About this file

This document contains clarifying questions and answers for Clackamas County's Invitation to Bid #2024-121 for the Courthouse Move project, dated January 17, 2025. The project involves relocating the Law Library and District Attorney's Office during the week of May 5-9, 2025, followed by the Court and Sheriff's Office during May 12-16, 2025. Key specifications include moving 2,365 lineal feet of law library materials, which can be transported by box, carts, or gondolas. The move must be 100% complete by May 16, 2025, with critical items scheduled for the final day.

The document outlines several operational requirements: Clackamas County will provide flooring protection while the mover must supply door guards and elevator protection; daytime operations are preferred for escorted trucks; contractor equipment cannot be stored on-site prior to the start date; and the Sally Port entrance requires CCSO approval during weekday operations. The contractor must coordinate with the City of Oregon City regarding parking and street-side pickup as shared parking lot access cannot be guaranteed. The project will use State Prevailing Wage rates based on the January 2, 2025 advertisement date, and the contract will be held directly by Clackamas County rather than utilizing the cooperative State of Oregon Move Contract.

INVITATION TO BID #2024-121

Courthouse Move (“BID”)

RESPONSE TO CLARIFYING QUESTIONS

January 17, 2025

Note that these are questions submitted by interested firms to the above referenced solicitation.

The below answers are for clarification purposes only and in no way alter or amend the BID as published.

1. Does Clackamas County intend to utilize the cooperative State of Oregon Move Contract for all the terms and conditions, or will the county be looking to generate a separate contract agreement?

Answer: this will be a contract held by Clackamas County.

2. Due to the size and complexity of this move project will you consider a reference list to contact, and would this assist in the decision-making process?

Answer: No.

3. Looking through the Law Center spreadsheet, can you please confirm what line I can find the number of boxes, or lineal feet that would be required to relocate the collection in the hi-density shelving?

Answer: The footage has been calculated at 2,365 lineal feet. The books can be moved by box, carts, or gondolas.

4. What is the project start date for BOLI rates?

Answer: State Prevailing Wage rates are based on the day the project advertised. In this case the date is January 2, 2025.

5. On the Hollman Law Library spreadsheet, what are the color codes (white, yellow, green)?

Answer: Everything on the spread sheet will need to be factored into your move.

6. Is there a new courthouse building layout with placement locations marked, and access points?

Answer: A layout will be provided to the winning bidder.

7. Will Contractor or Facilities be hanging any items on wall or securing cabinets to walls?

Answer: Facilities.

8. Is there a preferred sequence for the move?

Answer: We would like the Law Library and the District Attorney’s Office moved during the week of May 5–9, 2025. You should confirm with those offices to determine their ideal moving schedule. The Court and the Sheriff's Office are scheduled to move the week of May 12–16, 2025. The move should commence during this timeframe and be 100% complete by May 16, 2025. Ideally, earlier moves during the week should focus on operations that can be transitioned smoothly, leaving only critical items for Friday, May 16.

9. Will it be best for the Escorted trucks to be in the daytime or during the evening?

Answer: Daytime

10. Can all locations remain prepped with floor protection for the project's duration?

Answer: Flooring protection will be provided by Clackamas County, however door guards, and elevator protection will be supplied by the mover.

11. Will Contractor deliver equipment prior to start date and if so, how far out and how long would equipment stay on-site once project is completed?

Answer: There is no plan in effect to house equipment prior to the starting day.

12. Will the contractor have access to all access points at the time of relocation?

Answer: The Sally Port entrance and exiting points will need the approval from the CCSO during weekday operations. The building will be on normal operating procedures apart from the closing on May16th, so expect the entrance and exits to be mostly available but have temporary blockages.

13. Can the contractor utilize the shared parking lot behind the facility after hours?

Answer: We will not be able to guarantee that you will have unfettered access to the shared parking lot behind the courthouse. This may require street side pickup. You will need to contact the City of Oregon City for rules, restrictions, and or permits.
