes only and in no way alter or amend the BID as published.
1. Detail 2/A1.30 has a note to ‘Replace sheathing as necessary’. With this unknown, would it be better to have sheathing replacement as a unit cost on the bid form or specify a square footage to be included in everyone’s bid.
Answer: Assume 5,300 Sf for perimeter of existing roof parapets. This is an unknown and unquantifiable scope of work in the project that can create separation in an apples-to-apples comparison between bids. We believe that it is best to either use an assumed SF area or use a unit approach per sf. The direction depends on how you want to build the project budget. Do you want to be more conservative and solicit a large area of work and ideally save money later, or do you want to compare the unit of work between contractors, and the cost is additional to the overall scope at a unit price. The scope of work is the same in both cases, we just do not know how much of it there is.
2. Detail 2/A1.30 note about insulation and being contractor’s choice. May this be determined for everyone pre-bid, so everyone is bidding the same scope, and you know what you are going to get? Maybe this can be determined at the pre-bid walkthrough.
This is a gray area that would be beneficial to have defined when bidding vs subs guessing on what they should include.
Answer: This is a fair point and frankly we don’t know what is going on there. The safer and more expensive route is to assume above deck rigid insulation for the slope and required R value above the roof deck. If this ends up not being the case for the actual existing conditions, then we can again save money from the overall cost during construction. Please let us know how you would like the contractors to bid this. This goes back to how you want to build your budget. Batt insulation could be what we have and is much less expensive to purchase and install, however, we should match the existing condition.
3. Detail 2/A1.10 calls out for contractor to confirm existing wall conditions. May this be more defined prior to the bid, so everyone is bidding apples to apples?
Adding additional framing, insulation, gyp board, etc. to extend existing walls is large scope of work if needed. It would be beneficial to the owner to know this work is covered in the bids if needed.
Answer: This is another unquantified scopes as we do not currently know the conditions of the walls. Similar to question 4, we can assume that all walls need to be extended up and prepare for the worst cost, or we can have a unit price to work with on top of the overall budget. Alternatively, if you are planning to have a contractor walk, we can try to make a reasonable confirmation of this during that walk. We could then distribute that direction and scope to the bidders. This depends on your bid window and if you have availability to coordinate this.
4. What will the construction work hours be for the project. May work take place during normal working hours or does the work need to be completed off-hours (nights and weekends).
Answer: County to provide construction work hours. Will the contractor need to work around existing operating tenants in the building and if so what coordination do you expect with an occupied building and loud, smelly, and disruptive construction happening?
5. Are there any additional bid price breakdowns needed (like the Pharmacy) that are not currently called out on the bid form?
Answer: Not to our knowledge. We respectfully ask the County to verify.
