Evaluation will be weighted across 11 criteria totaling 100 points, including project understanding (10%), organizational capacity (15%), RFP compliance (20%), management plan (16%), implementation cost (11%), annual support cost (7%), financial stability (10%), base agreement acceptance (5%), and set-asides for Small Business Enterprise (2%), Minority Business Enterprise (2%), and Women Business Enterprise (2%). Vendors must meet seven minimum qualifications, including successful implementation of the proposed solution for multiple comparable state and local government agencies within the last three years, completion of at least five Oracle EBS data migrations, and certification as an implementation partner of the proposed software vendor. The City's current environment comprises 3,201 full-time employees, 603 contingent workers, and 2,727 retirees, with approximately 3.4 terabytes of data requiring migration. The City currently operates third-party solutions including OpenGov, B2G, GovMax, Neighborly, and Kronos, which must be considered during the integration process.
